Specifications
○ Notes on Bid Amount and Contract Price Changes Due to Price Fluctuations During the Contract Period (Items that apply are marked with ■).
■ Since contract price changes, including those due to price fluctuations during the contract period, are generally not made, the bid amount should take into account price fluctuations during the contract period.
□ For the second year onwards of the contract period (limited to the period from the contract date to the 13th month), contract changes will be made only in case of labor cost fluctuations during the contract period, in accordance with the conditions specified in the specifications. Therefore, the bid amount should take into account price fluctuations excluding labor cost fluctuations during the contract period.
Bid bond is waived.
The successful bidder will be the one who can properly perform the content specified in the specifications and submits the lowest valid bid.
Withdrawal after bidding is not permitted. If the successful bidder fails to conclude the contract, it will be considered a contract refusal, resulting in a three-month suspension of participation in competitive tenders, and a penalty equivalent to 5% of the bid amount will be collected.
If a person (individual, representative of a corporation, or person authorized by an individual or representative of a corporation (hereinafter referred to as "Representative, etc.")) who intends to participate in this tender is the same person as another Representative, etc. who intends to participate in this tender, only one of them may participate in this tender.
If it is found that both the Representative, etc. and the same person have submitted bids in this tender, the bids submitted by that Representative, etc. and the same person will be invalidated respectively based on Article 6-2, Paragraph 14 of the Kyoto City Contract Administration Regulations, and participation in competitive tenders will be suspended.
If a successful bidder is determined in this tender, and it is found that the successful bidder is the same person as another Representative, etc. who bid in this tender before the contract is concluded, the contract will not be concluded, and participation in competitive tenders will be suspended for each.

For bidders who transmit bid data via the internet, a notification will be sent via email to check the bid results on the electronic bidding system.
If the successful bidder transmitted bid data using a bidding terminal, the contracting department representative will contact the successful bidder by phone after 10:00 AM on September 24, 2026 (Thursday).
For bidders other than the successful bidder, the bid results will be notified orally upon request within 5 days (excluding holidays) from the day after the bid determination date.
Bid results will generally be available for viewing on the contracting department's website or in the contracting department's office from 1:00 PM on the day after the bid determination date.
Bidders who were not successful may request an explanation of the reasons within 5 days (excluding holidays) from the day after the bid determination date. The response will be given orally or in writing (only if the request is in writing and requests a written notification).
The successful bidder (hereinafter referred to as "Contractor") shall not procure goods (excluding goods bearing the successful bidder's trademark; hereinafter the same shall apply) or services necessary for the performance of the contract from bidders other than the successful bidder (hereinafter referred to as "Non-successful Bidders") who were competitors in this tender.
Furthermore, Non-successful Bidders shall not supply goods or services necessary for the performance of the contract to the Contractor.
However, this does not apply if the Contractor procures goods or services necessary for the performance of the contract from a Non-successful Bidder through an intermediary other than a Non-successful Bidder, or if it is necessary to procure goods or services necessary for the performance of the contract from a Non-successful Bidder due to patent rights or other exclusive rights, or other unavoidable circumstances, and prior written approval from the City has been obtained.
If there are any changes to the announcement, specifications, etc. for this tender, or if there are any supplementary matters regarding this tender, they may be posted on the "Participation-Based Designated Competitive Tender Announcement" page of the Kyoto City Tender Information Website by the day before the start of the tender period. Please check for any announcements before bidding. (Changes or withdrawals of bids due to failure to check announcements, etc. will not be permitted.)
Matters not specified in this announcement and specifications shall be governed by the Kyoto City Contract Administration Regulations, other ordinances, regulations, guidelines, etc. established by the City, and relevant laws and regulations.
Kyoto City Electronic Bidding System Availability:
Internet Bidders: 9:00 AM - 5:00 PM (excluding holidays).
The name on the IC card used must be the same as the representative's name submitted to the City (or the name of the authorized representative if one has been registered). Bids will be invalid if they are not accompanied by a valid electronic signature and electronic certificate at the time of arrival of the bid data.
Bidders using terminals within the contracting department: 9:00 AM - 12:00 PM and 1:00 PM - 5:00 PM (excluding holidays).
If a terminal user has not obtained a terminal user card, they must apply for and obtain one at least one hour before the end of the tender period.
Bid amount should be entered as 110/100 of the estimated contract desired amount, regardless of whether the bidder is a taxable or tax-exempt business for consumption tax and local consumption tax.
The contract amount will be the bid amount multiplied by 110/100. If the consumption tax rate changes due to amendments to the Consumption Tax Act, etc., the contract amount will be adjusted by adding or subtracting the consumption tax amount without any special amendment procedures.
However, if the consumption tax amount does not change due to the application of transitional measures prescribed by the national government, the treatment according to those transitional measures shall apply.
Bids for equivalent products are not permitted unless specified as possible in the specifications.
For contractors who procure goods or services with an estimated price of 80 million yen or more, they must understand the importance of initiatives to build a sustainable society, including SDGs, and submit a document declaring their commitment to such initiatives (form posted on the "Kyoto City Tender Information Website") or a copy of a certificate of certification, accreditation, or award from a system that constitutes the "Kyoto SDGs Network" (https://www.city.kyoto.lg.jp/sogo/page/0000295638.html) attached to the form posted on the URL below, or submit it in person to the contract division within two months after the contract is concluded.
