Construction Supervision for the Construction of a New Kindergarten for Four Groups (Ages 3-6) in UPI 1-506.281, Educational Activities, Quarter 601 according to the Plan of the Fifth City Part, Plovdiv

This public procurement tender concerns the provision of construction supervision services for the construction of a new kindergarten facility. The kindergarten is designed to accommodate four groups of children aged between 3 and 6 years old and will be located in the designated area UPI 1-506.281, within the educational activities zone of Quarter 601, as per the urban plan of the Fifth City Part in Plovdiv, Bulgaria. The scope of work involves exercising comprehensive construction supervision throughout the entire construction phase, in strict accordance with Articles 166 and 168 of the Spatial Development Act (ZUT) and relevant subordinate legislation. This includes, but is not limited to, meticulous control over the completeness and correctness of all acts and protocols generated during construction, as stipulated by Ordinance № 3/31.07.2003. The supervision will also encompass rigorous monitoring of the quantities, costs, and quality of all executed construction and installation works (CIW). Furthermore, the contractor will be responsible for preparing all necessary documentation required for the issuance of certificates under Article 74 of ZUT and Articles 116, paragraph 1, and 175, paragraph 5 of ZUT, based on Article 32, paragraph 1 of the Cadastre and Property Register Act (ZKIР). The supervision also includes the preparation of the technical passport for the construction site, adhering to Article 176b of ZUT and the scope defined in Article 4 of Ordinance № 5/28.12.2006 on Technical Passports for Construction. Finally, the contractor must prepare a final report for the contracting authority as per Article 168, paragraph 6 of ZUT, and manage all documentation and procedures for the commissioning of the facility, in line with the terms outlined in the tender announcement, documentation, technical specifications, and the resulting contract.
