Location of business office: Must have headquarters or a branch office in Sabae City.
Other: Must be listed on the Sabae City list of eligible contractors for public works, etc., and registered in the specified grade for the target industry. Must not fall under the provisions of Article 167-4 of the Local Autonomy Act. Must be able to assign necessary personnel, such as engineers and site managers, as stipulated in Article 26 of the Construction Industry Act (Law No. 100 of 1949) for the target construction. When bidding, submit a cost breakdown corresponding to the bid amount stated in the bid form.
Submission of cost breakdown:
- The cost breakdown must include quantities, unit prices, and amounts.
- (If necessary) The cost breakdown will be kept by Sabae City after confirmation by the city official.
For the purpose of determining the successful bidder, the bid price will be the amount stated in the bid form plus 10% of that amount. Therefore, bidders, regardless of whether they are taxable or exempt businesses for consumption tax, should state the amount excluding the consumption tax equivalent in their bid form. If there is a fraction of less than one yen in the amount equivalent to 110/100 of the amount stated in the bid form, the bid will be considered as the amount obtained after rounding down.
Bids submitted by those who do not meet the qualifications, those who have made false statements in the application for examination of qualifications, or those who have violated the conditions specified in the tender instructions or other announcements will be deemed invalid.
Furthermore, bids submitted by those who have been suspended from designation after submitting the application form and before the tender, or those who do not meet the tender qualifications at the time of bidding and bid opening, will be deemed invalid.
Bids submitted by those who have not submitted a cost breakdown will be invalid.
Bids submitted by those who have not reviewed the design documents will be invalid.
Method of determining the successful bidder: The successful bidder will be the one who submitted the lowest bid within the range of the estimated price. (If there are multiple bidders with the same lowest bid, the successful bidder will be determined by lottery.)

- The number of re-bids for this tender is limited to two. (Re-bids will be conducted at a time designated by the tender executor after the opening of the first bid, so participants must remain near the electronic bidding system until all procedures related to the bid opening are completed.)
- If the number of bidders becomes less than two, the tender will be canceled.
