(7) Must be able to assign a technician in accordance with Article 26 of the Construction Industry Act for the construction work. The assigned technician shall be in accordance with the provisions of the Construction Industry Act, the Construction Industry Act Enforcement Order, and the "Fukaya City Construction Work Technician Assignment Handling Guidelines", etc. (8) Must not be a person who has filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Heisei 14, Act No. 154) or filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Heisei 11, Act No. 225). However, this does not apply to those who have received a decision to commence proceedings. (9) Must have undergone a business performance review with a review standard date on or after July 1, Reiwa 7, for the relevant industry, in accordance with Article 27-23, Paragraph 1 of the Construction Industry Act. (10) Must not have any capital or personnel relationship with other bidders participating in the bid. (11) Must be enrolled as an employer in health insurance under the Health Insurance Act (Taisho 11, Act No. 70), employees' pension insurance under the Employees' Pension Insurance Act (Showa 29, Act No. 115), and employment insurance under the Employment Insurance Act (Showa 49, Act No. 116) as of the bid announcement date. However, this does not apply to those who are exempt from the application of all or part of the above insurance by law. 7. Questions regarding design documents, etc., must be submitted in the form of a question form through the Electronic Bidding System within the reception period. Payment Terms (1) Advance payment will be made for contracts exceeding 3 million yen. (The amount shall be within 4/10 of the contract amount.) (2) Intermediate advance payment will be made for contracts exceeding 5 million yen and with a construction period exceeding 60 days. (The amount shall be within 2/10 of the contract amount.) (3) Partial payment will not be made. 14. Determination of Successful Bidder, etc. (1) After the bid opening, the bidder who submitted the lowest bid within the range of the estimated price and at or above the minimum reserve price will be the successful bid candidate, and their name will be stated in the "Reason" column of the reservation notice sent from the Electronic Bidding System. (2) The successful bid candidate must submit the "General Competitive Bidding Qualification Confirmation Application Form", "General Competitive Bidding Qualification Confirmation Documents", and "Social Insurance Enrollment Confirmation Documents", etc., within 2 days from the day after receiving the reservation notice (excluding city holidays as defined in Article 1 of the Fukaya City Holidays Ordinance (Heisei 18, Fukaya City Ordinance No. 2)). (3) This construction is subject to a labor cost dumping investigation. If the direct construction costs stated in the estimated bid amount breakdown sheet fall below a certain level, the reason will be investigated promptly after the bid opening. Only the successful bid candidate will be investigated, and they will be contacted separately. Failure to provide a reason may result in the bid being deemed invalid for violating bidding conditions. (4) If the successful bid candidate is found to meet the bidding qualifications based on the results of the bidding qualification review, they will be declared the successful bidder. (5) If there are two or more bids at the same price for the price that would be the successful bid candidate, the successful bid candidate will be determined by electronic lottery through the Electronic Bidding System. (6) If there is a possibility of an event that affects the construction period or contract amount, the successful bidder must notify the contracting authority to that effect, along with the necessary information to grasp the situation of the event, using Form No. 1 of the Fukaya City Competitive Bidding Participant Guidelines (related to Article 29), from the date of successful bid determination until the contract is concluded. 15. The concurrent assignment of site supervisors shall be in accordance with the "Guidelines for Handling Relaxation of Site Supervisor's On-site Duty". 16. Notes on Bidding (1) For the purpose of determining the successful bid, the contract amount will be the amount written on the bid form plus 10/100 of that amount (if there is a fraction of less than 1 yen, it will be rounded down). Therefore, bidders must write the amount equivalent to 100/100 of the desired contract amount on the bid form, regardless of whether they are taxable or non-taxable for consumption tax and local consumption tax. (2) Download the forms from the Electronic Bidding System and submit the bid form and the estimated bid amount breakdown sheet at the time of bidding. However, a breakdown of the estimated bid amount is not required for re-bidding. (3) Even if a competitive bidding qualification confirmation application receipt has been received from the Electronic Bidding System, those who do not have the qualifications at the time of bid opening cannot participate in the bidding. (4) If, after the bid opening, there are no bids within the estimated price range and at or above the minimum reserve price, a re-bid will be conducted. (5) Re-bids will be conducted up to two times. The date and time of the re-bid will be notified via the re-bid notice on the Electronic Bidding System. (6) Participants in the first re-bid shall be those who participated in the initial bid. However, those who submitted invalid bids or were disqualified in the initial bid cannot participate in the first re-bid. (7) Participants in the second re-bid shall be those who participated in the first re-bid. However, those who submitted invalid bids or were disqualified in the first re-bid cannot participate in the second re-bid. (8) Bids that fall under Article 17 of the Fukaya City Competitive Bidding Participant Guidelines will be deemed invalid. 17. Postponement of Bidding, etc. (1) The bidding may be postponed, suspended, or canceled if deemed necessary. (2) In the case of (1), the costs incurred for the bidding cannot be claimed from the city. 18.
