Qualifications required for tender participants Tender participants must be specific business joint ventures (hereinafter referred to as "specific joint ventures"), and each member of the specific joint venture must meet all of the following conditions. (1) Not falling under the provisions of Article 167-4 of the Cabinet Order. (2) Not subject to a suspension of designation based on the provisions of the Nakashibetsu Town Competitive Tender Participant Qualification Designation Suspension Administrative Procedures Manual (Reiwa 20, Manual No. 4) (including those whose suspension period has elapsed by the submission period of the tender participation qualification examination application form, etc.). (3) For those for whom an application for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (Reiwa 14, Act No. 154) and an application for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Reiwa 11, Act No. 225) have been filed, the re-examination results of Nakashibetsu Town competitive tender participation qualifications after the commencement decision must be obtained. (4) Registered in architectural design in the list of competitive tender participants in Nakashibetsu Town. (5) Must have obtained registration as a Class 1 architectural office from the Governor of Hokkaido in accordance with Article 23 of the Building Standards Act (Showa 52, Act No. 202), and must have its head office or a branch office in Hokkaido. (6) The number of members shall be 2, and one of the members must have its head office in Nakashibetsu Town. (7) The representative of the specific joint venture member must have experience in receiving orders for architectural design work (new construction or renovation only) for hospitals commissioned by national or local governments since April, Reiwa 18, at that office. (8) Members other than the representative of the specific joint venture must have experience in receiving orders for architectural design work (new construction or renovation only) commissioned by national or local governments since April, Reiwa 28, at that office. (9) The share of investment for each member shall be 6/10 or more (30% or more) of the equal division. (10) For the average score of the business category corresponding to the commissioned work, etc., in the results of performance evaluation of commissioned work related to construction by Nakashibetsu Town (Reiwa 19, Manual No. 6) for the previous fiscal year and the year before last, the average score must be 60 points or more. In this case, if there is no record of commissioned work orders from the town in each respective fiscal year, the evaluation score for the fiscal year without such record shall be deemed to be 60 points for calculation. Conditions for business execution (1) The management engineer must be a Class 1 architect with more than 10 years of practical experience after obtaining the qualification. (2) The chief engineers to be appointed in each field shall be in the three fields of architecture, electrical equipment, and mechanical equipment, and each must meet the following requirements: - The chief engineer in the architectural field must be a Class 1 or Class 2 architect. - The chief engineers in the electrical equipment and mechanical equipment fields must be a Class 1 architect or a building equipment engineer. (3) The management engineer must have experience in similar or related work since April, Reiwa 28. (4) Tender participants must not be cooperating offices for other tender participants. (5) If subcontracting part of the work, the designer, etc. of the subcontractor must not be subject to a suspension of designation based on the provisions of the Nakashibetsu Town Competitive Tender Participant Qualification Designation Suspension Administrative Procedures Manual (Reiwa 20, Manual No. 4) (including those who have been suspended but whose suspension period has already elapsed). (6) Each member of a specific joint venture cannot be a member of another specific joint venture. 4. Tender Participation Qualification Examination This tender is a conditional general competitive tender as stipulated in Article 167-5-2 of the Cabinet Order. (2) Partial payment: No partial payment will be made. 15. Requirement for contract creation: Required. Furthermore, this business is subject to electronic contracting, and if electronic contracting is requested via the electronic contracting application, the successful bidder will be deemed to have agreed to electronic contracting. 16. Estimated price, etc. (1) Estimated price: 11,869,000 yen (including consumption tax and local consumption tax). (2) Minimum reserve price: Not set. 17. Invalid bids: Bids submitted by those who do not have the tender participation qualifications indicated in this announcement, bids submitted with false information in the application form or documents, and bids that violate the conditions related to bidding indicated in the Nakashibetsu Town Competitive Bidding Rules shall be deemed invalid, and the bid determination shall be revoked if such bids were made by the successful bidder. Furthermore, bids submitted by those who have been confirmed to have tender participation qualifications by the Mayor but are currently under suspension of designation based on the Nakashibetsu Town Competitive Tender Participant Qualification Designation Suspension Criteria at the time of bidding, or those who do not have the qualifications listed in 2 at the time of bidding, shall be deemed invalid. Bids exceeding the estimated price shall also be invalid. 18. Method of determining the successful bidder: The bidder who submits the lowest bid price within the limit of the estimated price set forth in Paragraph 1 of Article 103 of the Financial Regulations and at or above the minimum reserve price shall be the successful bidder. However, if a bid below the minimum reserve price is submitted, that bid shall be disqualified, and the bidder with the lowest bid price at or above the minimum reserve price shall be the successful bidder. 19. Submission of breakdown of estimated costs: Not required. 20. Cancellation, etc. of tender: The tender for the business may be postponed or canceled due to unavoidable circumstances before the tender. Even if canceled, the costs for preparing application forms and documents and purchasing design documents shall be borne by the applicant. 21. Number of tender executions: The number of tender executions shall be one, and no re-tenders will be held. 22. Other (1) The execution of this tender will be public. (2) Tender participants shall comply with the Nakashibetsu Town Construction Work Execution Regulations, Nakashibetsu Town Competitive Bidding Rules, and other relevant laws and regulations. (3) If false information is provided in the application forms or documents, suspension of designation may be imposed based on the Nakashibetsu Town Competitive Tender Participant Qualification Designation Suspension Administrative Procedures Manual. (4) The day after the contract is concluded as referred to in 1(4) shall be the first day after the holiday if that day falls on a holiday. 23. Explanation of important matters: The successful bidder shall provide an explanation of important matters in accordance with Article 24-7 of the Building Standards Act before the contract is concluded. The number of copies to be submitted shall be one original and one copy, and after acceptance, the copy will be returned to the explainer.
