(5) Planned Price: ¥137,623,200 (including consumption tax and local consumption tax: ¥12,511,200). (6) Minimum Reserve Price: Yes. (7) Tender Method, etc.: a. This tender will be conducted using the electronic bidding subsystem of the Aichi Electronic Procurement Joint System (CALS/EC) (hereinafter referred to as the "Electronic Bidding System"). Therefore, users must register using a card containing an electronic certificate issued by a certified electronic signature service provider in accordance with the Act on Electronic Signatures and Certification Services (2000, Act No. 102) that is compatible with the electronic bidding core system. b. Tender Participation Qualifications: The participants in this tender shall be single corporations that meet the following requirements: (1) Must not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (1947, Cabinet Order No. 16). (2) Must hold a specific or general construction industry permit for civil engineering work under Article 3, Paragraph 1 of the Construction Industry Act (1949, Act No. 100). However, a specific construction industry permit is required if the total amount of subcontracted payments is ¥50,000,000 or more. (3) Must have a business office in Aichi Prefecture that engages in civil engineering work. (4) Must not have been subject to designation suspension measures under the "Kiyosu City Regulations on Measures for Designation Suspension, etc., Related to Construction Contracts" (2005, Kiyosu City Administrative Order No. 34; hereinafter referred to as the "Regulations") from the date of submission of the participation application form to the tender date for this project. (5) Must not be subject to exclusion measures based on the "Agreement on the Exclusion of Violent Groups from Administrative Affairs and Projects Conducted by Kiyosu City" (concluded on May 24, Reiwa 5 (2023) between the Mayor of Kiyosu City and the Chief of Nishi-Biwa Jima Police Station). (6) Must have a total score of 1,200 points or more for civil engineering work as certified in the Reiwa 8 & 9 (2026 & 2027) Kiyosu City Tender Participation Qualification Examination application. However, for those whose business office is located within Kiyosu City, a total score of 850 points or more is required. (7) Must have completed and delivered civil engineering work with a contract price of ¥70,000,000 or more, ordered by national or local government entities, as the prime contractor within the past 10 years (from April 1, Reiwa 8 (2026) to the day before the submission of the participation application form; hereinafter the same). Experience as a member of a joint venture is limited to projects where the share of investment is 20% or more. However, this requirement is waived for those whose business office is located within Kiyosu City. (8) Must be able to assign a chief engineer or supervising engineer as defined in Article 26 of the Construction Industry Act. However, if the contract price is ¥45,000,000 or more, the assigned engineer must be exclusively assigned to this project. Furthermore, if the total amount of subcontracted payments is ¥50,000,000 or more, a supervising engineer with a supervising engineer qualification certificate and a certificate of completion of supervising engineer training must be assigned as the supervising engineer. (9) The assigned chief engineer or supervising engineer (hereinafter referred to as "assigned engineer") must have experience as a chief engineer, supervising engineer, or site supervisor in civil engineering work completed and delivered by national or local government entities within the past 10 years. (10) Must not have filed for commencement of rehabilitation proceedings under Article 21 of the Civil Rehabilitation Act (1999, Act No. 225) or commencement of reorganization proceedings under Article 17 of the Corporate Reorganization Act (2002, Act No. 154). However, those who have received a decision to commence rehabilitation proceedings under the Civil Rehabilitation Act or reorganization proceedings under the Corporate Reorganization Act and have obtained renewed tender participation qualification after reapplying will be deemed as not having filed for commencement of rehabilitation or reorganization proceedings. (11) The related parties of the bidder must not fall under any of the following criteria (excluding cases where all parties falling under the criteria are members other than the representative of the joint venture). Note that contacting parties to determine who should withdraw in cases of relationships described below does not violate Article 10 of the Kiyosu City Tenderer's Handbook (2005, Kiyosu City Public Notice No. 17). a. Capital Relationship: Applies to two companies falling under any of the following. However, this excludes cases where a subsidiary or one of the subsidiaries is a company undergoing reorganization or rehabilitation proceedings. (i) Parent-subsidiary relationship. (ii) Relationship between subsidiaries with the same parent company. b. Personnel Relationship: Applies to two companies falling under any of the following. However, (i) excludes cases where one company is undergoing rehabilitation or reorganization proceedings. (i) An officer of one company concurrently serves as an officer of the other company. (ii) An officer of one company concurrently serves as a trustee of the other company. c. Other: Cases where it is deemed that the fairness of the tender is hindered. Method of Determining the Successful Bidder: (1) The successful bidder candidate will be selected based on the lowest bid price among those who submitted bids at or above the minimum reserve price within the range of the planned price in item 1(6). A post-verification process will then be conducted. After the post-verification, the successful bidder will be determined upon confirmation of tender participation qualifications, and a notification of bid award will be sent to all bidders. If there are multiple bidders with the same lowest bid price, the successful bidder candidate will be determined by lottery. (2) The successful bidder candidate must submit the necessary documents for post-verification in person within 3 days (excluding holidays) from the tender opening date. However, documents necessary for post-verification may be requested even from bidders who did not submit the lowest bid. a. (d) Copy of completion registration data from the Construction Achievement Information System (CORINS) for the assigned engineer's qualifications and construction experience, and a copy of the document proving the assigned engineer's qualifications (supervising engineer qualification certificate and certificate of completion of supervising engineer training (if required)). (e) Copy of documents confirming the direct and continuous employment relationship of the assigned engineer. f. Costs related to the submission of documents shall be borne by the submitter. If the post-verification of the successful bidder candidate reveals that they do not have tender participation qualifications, the bidder who submitted the next lowest bid will be considered the new successful bidder candidate and will undergo post-verification. In this case, "tender opening date" in (2) shall be read as "the date on which the verification of the higher successful bidder candidate is completed." (3) Those found to be unqualified during the post-verification process may request an explanation of the reason. When requesting an explanation, submit a written document stating the intention to do so within 5 days (excluding holidays) from the date of receiving the notice of disqualification. The reason...
