The focus of the measure is on people with health impairments receiving SGB II benefits, taking into account both pre-diagnosed conditions and those not yet clearly identified. Furthermore, the measure is suitable for rehabilitation clients and people with disabilities. Participants who are employed in a minor secondary occupation can also be assigned. Persistent unemployment poses a significant risk to physical and mental health. Long-term benefit recipients, in particular, are disproportionately affected by health impairments that, whether diagnosed or undiagnosed, lead to long-term professional instability. This interplay between health and unemployment not only reduces integration opportunities but also massively impairs social participation and general quality of life. In view of the upcoming legislative adjustments in SGB II 2026, VITA is once again focusing more consistently on the principle of support and demand in integration work. VITA links the complex issues of health and work within the individual life worlds of the participants and, through increased support density, creates the necessary commitment to bring about sustainable changes. This holistic approach ensures targeted activation that goes beyond mere stabilization and develops a resilient perspective for the primary labor market. Objective of the measure: The primary goal of the measure is the direct and sustainable integration of participants into socially insured employment that is compatible with their health conditions. Health promotion and individual problem-solving are not considered isolated preliminary services but are an integral part of an active placement process initiated from the first day of participation. The focus is on the immediate identification of marketable resources and their proactive marketing to potential employers. The contractor is required to use health impairments as a framework condition for targeted acquisition of suitable jobs and not as an obstacle to placement attempts. The individual participation duration of the measure is 9 months. Entry is continuous. The measure is designed for a capacity of a maximum of 30 participants. The overall measure begins on 01.11.2026 and ends on 31.10.2029. The contractor must provide 30 participant places. There is the possibility of increasing the measure places to 40 participant places. The actually occupied measure places will be remunerated. However, a minimum remuneration of 60% of the total measure places is guaranteed after 6 months of the measure's duration. The minimum remuneration of 60% of the participant places applies until 6 months before the end of the measure's duration. This results in the period during which the minimum remuneration applies: 01.05.2027 – 30.04.2029.
