2026-630 - 1 - The CPAS faces a severe shortage of social workers available for processing and monitoring files. This staff shortage currently leads to significant delays in administrative management. These delays have two major consequences: 1. Financial consequences: some files exceed the legal deadline of 30 days provided for by the law of May 26, 2002 concerning the right to social integration, generating financial losses for the institution (appeals to the Labor Court/claim for damages). 2. Social consequences: the users concerned, already in a precarious situation, directly suffer these delays in accessing their rights, aggravating their vulnerability. In order to absorb this backlog and ensure the continuity and quality of public service, the CPAS must resort to the urgent provision of qualified personnel. This mission therefore aims to rapidly mobilize bilingual social workers capable of supporting the processing of pending files and meeting the growing needs of the population. 2. Object of the contract The contract concerns the provision of social workers to support the CPAS services in processing and monitoring specific files. The CPAS aims, in particular but not exhaustively, at managing alerts, social file arrears, managing files of temporarily absent social workers, and managing new incoming files. At the time of drafting the conditions of this contract, the contracting authority is unable to precisely define the quantities of services it will require. The contracting authority estimates the number of social inquiries per month per social worker at 45. For alerts, the contracting authority estimates the processing of 100 to 200 alerts per month depending on their complexity. These figures are purely indicative and do not bind the contracting authority in any way. 3. Number and profile required The contractor must initially provide four (4) social workers 5 days a week, meeting the following conditions: • Bilingual French – Dutch mandatory; • Full-time commitment, i.e., 5 days a week for 7.5 hours/day • On-site presence of at least three days a week (i.e., 7.5 hours of actual work per day). • The concerned employees will be subject to the work regulations in force in the institution. • IT equipment will be provided by the contracting authority. The tenderer is also referred to the technical clauses on this point (chapter 3 of the special tender document). Indicatively, the number of full-time social workers (5 days a week and 7.5 hours a day) may evolve according to the needs and urgencies of the CPAS of Anderlecht.
