Work Overview, etc. (1) Work Name: Site Preparation Work for Demonstration Facility at Tohoku University (Aobayama 3). (2) Work Location: Within Tohoku University Aobayama 3 Campus, 468-1 Aoba, Aramaki, Aoba-ku, Sendai City, Miyagi Prefecture. (3) Work Outline: This work involves site preparation for the construction of a demonstration facility within the Aobayama 3 Campus (site preparation area: 1,550 m²). Related electrical and mechanical equipment work will be procured separately. (4) Work Period: Until December 25, 2026. (5) This work is subject to the "Act on the Recycling of Materials in Construction Works" (Act No. 104 of 2000), which mandates the implementation of separate dismantling and recycling of specified construction materials. (6) For this work, document submission, bidding, etc., will be conducted via the electronic bidding system. However, if it is difficult to use the electronic bidding system, paper bidding may be substituted with the consent of the ordering party. (7) This work is a monthly two-day weekend work project where the contractor will implement the work after consulting with the ordering party on the content of the two-day weekend initiative before commencing work. 2. Competitive Participation Qualifications (1) Not falling under the provisions of Articles 6 and 7 of the Tohoku University National University Corporation Contract Administration Regulations. (2) Must have general competitive participation qualification certification for "Civil Engineering Works" of Grade B, C, or D from the Ministry of Education, Culture, Sports, Science and Technology. (For those who have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Law (Act No. 154 of 2002) or commenced rehabilitation proceedings under the Civil Rehabilitation Law (Act No. 225 of 2001), re-certification of general competitive participation qualifications must have been obtained after the decision to commence proceedings.) (3) Not a person who has filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Law or commenced rehabilitation proceedings under the Civil Rehabilitation Law (excluding those who have obtained re-certification as mentioned in (2) above). (4) Must have construction experience of the same type of work as specified below, completed and delivered as the prime contractor since fiscal year 2011. However, with the consent of the ordering party, submission can be made in person at the location specified in 3(1) above (submission by mail is not permitted). Bid opening will be held at 10:00 AM on October 19, 2026, in the Tohoku University Facilities Department Conference Room. 4. Other (1) The language and currency used in procedures shall be Japanese and Japanese currency, respectively. (2) Bid Bond and Contract Deposit: ① Bid Bond: Exempt. ② Contract Deposit: Required. (3) Invalid Bids: Bids submitted by those who do not meet the competitive participation qualifications indicated in this announcement, bids with false statements in the application or supporting documents, and bids that violate the bidding conditions will be invalidated. (4) Method of Determining Successful Bidder: The successful bidder will be the one who submitted the lowest valid bid within the range of the estimated price prepared in accordance with Article 20 of the Tohoku University National University Corporation Contract Administration Regulations. However, if it is deemed that the contract may not be performed in accordance with its content by the bidder with the lowest bid price, or if it is deemed significantly inappropriate to conclude the contract with that bidder due to the possibility of disrupting fair trade order, the bidder with the next lowest bid price within the range of the estimated price may be selected as the successful bidder.
