Matters Concerning Qualifications Required for Competitive Bidders (1) Not a person falling under the provisions of Article 70 and Article 71 of the Budget, Settlement, and Accounting Order (Imperial Ordinance No. 165 of June 1947). (2) Must be a designated survey organization as stipulated in Article 6-5 of the "Law Concerning the Management and Operation of National Forests" (Law No. 246 of June 23, 1951). (3) Must possess the qualification type "Services, etc." and "Survey/Research" for the "All Ministry Unified Qualifications for Reiwa 7, 8, and 9," and have selected Tokai-Hokuriku as the region of participation. Furthermore, must have a head office or branch office within the jurisdiction of the Chubu Regional Forest Office. Method of Determining the Successful Bidder The successful bidder will be the one who submits the lowest valid bid within the limit of the estimated price established based on Article 79 of the Budget, Settlement, and Accounting Order. 11. Requirement for Contract Creation A contract shall be created upon conclusion of the contract, and the contract shall become effective upon signing and sealing of the contract. 12. Other (1) Language and Currency Used in Procedures Japanese language and Japanese currency only. (2) Matters not described in this announcement shall be governed by the Chubu Regional Forest Office Competitive Bidding Rules. (3) Handling of COVID-19 Infection Prevention Measures For this work, if the contractor implements additional COVID-19 infection prevention measures that incur extra costs, it will be subject to negotiation for design changes, etc. Based on the contractor's proposal, design changes, etc., will be made with the reflection of the survey plan and reliable execution by the contractor, and the contract amount and survey period will be extended as necessary. (4) Although changes from electronic bidding to paper bidding after the start of procedures are generally not permitted, paper bidding may be allowed with the approval of the contracting authority in case of unavoidable circumstances on the bidder's side. (5) In the event of unavoidable circumstances such as system failures in the electronic procurement system, the procedure may be changed to paper bidding. (6) This service contract requires the use of the National Forest Information Management System, so submission of a usage application form and agreement to the separate usage terms and conditions are required. (7) Bidder Notes (a) Bidders must be fully aware of the bid announcement, draft contract, Harvest Survey Services Contract Terms, Chubu Regional Forest Office Competitive Bidding Rules, and other conditions provided by the contracting authority before bidding. If there are any doubts regarding these specifications, explanations can be sought from relevant staff. However, no objections can be raised after the bid based on ignorance or lack of understanding of the specifications. (b) Bidders must transmit the bid form provided in the procurement documents via the electronic procurement system, or submit it in person or by mail (registered mail only). Bids submitted by other methods will not be accepted. (c) The bid amount must be stated excluding consumption tax. The bid amount entered on the bid form should be the amount equivalent to 100/110 of the estimated contract amount, regardless of whether the bidder is a taxable or tax-exempt business for consumption tax. However, the winning bid price (contract amount) will be the amount indicated on the bid form plus 10% of that amount (if there is a fraction of less than one yen, it will be rounded down). (d) The bid amount should be calculated by multiplying the unit price per hectare by the survey area and entering the total bid amount.
