Ce marché concerne la prestation de numérisation des dossiers RH des agents de la ville de Toulouse et de sa métropole. Cette première phase projet relative à la numérisation des dossiers, s'inscrit dans un projet de modernisation RH plus vaste. Elle doit permettre la création d'une base numérique, issue du stock de nos dossiers d'agents sur postes permanents (Titulaire / stagiaires / contractuels sur postes permanents). Le présent marché ne concerne donc que la première phase de ce projet de Modernisation RH. Préparant un déménagement de ses locaux, la DGRH a entamé depuis 2024 un virage vers la dématérialisation du dossier de l'agent, qui se traduit également par une remise à plat des méthodes de consolidation et gestion du dossier de l'agent et par la volonté de dématérialiser les processus qui l'alimentent. Ainsi, pour créer une véritable rupture avec les méthodes de gestion papier et moderniser l'action publique des ressources humaines, le choix a été fait de numériser le stock actuel des dossiers agents. Cet axe est jugé prioritaire pour tendre vers une réelle unicité du dossier de l'agent tout en facilitant son exploitation, tout au long de la carrière de nos agents
