As follows, an open competitive tender will be conducted, and in accordance with the provisions of Article 167-6, Paragraph 1 of the Local Autonomy Act (Cabinet Order No. 16, March 1947), the following announcement is made.

2. Qualifications Required for Bidders (Reiwa 7/8 Grading):

Target Industry Grade, etc.:
A: Reiwa 7 Snow Removal Cooperation Contractor (2.5km or more)
B: Reiwa 7 Snow Removal Cooperation Contractor (2.5km or more)
C: Reiwa 7 Snow Removal Cooperation Contractor (2.5km or more)
Head Office Location: Must have headquarters or a branch office in Sabae City.
Other: Must be listed in the Sabae City Construction Work and Other Bidding Qualification Register and registered in the specified grade for the target industry above.
Must not fall under the provisions of Article 167-4 of the Local Autonomy Act.
Must be able to assign necessary personnel, including engineers and site supervisors as defined by the Construction Industry Act (Act No. 100, 1949), to the target work.
Must not be within a period of suspension of bidding based on the "Sabae City Construction Work and Other Contractual Agreements Suspension Measures Ordinance."

5. Notes:
Submit a work cost breakdown corresponding to the bid amount written on the bid form.
Submission of Work Cost Breakdown:
- The work cost breakdown must include quantities, unit prices, and amounts.

- The work cost breakdown will be confirmed by city officials and kept by Sabae City.
For the determination of the successful bidder, the bid price will be the amount written on the bid form plus 10% of that amount. Therefore, bidders must write the amount excluding consumption tax, regardless of whether they are subject to consumption tax or not. The amount obtained after rounding down to the nearest yen any fraction less than one yen in the amount equivalent to 110/100 of the amount written on the bid form shall be considered the submitted bid.
Bids submitted by individuals who do not meet the required qualifications, those who have made false statements in their application for qualification review, those who have violated the construction bid instructions or other conditions indicated in the announcement, etc., shall be deemed invalid.
Furthermore, bids submitted by those who have been suspended from bidding after receiving confirmation, or those who do not meet the bidding qualifications at the time of bidding or bid opening, shall be deemed invalid.
Bids submitted without a work cost breakdown shall be deemed invalid.
Bids submitted without confirming the browsing documents shall be deemed invalid.
Method of Determining the Successful Bidder:
The successful bidder shall be the one who submits the lowest bid within the limit of the estimated price. (If there are multiple bidders with the same lowest bid price, the successful bidder will be determined by lottery.)
Other:
- The number of bidding rounds for this tender is limited to two. (Re-bidding will be conducted at a time designated by the bidding officer after the first bid opening concludes, so bidders must remain near the electronic bidding system equipment until all procedures related to the bid opening are completed.)
- If there are fewer than two bidders, the bidding will be terminated.
- Bidders must carefully read and comply with the construction bid instructions and the Sabae City Construction Contract Terms and Conditions, etc.
