Public notice is hereby given of the general competitive tender to be conducted as follows, pursuant to the provisions of Article 167-6, Paragraph 1 of the Local Autonomy Act (Cabinet Order No. 16 of 1947).

Estimated Project Cost: ¥3,608,000 (including consumption tax and local consumption tax)

(2) Qualifications Required for Bidders (Grading for Reiwa 7 & 8):
Type of Construction Work: Pavement Construction Business
Target Business Grade: A
Requirements:
- Reiwa 7 Snow Removal Cooperation Business (2.5km or more)
- Businesses with an asphalt aggregate plant in Sabae City for their business office.
Business Office Location: Must have headquarters or a business office in Sabae City.
Other:
- Must be registered in the Sabae City list of contractors for public works, etc., and be registered in the specified grade for the target business type.
- Must not fall under the provisions of Article 167-4 of the Local Autonomy Act.
- Must be able to assign the necessary personnel, such as the technical engineer and site supervisor stipulated in Article 26 of the Construction Industry Act (Act No. 100 of 1949), to the target construction.
- Must not be within a period of suspension of designation based on the "Sabae City Measures for Suspension of Designation, etc. Regarding Public Works Contracts."
- Must own and use pavement machinery for this construction.
- Must use an operator for the said machinery for this construction.

- Qualifications, background, and experience of the planned site supervisor and supervising engineer, etc. (Form No. 4)

(5) Precautions:
- Submit a construction cost breakdown corresponding to the bid amount entered in the bid form when bidding.
- Construction Cost Breakdown: Must include quantity, unit price, and amount.
- (If necessary) The construction cost breakdown will be confirmed by the city officials and kept by Sabae City.
- For the purpose of determining the winning bid, the amount obtained by adding 10% of the bid amount to the bid amount shall be the contract price. Therefore, bidders shall state the amount excluding consumption tax and local consumption tax, regardless of whether they are taxable or tax-exempt businesses.
- If there is a fraction of less than one yen in the amount obtained by multiplying the bid amount by 110/100, the bid shall be considered as the amount after rounding down.
- Bids submitted by those who do not meet the qualifications, those who have made false statements in the application for qualification review, or those who have violated the conditions specified in the tender instructions or other public notices shall be deemed invalid.
- Furthermore, bids submitted by those who have been suspended from designation after submitting the application but before the tender, or those who do not meet the qualification requirements at the time of bidding and bid opening, shall be deemed invalid.
- Bids submitted by those who have not submitted a construction cost breakdown shall be deemed invalid.
- Bids submitted by those who have not viewed the design documents shall be deemed invalid.
(6) Method of Determining the Winning Bidder:
The bidder who submits the lowest bid within the range of the estimated price shall be the winning bidder. (If there are multiple bidders with the same lowest bid, the winning bidder will be determined by lottery.)
(7) Other:
- The number of bidding rounds for this tender is limited to two. (If a second round of bidding is necessary, it will be conducted at a time designated by the bidding officer after the first bid opening. Therefore, bidders must remain near the electronic bidding system until all procedures related to the bid opening are completed.)
- If the number of bidders becomes less than two, the bidding will be closed.
- Bidders must carefully read and comply with the Tender Instructions and the Sabae City Public Works Contract Agreement, etc.
