(5)(6) Furthermore, if applicable under Article 26, Paragraph 3, Proviso, and Article 27, Paragraph 1 of the Construction Industry Act and its Enforcement Order, the engineer must be exclusively assigned. However, if all requirements of Article 26, Paragraph 3, Item 1 of the Construction Industry Act are met, they may concurrently hold other positions. If all requirements of Article 26-5, Paragraph 1 of the Construction Industry Act are met, they may concurrently hold positions as office engineers or specific office engineers.
Details regarding concurrent positions shall be in accordance with relevant laws and regulations.

Must be a Professional Engineer (in Civil Engineering, Agriculture (limited to those with specialization in "Agricultural Civil Engineering" or "Agricultural and Rural Engineering"), Forestry (limited to those with specialization in "Forestry Civil Engineering"), Fisheries (limited to those with specialization in "Fisheries Civil Engineering"), or Comprehensive Technical Management (limited to those with specialization in "Civil Engineering," "Agriculture - Agricultural Civil Engineering," "Agriculture - Agricultural and Rural Engineering," "Forestry - Forestry Civil Engineering," or "Fisheries - Fisheries Civil Engineering")). Must have experience in executing similar work as a prime contractor, completed and delivered since FY2011, meeting the following requirements (experience as a member of a joint venture is limited to cases where the investment ratio is 20% or more). However, for continuing construction joint ventures, the joint venture itself or any one of its members must have the above construction experience (experience as a member of a joint venture is limited to cases where the investment ratio is 20% or more).
Must be able to assign a chief engineer or supervising engineer meeting the following criteria to this work. In the case of a joint venture, all members must be able to assign one. However, if currently engaged in other work, the engineer must be assignable to this work by the contract conclusion date.
Furthermore, for experience in projects commissioned by the Hokkaido Development Bureau, the Ministry of Land, Infrastructure, Transport and Tourism's Minister's Secretariat, Public Buildings Department, and Regional Development Bureaus as specified in the tender explanation document, the total evaluation score must not be less than the score specified in the tender explanation document.
Must be a Class 2 Civil Engineering Construction Management Engineer (limited to "Civil Engineering" type) or possess equivalent or higher qualifications. However, in the case of a joint venture, one of the constituent companies shall assign a supervising engineer, and other constituent members shall assign a chief engineer with the above qualifications.

2. Comprehensive Evaluation Bidding System Matters a. (a) (b) Reliability of Quality Assurance c. No relationship with the contractor of the design work for this project or with entities having capital or personnel relationships with such contractor. The comprehensive evaluation bidding system for this project is a system that determines the successful bidder using the following method. (a) There shall be no capital or personnel relationship between tender participants (refer to the tender explanation document). c. The "Construction System Evaluation Score" will be awarded to those who can realize the content described in the tender explanation document, with points ranging from 0 to 15 for each evaluation item, depending on the reliability.
c. If there is no experience in FY2023 and FY2024, the average of the total evaluation scores for completed works in FY2021 and FY2022 must be 65 points or higher. The construction performance score for companies without experience with this bureau will be treated as 65 points.
"Additional Points" of up to 19.5 points will be awarded based on the experience shown in the documents.

(9) Furthermore, if there is only one year of order experience, the average construction performance score for the year with experience will be used.
Must have a head office with a construction business license required for the construction of this project located within the Okhotsk General Development Bureau jurisdiction (for joint ventures, all members must have one).
For joint ventures, the average construction performance score for FY2023 and FY2024 for all members of projects commissioned by the Hokkaido Development Bureau must be 65 points or higher. The construction performance score for members without the above order experience will be treated as 65 points.
b. (7) Not be subject to a bid suspension order under the Hokkaido Development Bureau's "Measures for Bid Suspension, etc., for Construction Contracts, etc." (April 1, 1985, Hokkai-dō Kōkō No. 1) during the period from the submission deadline of the competition participation qualification application (hereinafter referred to as "Application") to the bid opening (for joint ventures, all members must not be subject to such measures).

Must have experience in the work described in (4) above as a prime contractor, completed since FY2011. However, for joint ventures, it is sufficient if the chief engineer or supervising engineer of any one of the constituent companies has experience in the work described in (4) above (experience as a member of a joint venture is limited to cases where the investment ratio is 20% or more).
(8) Must be a person falling under either Article 7, Item 2(b) or (c) of the Construction Industry Act ("Practical experience" as defined in Article 7, Item 2 of the Construction Industry Act is limited to civil engineering work). Certified by the Minister of Land, Infrastructure, Transport and Tourism as having qualifications equivalent to or higher than these (limited to civil engineering work).
