Oppdragsgiver har vurdert anskaffelsen opp mot lærlingforskriften, jf. anskaffelsesloven § 7, og konkludert med at det ikke stilles krav til lærlinger i denne anskaffelsen da anskaffelsen er en vareanskaffelse, jf. lærlingforskriften § 4.
Anskaffelsesforskriften § 7-9, fjerde ledd kommer til anvendelse for gruppe 2 i denne anskaffelsen. Hovedytelsen i anskaffelsen er kjøretøy, der den klart største miljøpåvirkningen ligger i mulig utslipp som følge av fossilt drivstoff. I gruppe 3 skal det anskaffes elektrisk hjullaster. Dette gir en bedre effekt på klima og miljø enn å benytte drivstoffteknologi som tildelingskriterium, da det foreligger en risiko for at leverandører ellers ville levere drivstoffteknologi med større utslipp.
