Part 3

The task of the winning bidder under the Framework Agreement to be concluded is: - to operate substitute buses according to the timetable, to provide passenger transport services; and - to be available by bus at the railway stations listed in the technical description for the duration specified by the Contracting Authority, and to provide passenger transport services by bus, during which they may be operated as substitute buses at any time. The subject of the 3rd part of the public procurement procedure consists of substitute bus tasks by bus on public roads along the railway lines listed in the annex to the technical description, which is part of the procurement documents, in the South-West region of Hungary (as recorded in cell BT-728). The task of the winning bidder, based on the framework agreement concluded, is to be available and/or to provide buses of the type and seating capacity specified in the individual contract, to pick up passengers, handle luggage, perform passenger transport tasks, carry out the necessary administration, handle specific on-site customer requests and perform other tasks detailed in the technical description, in compliance with legal frameworks. The expected number of buses to be used simultaneously at most for Part 3 is: - for solo buses with at least 45 seats, belonging to class M3/II or M3/III, equipped with a functioning heating-cooling system (capable of maintaining the temperatures specified in the technical description) and at least two remotely operated doors, with at least EURO V environmental classification: 30 units, and - for solo buses with at least 18 and at most 44 seats, belonging to class M3/B, equipped with a functioning heating-cooling system (capable of maintaining the temperatures specified in the technical description) and at least one remotely operated door, with at least EURO V environmental classification: 1 unit. The Contracting Authority states that it may also request the satisfaction of procurement needs exceeding the specified maximum number of buses to be used simultaneously under the Framework Agreement concluded as a result of this procurement, under the same conditions as laid down in the framework agreement and during its term. In this case, the economic operator party to the framework agreement has no contractual or performance obligation beyond the specified preliminary bus requirement. The Contracting Authority draws the attention of Economic Operators to the fact that the provision of services procured within the scope of the individual procurement need indicated in this public procurement procedure does not cover continuous calendar employment, but rather services that are not spatially or temporally predictable, recurring periodically, individually varying in shorter or longer terms, and with different technical requirements. The specified bus requirement covers the provision of services with the highest bus demand expected during the term of the Framework Agreement. The expected distance to be covered during the term of the framework agreement is: 425,127 km (of which 367,500 km for buses meeting the M/2.1 suitability requirement, and 57,627 km for buses meeting the M/2.2 suitability requirement), for which the Contracting Authority does not undertake any obligation. The expected availability time during the term of the framework agreement is: 25,297 hours, for which the Contracting Authority does not undertake any obligation. Given the unpredictability of the Contracting Authority's procurement needs in terms of time and quantity, the Contracting Authority can only estimate the magnitude of the individual contracts expected under the framework agreement.
