(３)(４)公 募 型 指 名 競 争 入 札 実 施 要 領１．入札に付する事項リサイクルセンター施設整備に係る地歴調査業務委託恵庭市北柏木町3丁目100番地新リサイクルセンター整備予定地(恵庭市北柏木町3丁目100番地)に係る地歴調査２．入札に参加する者に必要な要件 入札参加希望者は、次に掲げる要件をすべて満たしていること。
石狩管内に本社又は支店、出張所等を有し、恵庭市競争入札参加資格者として「設計部門」の「地質調査」に登録されている者で、同種、類似委託の元請実績を有する業者(但し、人的関係(役員が現に兼務している場合)、資本関係(親会社と子会社の関係、親会社を同じくする子会社同士の関係)又はその他入札の適正化が阻害されると認められる場合は、同一業務に一緒に応募することはできない。)による公募型指名競争入札実施要綱の要件を満たす参加者。
また、恵庭市指名競争入札参加者指名基準第４の「指名の制限」の項目に該当しないものとする。
なお、令和７年度以前の市税の滞納(法人代表者の個人分含む)がないこと。
地方自治法施行令(昭和22年政令第16号)第 167条の 4第 1項に規定するものでないこと。
入札執行の日までに、恵庭市競争入札参加資格者指名停止措置要領の規定により指名停止の措置を受けていないこと。
民事再生法(平成11年法律第 225号)による再生手続開始の申立てがなされている等経営状態が著しく不健全であるものでないこと。ただし、市が定める「民事再生法に基づく再生手続開始の決定を受けた者の競争入札参加資格の取扱い」に基づき、再審査の申請をして再認定を受けた者を除く｡当該業務と同種と認められる業務を元請として受注した実績には共同企業体により受注したものを含む。但し、出資比率３０％以上であること。
本業務に対応できる許可業種に係る管理技術者を業務に配置できること。
３．入札の参加申請申請書等入札の参加希望者は、公募型指名競争入札参加申請書に次の書類を添付して提出し、資格の確認を受けなければならない。
配置予定技術者経歴書 業務施工実績証明書又はこれに代わる書面(契約書の写し) 同種業務施工実績書[ｲ)、ｳ)については、過去５年以内に恵庭市発注の同種の業務を受注している実績がある場合は不要。]受付期間令和8年4月10日令和8年4月21日 (ただし、恵庭市の休日を定める条例｛平成３年条例第１０号｝に規定する休日を除く。)配布・受付場所恵庭市京町１番地 恵庭市総務部財務室管財・契約課又は、恵庭市ﾎｰﾑﾍﾟｰｼﾞからﾀﾞｳﾝﾛｰﾄﾞできます。
提出方法 持参に限るものとする(郵便又はFAXによるものは受け付けない。)。

(入札の執行日時及び場所などについても、その書面に記載するものとする。)５．入札参加資格がないと認められた者に対する理由の説明 入札参加資格がないと認められた者は、令和8年5月11日までに書面により理由の説明を求めることができる。
(書面は3.(3)の記載箇所に持参すること。郵送又はFAXによるものは、受付ない。) 理由の説明は、令和8年5月12日までに書面により回答する。
６．入札参加資格の取消し 入札参加資格があると認められる者が次のいずれかに該当したときは、入札参加資格を取消す。
地方自治法施行令第 167条の 4第 1項の規定に該当すると認められたとき。
申請書類に虚偽記載の事実が明らかになったとき。
恵庭市競争入札参加資格者指名停止措置要領の規定により指名停止措置を受けたとき。
７．入札方法等持参に限るものとする(郵送又はFAXによる入札は認めない。)。また、一般的な事項は、市が定める「競争入札心得」によるものとする。
８．支払条件 やむを得ない事情により発注を取りやめる場合があります。
