NOTICE OF TENDER The following is put to open competitive tender.

Outline of Construction (1) Construction Name Naha Airport 2nd Terminal Building System I UPS and 1 Other Location Battery Replacement Construction (Electronic Bidding and Electronic Contract Target Project) (2) Construction Location 334 Kagamizu, Naha City, Okinawa Prefecture (Naha Airport Office, 2nd Terminal Building) Unnumbered Miyazaki, Miyazaki City, Miyazaki Prefecture (Miyazaki 2nd ASR Station) (3) Construction Details This construction involves the replacement of batteries due to aging and the installation of a battery monitoring system.
- Battery Replacement Construction: 1 lot Naha: MSE-300 (long-life type) 360 units Miyazaki: MSE-100-6 (long-life type) 120 units - Battery Monitoring System Installation Construction: 1 lot Naha: 2 master units, sensor sub-units for each battery (360 units) * Associated electrical wiring and test adjustments: 1 lot (4) Construction Period: From the weekday following the contract signing date until March 19, Reiwa 9 (2027).
(5) This construction is subject to electronic procurement systems for bidding and contracting.
However, those who find it difficult to use the electronic procurement system may, with the approval of the contracting entity, use the paper bidding and paper contracting methods.
(6) This construction is subject to the comprehensive evaluation and contract award method (performance evaluation type (Type I)) which determines the successful bidder by comprehensively evaluating factors other than price along with price.
(7) This construction is a trial project for the post-contract VE method, which accepts proposals on construction methods etc. after contract signing.
(8) This construction is not subject to the placement of a supervising engineer (or site supervisor) to whom the provisions of Article 26, Paragraph 3 of the Building Construction Act (Law No. 100 of 1949) apply (hereinafter referred to as "Special Supervising Engineer").
(9) This construction is subject to additional points in the comprehensive evaluation for companies implementing wage increases.
(10) This construction is subject to additional points in the comprehensive evaluation for companies certified under laws and regulations as promoting work-life balance etc. (WLB promotion companies). Details are provided in the tender explanation.
(11) This construction is subject to a labor cost dumping investigation. Details are provided in the tender explanation.
2. Qualifications for Participation in Competition (1) Not falling under the provisions of Article 70 of the Budget, Settlement of Accounts and Order for Expenditures (Imperial Ordinance No. 165 of 1947) (hereinafter referred to as "Order for Expenditures"). Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, fall under the case of special reasons in the same article.
(2) Not falling under the provisions of Article 71 of the Order for Expenditures.
(3) Must be ranked in Grade A for "Electrical Work" in the Reiwa 7/8 (2025/2026) Ministry of Land, Infrastructure, Transport and Tourism General (Designated) Competitive Bidding Qualifications by the bid opening date, and possess competitive bidding qualifications in the Osaka Aeronautical Administration Bureau (For those for whom commencement of rehabilitation proceedings has been filed based on the Corporate Rehabilitation Act (Act No. 154 of 2002) or commencement of civil rehabilitation proceedings has been filed based on the Civil Rehabilitation Act (Act No. 225 of 1999), general competitive bidding qualifications must have been re-certified according to procedures separately determined by the Director of the Osaka Aeronautical Administration Bureau, Ministry of Land, Infrastructure, Transport and Tourism, after the decision to commence proceedings.).
For those who do not have the said qualifications, applications for competitive bidding qualifications will be accepted according to the application methods etc. described in the "Public Notice on Qualifications of Competitive Bidders" (Official Gazette dated October 1, Reiwa 6 (2024)).
(4) Not having filed for commencement of rehabilitation proceedings based on the Corporate Rehabilitation Act or for commencement of civil rehabilitation proceedings based on the Civil Rehabilitation Act.
However, this does not apply to those who have received re-certification of qualifications under (3).
(5) Not having been subject to a suspension of designation based on the "Standards for Measures such as Suspension of Designation Regarding Contracts for Works under the Jurisdiction of the Aeronautical Administration Bureau" (Air Administration Bureau Notification No. 386 dated June 28, 1984) by the Director of the Osaka Aeronautical Administration Bureau during the period from the deadline for submission of the Qualification Confirmation Application (hereinafter referred to as "Application") and Qualification Confirmation Documents (hereinafter referred to as "Documents") to the bid opening date.
(6) No capital or personnel relationship between bidders (or constituent members of a joint venture).
Note that it is not a violation of Article 4, Paragraph 3, Item 2 of the Ministry of Land, Infrastructure, Transport and Tourism Aeronautical Administration Bureau Competitive Contract Bidder's Handbook to communicate between parties for the purpose of deciding who will withdraw when such relationships exist.
(7) Not being a company whose management is substantially controlled by a member of a violent group or equivalent, as requested for exclusion from Ministry of Land, Infrastructure, Transport and Tourism public works projects by the police authorities, and such state continues.
(8) Must fully meet the competitive bidding qualification requirements separately determined by the Authorized Officer for Expenditure Decisions, Director of Osaka Aeronautical Administration Bureau, based on Article 73 of the Order for Expenditures (For details, refer to Attached Document 1 "Competitive Bidding Qualification Requirements").
(9) Must have received the tender explanation or downloaded it from the electronic procurement system.

However, interest-bearing national bonds or guarantees from financial institutions may be provided as collateral in lieu of contract security. Furthermore, if a performance bond from a public works performance guarantee company or a performance guarantee insurance contract is obtained, the payment of contract security will be waived.

(3) Invalid Bids: Bids submitted by those who do not possess the competitive bidding qualifications indicated in this notice, bids with false statements in the application or documents, and bids that violate the conditions of bidding will be deemed invalid.
(4) Determination of Successful Bidder: The successful bidder will be the one with the highest evaluation score among bids within the limit of the estimated price established based on Article 79 of the Order for Expenditures. However, if it is recognized that the contract cannot be performed in accordance with its content by the intended successful bidder due to their bid price, or if it is deemed significantly inappropriate to conclude a contract with them due to the possibility of disrupting fair trade order, the successful bidder may be the one with the highest evaluation score among other bidders who submitted bids within the limit of the estimated price.
If the bid price of the intended successful bidder falls below the investigation standard price based on Article 85 of the Order for Expenditures, an investigation will be conducted according to Article 86 of the Order for Expenditures.
(5) Confirmation of Planned Chief (or Supervising) Engineer: If a violation of the exclusive assignment of the planned engineer is confirmed through CORINS etc. after the successful bidder is determined, the contract may not be concluded.
Replacement of the application will not be permitted unless approved as unavoidable due to various circumstances.
(6) For works requiring the exclusive assignment of a chief (or supervising) engineer, if the contract is concluded at a price below the investigation standard price, an engineer with equivalent qualifications may be required in addition to the exclusively assigned chief (or supervising) engineer. (7) Negotiation during procedures: None.
(8) Requirement for Contract Creation: Required.
This project is subject to electronic document exchange for contract procedures via the electronic procurement system. However, if it is difficult to use the electronic procurement system, a request for approval of the paper contract method must be submitted.
(9) Whether there is a plan to conclude a contract for other works directly related to this construction with the contractor of this construction on a discretionary basis: None.
(10) Participation by those not certified for general competitive bidding qualifications: Those not certified for the general competitive bidding qualifications listed in 2.(3) may also submit applications and documents according to 3.(4), but to participate in competitive bidding, they must be certified for the qualifications listed in 2.(3) at the time of bid opening.
(11) Post-Contract VE Proposal: After the contract is signed, the contractor may propose to the contracting entity changes to the design documents regarding construction methods etc. that can reduce the contract price without lowering the functions or performance of the contracted work. If the proposal is deemed appropriate, the design documents will be revised, and if deemed necessary, the contract price will be adjusted. Details are provided in the special specifications etc.
(12) Precautions regarding construction plan: If a construction plan is not submitted during the qualification examination, or if it is recognized that the plan was created through consultation with other bidders regarding this construction, the qualification will not be granted.

4 (Tender Announcement) Attached Document 1: Competitive Bidding Qualification Requirements Subject: Naha Airport 2nd Terminal Building System I UPS and 1 Other Location Battery Replacement Construction Tender Announcement Article 2.(9) "Must fully meet the competitive bidding qualification requirements separately determined by the Authorized Officer for Expenditure Decisions, Director of Osaka Aeronautical Administration Bureau, based on Article 73 of the Order for Expenditures." refers to the following items.
(1) Company's Construction Experience: Must have construction experience of works completed and delivered between April 1, 2011, and the date of this announcement that meet the following requirements (experience from private projects and overseas projects certified/awarded under the Overseas Infrastructure Project Engineer Certification/Award System is also acceptable). (Limited to experience as the prime contractor. For joint ventures under Type A agreements, experience is limited to cases where the contribution ratio is 20% or more. For joint ventures under Type B agreements, experience is limited to the scope of work divided, regardless of the contribution ratio.) If construction performance evaluations have been notified for works ordered by the Ministry of Land, Infrastructure, Transport and Tourism and the Okinawa General Bureau of the Cabinet Office, works with an evaluation score below 65 points are excluded.
[Construction Experience]: Installation of industrial lead-acid batteries.
(2) Qualifications of Planned Personnel: Must be able to exclusively assign a chief engineer or supervising engineer who meets the following criteria to this construction. However, if Article 26, Paragraph 3 of the Building Construction Act does not apply, exclusive assignment is not required.
1) Must possess qualifications equivalent to or higher than a Class 1 or Class 2 Electrical Work Construction Management Engineer.
2) Must have experience in the works listed in (1) above. The experience does not need to be for the same work as the company's construction experience.
3) For supervising engineers, must possess a Supervising Engineer's Qualification Certificate and a Supervising Engineer Training Completion Certificate.
4) Must present documents proving a direct and continuous employment relationship with the bidder.
5) The period during which exclusive assignment of a chief engineer or supervising engineer is not required is as follows:
① From the date of contract conclusion until the start of site construction. (Period until the start of site office setup, material delivery, or temporary construction.) The start date of site construction will be determined through consultation with the supervisor after contract conclusion.
② The period after completion of construction, inspection (excluding delays due to the contracting entity's convenience), when only administrative procedures, cleanup, etc. remain. The date of completion of inspection is the date the contracting entity notifies the contractor of the confirmation of construction completion (e.g., date on "Completion Inspection Confirmation Notice").
6) The placement of a special supervising engineer is not permitted for this construction.
(3) Technical opinions regarding the construction plan must be appropriate.
If there is no description or the content is significantly inappropriate, competitive bidding qualifications will not be granted.
(4) If there is construction experience for which a construction performance evaluation has been notified for electrical works ordered by the Osaka Aeronautical Administration Bureau and its internal offices (offices of regional aeronautical administration bureaus stipulated in Article 39, Paragraph 1 of the Act on the Organization of the Ministry of Land, Infrastructure, Transport and Tourism), the average of these construction performance evaluations must be 65 points or higher.
