Details of Work for Tender: (1) Tender Number: Work No. 32 (2) Work Name: Water Pipe Renewal Work (Section 5) (3) Construction Location: Higashi 8-sen Kita 8-go to Kita 9-go, Nakafurano Town, Sorachi District (4) Construction Period: From the day after the contract conclusion date (see 19(4)) until February 12, 2027 (Reiwa 9). (5) Work Overview: Distribution pipe renewal work, Higashi 8-sen Kita 8-go to Kita 9-go. HDPE pipe φ50 L=324.0m, existing pipe removal L=321.6m, water service connection N=1 location. (6) Design Amount: ¥13,550,000 (excluding consumption tax and local consumption tax). 2. Tender Participation Qualifications: Applicants must meet all of the following requirements. (1) Must have qualification for bidding on water supply facilities work in Nakafurano Town and be registered as a designated water supply equipment installer in Nakafurano Town. (2) Must not be excluded from general competitive tenders under Article 167-4 of the Local Autonomy Act Enforcement Order. (3) Must not have been subject to suspension of designation under the Hokkaido or Nakafurano Town Guidelines for Suspension of Participation in Competitive Tenders, etc. on any day from the date of announcement to the date of tender execution. (4) Must not be a party with significantly unsound financial conditions, such as having filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Act No. 154 of 2002) or filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999) (excluding those for whom a decision to commence rehabilitation proceedings or rehabilitation proceedings has been made). (5) There should be no capital or personnel relationship between applicants wishing to participate in the tender (see 19(5) for details on capital and personnel relationships). Tender Participation Application: Applicants wishing to participate in this conditional general competitive tender with post-qualification review must submit the application form and documents below to prove they meet the tender participation qualifications listed in 2, and must obtain confirmation from the Mayor regarding their eligibility. Tender Method, etc.: (1) Tenders for this conditional general competitive tender with post-qualification review must be submitted by mail or in person. (Submissions by electronic transmission or facsimile will not be accepted.) (2) Tender Method: a. Applicants must place the tender form and the submission documents specified in 3(1) into an envelope and submit it in person or by mail using either registered mail or simple registered mail. b. For the purpose of determining the successful bidder, the amount obtained by adding 10% of the amount written on the tender form to the amount written on the tender form (if there is a fraction of less than 1 yen, that fraction will be rounded down) will be the successful bid price. Therefore, applicants must write the amount equivalent to 100/110 of their estimated contract price on the tender form, regardless of whether they are subject to or exempt from consumption tax. (3) Deadline for Receipt of Tender Forms, etc.: The day before the bid opening date (excluding holidays). 6. Bid Opening: (1) Date and Time of Bid Opening: Wednesday, September 30, 2026 (Reiwa 8), 1:30 PM. (2) Location of Bid Opening: 2nd Floor, 1st Conference Room, Nakafurano Town Hall. (3) Method of Bid Opening: Conducted with the attendance of staff not involved in the tender procedures. If there are two or more bidders with the price that would be the successful bid at the opening, the award determination will be reserved, and those bidders will be asked to attend again to determine the successful bidder by lottery. In this case, if someone refuses to draw lots, a staff member not involved in the tender procedures will draw lots. (4) Attendance at Bid Opening: Bidders may attend the bid opening if they wish. Those wishing to attend must submit a Bid Opening Attendance Application Form by facsimile or electronic transmission 3 days prior to the bid opening date. 7. Invalid Bids: Bids submitted by parties who do not meet the tender participation qualifications specified in this announcement, bids submitted by parties who have made false statements in their application forms or documents, bids for which no construction cost breakdown is submitted, and bids that violate the conditions for bidding specified in the Nakafurano Town Construction Work Competitive Bidding Guidelines, etc., will be considered invalid. If the successful bidder is determined to be one of these parties, the award decision will be revoked. Furthermore, even if a party has been confirmed as eligible for tender participation by the Mayor, if they are subsequently subject to suspension of designation under the Nakafurano Town Guidelines for Suspension of Participation in Competitive Tenders, etc. at the time of bidding, their bid will be invalid. Bids exceeding the design amount are also invalid. 8. Method of Determining Successful Bidder: The Mayor will confirm the eligibility of the bidder who submitted the lowest price within the limit of the estimated price, as stipulated in Article 234, Paragraph 3 of the Local Autonomy Act. If the bidder is eligible, that bidder will be the successful bidder. If the bidder is found ineligible, the Mayor will proceed to confirm the next lowest bidder and repeat the process until a successful bidder is determined. However, if a minimum reserve price is set and a bid below the minimum reserve price is submitted, that bid will be disqualified. In this case, the Mayor will select the bidder with the lowest price among other bidders who submitted bids within the limit of the estimated price. 9. Explanation of Reasons for Ineligibility: Parties deemed ineligible may request an explanation of the reasons in writing from the Mayor, in accordance with the following. (Form is free format) a. Submission of Construction Cost Breakdown: (1) Prepare a construction cost breakdown corresponding to the bid amount written on the tender form and submit it by mail or in person using the method in 5(2)a. (2) The construction cost breakdown will not be returned. (3) Failure to submit the construction cost breakdown, or if the submitted construction cost breakdown is incomplete (e.g., missing required information from the design documents), may result in the bid being invalidated. 11. Location for Inspection of Contract Terms: In addition to inspection as provided in 4(1), it will also be published on the Nakafurano Town website at the following address: http://www.town.nakafurano.lg.jp/ 12. Requirement for Contract Creation: A contract must be created. 13. Tender Security and Contract Security: (1) Tender Security: Waived. Suspension, etc. of Tender: The tender for this project may be postponed or canceled due to unavoidable circumstances until the tender date. Minimum Reserve Price System: A minimum reserve price will be set for this project. 19. Other: (1) Applicants must comply with the Nakafurano Town Financial Regulations, Nakafurano Town Construction Work Competitive Bidding Guidelines, and other relevant laws and regulations. (2) False statements in application forms or documents may result in suspension of participation in competitive tenders under the Nakafurano Town Guidelines for Suspension of Participation in Competitive Tenders, etc. (3) This project is subject to the obligation of separate dismantling, etc. as stipulated in Article 9 of the Act on the Recycling of Construction Materials, etc. (Act No. 104 of 2000). Therefore, the contract must include the costs of recycling, dismantling, methods of separate dismantling, names and locations of recycling facilities. Applicants should estimate based on the specific construction waste materials and transport quantities specified in the special specifications, including costs for recycling and dismantling, before submitting their bids. (4) The day after the contract conclusion date mentioned in 1(4) shall be the first day after the holiday if that day falls on a holiday.
