Bidding Qualification Requirements This work is an open competitive tender by a single entity or a joint venture for specific construction work (hereinafter referred to as "Joint Venture"). i) Qualifications required for participating in this bid as a single entity are as follows. Required Construction Industry Permit: Specific/General (Civil Engineering) Business Category and Comprehensive Score: Construction Contract [Civil Engineering General] - Must be registered in the Mitake Town Competitive Bidding Participant Qualification Register for the above business items. - As of the announcement date of this work, the comprehensive evaluation score must meet the following regional classifications for the above business category stipulated in the Construction Industry Act (Showa 24 Law No. 100). However, experience as a member of a joint venture is limited to cases where the investment ratio is 40% or more. * Underground voids refer to artificially created voids such as lignite mining voids and special underground tunnels. Matters Concerning Post-Qualification Confirmation of Bidding Qualifications (1) After the bid opening, the successful bid decision will be suspended, and the bidder who submitted the lowest valid bid within the range of the estimated price and the low bid investigation price or minimum limit price (hereinafter referred to as the "successful bid candidate") will be requested to submit the necessary documents for confirmation of bidding qualifications (hereinafter referred to as "Confirmation Application Documents, etc."). (2) Confirmation Application Documents, etc., must be submitted to the ordering party by the specified deadline. (3) If a bidder who meets the bidding qualifications no longer meets them by the bidding date (bid opening), they shall not be allowed to participate in the bid. (4) Those who wish to withdraw their bidding application must submit a written statement with reasons to the Mitake Town General Affairs Division by the day before the bidding date (bid opening). 6. Work with Reserve Period For work with a reserve period, the following items shall apply. (1) This work is a project with a reserve period that allows the contractor to prepare construction materials, secure labor, etc., in advance to ensure a smooth construction system. The contractor can arbitrarily set the construction start date within the construction start deadline indicated by the ordering party. (2) The construction start date cannot be a holiday. A construction start date where the end of the construction period falls on a holiday cannot be set. (3) The contractor shall notify the construction start date in the format specified by the ordering party within 3 days from the day after the bid decision date. (4) A chief engineer or supervising engineer and site supervisor are not required during the reserve period. (5) Materials that are not brought to the site can be prepared during the reserve period, but construction work such as material delivery and installation of temporary structures must not commence. Preparations made during the reserve period shall be at the contractor's responsibility. (6) If the contract is to be concluded after the construction start deadline due to a low bid price investigation, etc., a reserve period cannot be set. 7. Other (1) If bidding or bid opening cannot be conducted due to natural disasters or other unavoidable reasons, it shall be suspended. Bidding may also be suspended if there is only one bidder. Any damages incurred in such cases shall be borne by the bidder. (2) Procedures such as submission of application forms and viewing of design documents shall be conducted on days other than Sundays, Saturdays, national holidays, and other official holidays, as indicated in the bidding schedule above. (For electronic bidding, it will be conducted via the electronic bidding system.) (3) If a price standard for low bid price investigation is set, and if it is recognized that the contract cannot be fulfilled in accordance with the contract terms by the bidder who submitted the lowest bid within the limit of the estimated price, or if it is recognized that concluding a contract with that bidder would disrupt the order of fair trade and is extremely inappropriate, that bidder will not be selected as the successful bidder, and the bidder who submitted the lowest bid within the limit of the estimated price may be selected as the successful bidder.
