Bid Security: Exempted in accordance with the provisions of Article 98 of the Suita City Financial Regulations. 10. Payment Terms: (1) Advance payment available (up to 40% of the contract amount). (2) Intermediate advance payment available (up to 20% of the contract amount). (3) Partial payment not available. 12. Main Insurance, etc.: All of the following. (1) Workers' Accident Compensation Insurance. (2) Third-party liability insurance (per person per accident: 30 million yen or more, total: 200 million yen or more). (3) Construction Industry Retirement Allowance Mutual Aid. 13. Bidding Qualifications: All of the following requirements must be met. (1) All qualification requirements specified in the Suita City Restricted Open Bidding Common Bidding Information Document (hereinafter referred to as "Common Bidding Information Document") must be met. (2) Must be a local business (meaning a business listed with its head office in Suita City in the city's list of qualified bidders (hereinafter referred to as "Qualified Bidder List")). However, the bidder must have been listed as a local or quasi-local business (meaning a business listed with a branch office in Suita City in the city's list of qualified bidders) in the city's list of qualified bidders for construction work for more than one year as of the announcement date. (3) Must have been certified as D grade or higher in the Reiwa 8 (2026) bidding qualification grade assessment for the same industry as this project. (4) Must have a construction industry permit for the same industry as this project. (5) Must be able to assign the necessary technical personnel to the construction site in accordance with the provisions of Article 26 of the Construction Industry Act. However, the personnel must have been directly and continuously employed for 3 months or more as of the final day for application for confirmation of bidding qualifications (hereinafter referred to as "Final Application Date") (employees seconded from other companies or dispatched workers are generally not permitted). (6) Must have experience as the prime contractor for construction work ordered by government agencies, local governments, public corporations listed in Table 1 of the Corporation Tax Act, or corporations prescribed in Article 18 of the Construction Industry Act (hereinafter referred to as "Government Agencies, etc.") (completion and handover must be completed by the Final Application Date). However, for construction by a special construction joint venture (JV), only experience as the representative contractor is accepted. For business cooperatives, the experience must be as the prime contractor for the business cooperative. (7) The number of successful bids (including successful candidates) in electronic bidding projects of the same industry as this project announced by this city (General Affairs Department, Contract and Inspection Office) during Reiwa 8 (2026) must be less than 2 at the time of determining the successful candidate for this project. However, projects excluded from the bid application and bid count limit, such as those awarded to special construction joint ventures (JV), are not included. (8) The bidder must not have been awarded bids in other industries (excluding general building construction, scaffolding, earthwork, concrete, and demolition work) announced by this city (General Affairs Department, Contract and Inspection Office) during Reiwa 8 (2026). However, projects excluded from the industry bid limit, such as those deemed special by the ordering party, are not included. (9) If there are projects with the same bid opening date as this project announced by this city (General Affairs Department, Contract and Inspection Office), the bidder must not have applied for other industries (excluding general building construction, scaffolding, earthwork, concrete, and demolition work) announced by this city. However, projects excluded from the application limit, such as those deemed special by the ordering party, are not included. (10) A copy of the Management Scale Evaluation Results Notification/Overall Evaluation Score Notification (hereinafter referred to as "Evaluation Score Notification") valid as of the contract date must be submitted to this city (General Affairs Department, Contract and Inspection Office). (If not submitted, it must be submitted by September 7, Reiwa 8 (Monday).) 14. Invalid Bids: Bids submitted by those who do not meet the bidding qualifications specified in the preceding paragraph or who have submitted false applications shall be deemed invalid. Furthermore, bids submitted by those who have been confirmed as eligible to bid by this city but no longer meet the eligibility requirements at the time of bidding shall be deemed invalid. 15. Bidding Qualification Confirmation Application and Results: (1) Application Acceptance Period: During system operation from 9:00 AM on August 17, Reiwa 8 (Monday) to 5:00 PM on August 21, Reiwa 8 (Friday). *Please note that the application period is shorter than usual due to the impact of electronic bidding system downtime. Determination of Successful Bid Candidate: (1) The successful bid candidate will be the bidder who is deemed eligible to bid based on the review of documents submitted through the system after the bid opening, and who has submitted the lowest bid price within the range of the estimated price and above the minimum reserve price. However, if the documents in 13(10) are not submitted by the deadline, the bid will be invalid, and the bidder cannot become the successful bid candidate. (2) If there are multiple bidders with the lowest bid price, the successful bid candidate will be determined by electronic lottery. 20. Post-Bid Screening: The city will contact the successful candidate for post-bid screening. The following supporting documents must be sent as electronic files (PDF format) to the email address in (3). After confirming the electronic files, the city will contact you. Documents requiring a seal must be submitted in original form by mail or in person to the Contract and Inspection Office. *The "Proposed Engineer and Other Details" and "Cost Breakdown" (for successful candidate) should be downloaded from the system and prepared.
