Bid Category:
- Bidding for this work is an electronic bidding case utilizing the Hiroshima City Electronic Bidding System.
- Bidding for this work is limited to the Electronic Bidding System and does not permit paper bids.
- Bidding procedures shall be in accordance with the Hiroshima City Electronic Bidding System Usage Agreement and Hiroshima City Electronic Bidding Operation Standards.

Bid Participation Conditions:
Applicants must meet all of the following conditions.
Qualifications:
- Must not fall under Article 167-4 of the Local Autonomy Act Enforcement Order and Article 2 of the Hiroshima City Contract Regulations.
- Must be certified as a Hiroshima City construction work competitive tender participant for Reiwa 7 and 8.
- Must have obtained an IC card in the bidder's name and completed user registration for the Electronic Bidding System.
- Other qualification requirements are as per the tender explanation.
Certified Industry Category: Scaffolding, Earthwork, Concrete Work Grade Classification: Must be certified as "A" or "B" for Civil Engineering General Work.
Business Office Location: Must have its head office in Hiroshima City.
*Head office refers to the principal business office under the Construction Industry Act.
Company Construction Performance: Must have construction performance for the following work completed and delivered as the prime contractor on or after April 1, Reiwa 23:
- Work involving the construction of concrete block masonry or stone masonry with an area of 160 square meters or more. However, construction performance as a member of a joint venture is limited to those with an investment ratio of 20% or more.
Technical Personnel:
① Must be able to assign a chief engineer or supervising engineer for scaffolding, earthwork, and concrete work to the said work. If the contract amount is 45 million yen (tax included) or more, they must be assigned exclusively. Furthermore, if a concurrently assigned supervising engineer (meaning a supervising engineer as defined in Article 26, Paragraph 3, Item 2 of the Construction Industry Act, hereinafter the same) is appointed under Special Clause 2, a supervising engineer assistant (meaning a person who assists the duties stipulated in Article 26, Paragraph 4, Item 1 of the same Act by the concurrently assigned supervising engineer) must be exclusively assigned to the said work. However, technical personnel shall be as stipulated in Paragraphs 1 to 5 of Article 26 of the same Act.
② Technical personnel must have a direct and continuous employment relationship with the bidder at the time of bid opening, and have been employed for 3 months or more prior to the bid opening date. However, for technical personnel when the contract amount is less than 45 million yen (tax included), they must have a direct and continuous employment relationship with the bidder at the time of bid opening and have been employed from the day before the bid opening date.
③ Concurrent assignment of technical personnel will be permitted within the scope of the conditions described in the tender explanation, even if exclusive assignment is required, provided that the conditions are met.
Other:
- Contractors for design work related to this work (Hinoara Fuji Consultant Co., Ltd.) or construction companies with capital or personnel relationships with such contractors cannot participate.
- Those who do not meet the bid participation conditions cannot participate. Furthermore, those who cannot be selected according to Article 28, Paragraph 2, Item 3 (a to o), and Item 5 (a) of the Hiroshima City Construction Work Competitive Tender Handling Regulations cannot participate.
- Those who cannot confirm fulfillment of the obligation to join and pay social insurance (health insurance and employees' pension insurance) and labor insurance (employment insurance) cannot participate (excluding those who are not subject to the obligation to join each insurance). Bid Cancellation:
Bidding will be canceled if the fairness of the bidding is deemed to be compromised due to the actions of the bidders or errors in the employer's bidding procedures.
Invalid Bid:
Bids submitted by those who do not meet the bid participation conditions indicated in this bid announcement, bids with false statements in the application documents, bids that violate the conditions related to bidding, and bids for which the submitted bid participation qualification confirmation application cannot be confirmed due to incomplete documents (including incorrect entries) shall be invalid.
Other:
- Bidding for this work is a post-bid qualification confirmation type general competitive tender where the existence of bid participation qualifications is confirmed after bid opening.
- This work is subject to mandatory sorting and recycling of construction materials, etc., in accordance with the Act on Promoting the Recycling of Construction Materials, etc. (Act No. 104 of 2000).
- When determining the successful bidder, the bid amount entered by the successful bidder in the Electronic Bidding System or the amount written on the bid form will be increased by an amount equivalent to 10/100 of that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down) to determine the contract amount. Therefore, bidders, regardless of whether they are taxable or exempt businesses for consumption tax and local consumption tax, must enter or write an amount equivalent to 100/110 of their estimated contract desired amount.
- This work is subject to a trial of "Procedures for Requesting Calculation Disputes" (as described in the appendix to the tender explanation document "Regarding the Trial of Procedures for Requesting Calculation Disputes"). Please note that if a calculation dispute is filed, it will take some time to compile the verification results. - This work is a trial project for securing two days off per week on a "designated by employer" basis. If a minimum of 4 weeks and 8 days off cannot be achieved, a reduction in the contract price will be negotiated according to the situation, based on the provisions of Article 24 of the Hiroshima City Construction Work Contract Terms and Conditions. Appendix: September 1, Reiwa 8 Hiroshima City Finance Bureau, Contract Department, Construction Contract Division "Trial of Labor Cost Dumping Investigation" The national government has created and published "Guidelines for Public Employers to Prevent Labor Cost Dumping" for public employers, summarizing points to note regarding the submission of bid amount breakdowns and specific implementation methods for "Labor Cost Dumping Investigation." The national guidelines stipulate that when the direct construction cost falls below a certain level, confirmation of the cost calculation details, etc., will be made in writing ( "Statement of Reasons"). However, this city will request all bidders who are requested to submit general competitive tender participation qualification confirmation applications, etc. (hereinafter referred to as "Application Documents") to submit a "Statement of Reasons" along with the Application Documents, regardless of whether the direct construction cost falls below a certain level. This "Statement of Reasons" is not for stating the reason for falling below a certain level, but for explaining the calculation basis, such as the calculation method and concept used for the bid amount and construction cost breakdown. The submitted "Statement of Reasons" will be used to confirm the calculation details and ensure that appropriate labor costs are secured.
