Construction Location: Noto Town, Noto-be-shimo area 3. Construction Period: Until February 26, 2027 4. Construction Type: Civil Engineering (General) 5. Construction Details: Disaster Restoration Work ・ Excavation: V = 1,243 m3 ・ Embankment: V = 987 m3 ・ Roadbed Construction: A = 1,039 m2 ・ Slope Reshaping: A = 416 m2 ・ Retaining Wall Construction (Gravity Concrete Retaining Wall): V = 485 m3 ・ Structure Removal: Pavement V = 85 tons, Concrete V = 638 tons 6. Estimated Price: 86,110,000 yen (excluding consumption tax and local consumption tax) Design Price: 86,110,000 yen (excluding consumption tax and local consumption tax) 7. Bid Cancellation: If the number of bidders is less than one, the bidding will be canceled. SECTION 2 BID PARTICIPATION QUALIFICATIONS All of the following requirements must be met: 1. Not falling under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (1947, Cabinet Order No. 16). 2. Possess the qualification to participate in Noto Town construction competitive bidding for "Civil Engineering (General)" for FY2025, FY2026, and FY2027. 3. Not be a party for whom a petition for commencement of rehabilitation proceedings has been filed under the Corporate Reorganization Act (2002, Act No. 154) or a petition for commencement of rehabilitation proceedings has been filed under the Civil Rehabilitation Act (1999, Act No. 225) (excluding those who have received approval of a rehabilitation plan or a rehabilitation plan after the decision to commence proceedings). 4. Not have been subject to suspension of business by the national government, prefectural government, or municipal government within Ishikawa Prefecture during the period from the bid announcement date to the successful bidder determination date. 5. Officers (including those who are not registered or notified as officers but are de facto involved in management) must not be members of a violent group as defined in Article 2, Item 6 of the Act on Prevention of Unjustifiable Acts by Violent Group Members (1991, Act No. 77), or be deemed to be associated with violent groups (meaning members of violent groups and those who cooperate with or are involved with them). 6. The business office (head office, branch office, or equivalent) permitted under Article 3 of the Construction Industry Act (1949, Act No. 100; hereinafter referred to as "the Act") must be located in Noto Town, or the head office must be located in Nanao City. 7. The "Comprehensive Evaluation Score" for "Civil Engineering Works" in the "Management Scale Evaluation Result Certificate / Comprehensive Evaluation Score Certificate" (valid from the announcement to the contract date, or updated versions if renewed during that period) must be 800 points or higher. 8. In the management performance examination in the preceding paragraph, the average annual completed construction volume for "Civil Engineering (General) Works" must be equal to or greater than the estimated price of this project (excluding consumption tax and local consumption tax). 9. Since FY2016, must have completed as the prime contractor of a "Civil Engineering (General) Works" project ordered by the national government or local public entities within Noto Town or Nanao City, with a contract amount per project equal to or greater than the estimated price of this project. 10. Must be able to assign a site supervisor on a full-time basis during the construction period. Furthermore, must be able to assign a chief (supervising) engineer exclusively to this project who meets the following criteria. As a general rule, the assigned engineer cannot be changed at the time of contract. Chief (Supervising) Engineer: Must be qualified as a chief (supervising) engineer for "Civil Engineering (General) Works". *Must have been employed by the business office for 3 months or more at the time of application for this bid, and must not be exclusively assigned to other projects (unless the completion inspection of other projects has been confirmed). SECTION 3 BID PROCEDURES, ETC. Bid participation applications and bidding will be conducted as follows: 1. Application Period: From the date of announcement until 12:00 PM on October 6, 2026. 2. Application Documents: Application for Participation in Post-Review Limited Competitive General Bidding (1 sheet). If a receipt stamp is required, bring a copy. 4. Inspection Period for Design Documents, etc.: Same as the application period. 5. Inspection Method for Design Documents, etc.: View at the window of the Agriculture, Forestry and Fisheries Division, Administrative Service Building, Noto Town Hall. Submit the Design Document Inspection Application Form when viewing or borrowing. 6. Questions and Answers: No questions will be accepted. 7. Bidding Date and Time: October 8, 2026, 9:00 AM. The successful bidder will be required to submit all breakdowns later. 10. Bid Opening and Determination of Successful Bidder Candidate: Bids will be opened immediately after bidding. The bidder with the lowest bid price among those whose bids are equal to or higher than the minimum limit price and equal to or lower than the estimated price will be the successful bid candidate. Bid results will be published on the Noto Town website after the candidate is determined. 11. Invalid Bids: Bids falling under any of the following will be invalid: a. Bids from parties not eligible to participate. b. Bids from parties who have submitted false qualification confirmation applications. c. Bids from parties who have not submitted a breakdown of estimate. d. Bids involving fraudulent acts such as collusion. SECTION 4 POST-REVIEW OF BID PARTICIPATION QUALIFICATIONS, ETC. Post-review of the successful bid candidate will be conducted as follows: 1. Review Application Period: From the determination of the successful bid candidate until 12:00 PM on October 9, 2026. 2. Application for Qualification Review for Post-Review Limited Competitive General Bidding (1 sheet). b. Copy of Management Performance Examination Result Certificate and Comprehensive Evaluation Score Certificate (1 sheet). c. Assigned Engineer Statement. If the site supervisor concurrently serves as the chief (supervising) engineer, indicate this in the name field of the chief (supervising) engineer. Attach copies of qualification certificates, pass certificates, health insurance cards (or documents proving continuous employment for 3 months or more) for each engineer. For supervising engineers only, attach a certificate of completion of the supervising engineer training. Attaching documents proving construction experience is not required. d. Statement of Construction Experience for Similar/Related Projects (1 sheet). Attach a receipt for the construction completion report for similar projects. If no receipt is available, attach copies of the contract and construction certificate. e. Construction Plan. Provide opinions on the approach and considerations for the following items: a. Construction method. b. Construction schedule. c. Construction management plan. d. Emergency response system. e. Traffic management measures. f. Safety management measures. g. Environmental measures. f. Statement of Suspension of Business, etc. 4. Notification of Review Results: Scheduled for October 14, 2026 (Wednesday). Results will be notified to the successful bid candidate. If the successful bid candidate is disqualified, the next candidate will be notified simultaneously. 5.
