4. Supported Housing

This tender concerns the procurement of supported housing services as part of the Pirkanmaa Wellbeing Services County's comprehensive housing services. The supported housing service is defined as social guidance support provided in the client's home, as per Section 21a of the Social Welfare Act (1301/2014). The service is granted to ensure housing and psychosocial well-being as part of an individualised service package. Supported housing services will be delivered either in the client's own home or in scattered apartments sublet by the service provider. The service includes two support periods: Support Period 1A involves guidance and support work for a maximum of 60 hours within a maximum period of 6 months. Support Period 1B involves guidance and support work for a maximum of 5 hours per month, within a maximum period of 12 months. The service provider's operational site must be located within the Pirkanmaa region. The service to be acquired is described in detail in Appendix 4.2, Service Description. The contract period begins on January 1, 2025, and is valid until further notice. The contract may be terminated according to the notice conditions specified in the draft procurement contract. The contracting authority will select service providers for this lot based on the lowest price and the annual support period capacity offered in the tenders, ensuring that a total annual capacity of 1200 support periods is met. The contracting authority does not commit to a minimum purchase quantity.
