Public Notice of Bidding (Construction Work) We will conduct a general competitive bidding as follows. September 15, Reiwa 8 Kenzhi Kii, Director of Administration, Toba National College of Maritime Technology, National Institute of Technology 1. Outline of Work (1) Work Name: Toba National College of Maritime Technology Campus (Building 5) (Tentative Name) New Construction Work (2) Work Location: Within the grounds of Toba National College of Maritime Technology, 1-1 Ikegami-cho, Toba City, Mie Prefecture (3) Work Content: This work involves the construction of a new building, an extension to the existing campus building (4 stories above ground, reinforced concrete, total floor area 717 sq. m.). (4) Construction Period: Until September 30, Reiwa 9 (2027) (5) This work is subject to the obligation of separate demolition and recycling of construction materials and specified construction materials waste, etc., based on the "Act on the Recycling of Resources in Construction Work" (Act No. 104 of 2000). (6) Submission of the Confirmation Application for Competitive Bidding Qualifications (hereinafter referred to as "Application") and Confirmation Documents for Competitive Bidding Qualifications (hereinafter referred to as "Documents"), and bidding, etc., will be conducted via the electronic bidding system. However, those who find it difficult to use the electronic bidding system may substitute paper bidding with the approval of the contracting officer. Related electrical equipment work and mechanical equipment work are scheduled to be procured separately. (7) This work will be carried out using a comprehensive evaluation bidding system (performance evaluation type) where the successful bidder is determined by comprehensively evaluating price and non-price factors, after receiving applications and documents describing "Technical Capabilities of the Company" and "Reliability and Sociality of the Company." Furthermore, this is a trial project for a construction体制 confirmation type comprehensive evaluation bidding system, which involves examining and evaluating the quality assurance system and other construction体制 assurance measures to determine if the construction content can be reliably realized. 2. Competitive Bidding Qualifications (1) Persons who do not fall under the provisions of Article 4 and Article 5 of the National Institute of Technology Contract Administration Regulations. (2) Those who have been certified with an A or B grade in the "General Competitive Bidding (Restricted Competitive Bidding) Participation Qualification" for architectural general construction work, as classified in Article 4, Chapter 1 of the "Qualifications of General Bidding Participants" (January 6, 2001, Minister of Education, Culture, Sports, Science and Technology Decision) for Reiwa 7, 8, and 9 (grades indicated in Article 2 of the Notice of Qualification for General (Restricted) Competitive Bidding Participation). (For companies that have filed for commencement of rehabilitation proceedings under the Company Rehabilitation Act (Act No. 154 of 2002) or commencement of reorganization proceedings under the Civil Reorganization Act (Act No. 225 of 1999), re-certification of general competitive bidding qualifications must have been obtained after the decision to commence proceedings.) (3) Not a person who has filed for commencement of rehabilitation proceedings under the Company Rehabilitation Act or commencement of reorganization proceedings under the Civil Reorganization Act (excluding those who have obtained re-certification of general competitive bidding qualifications as mentioned in (2) above). (4) Not falling under the disqualifications for "Construction Capability of the Company" and "Capability of the Assigned Technician" as indicated in the evaluation items for comprehensive evaluation (refer to the bidding documents). (5) Must have experience in constructing new construction or renovation work (including expansion/remodeling work) of buildings with a reinforced concrete or steel-reinforced concrete structure, 2 or more stories above ground, and a total floor area of 500 sq. m. or more, completed and delivered as the prime contractor since fiscal year 2011. (Experience as a member of a joint venture is limited to cases where the capital contribution ratio is 20% or more). For ongoing construction joint ventures, the ongoing construction joint venture or one of its members must have the above construction experience. (6) Must be able to assign a full-time chief engineer or supervising engineer who meets the following criteria for this work: ① Must be a holder of a Class 1 Architectural Construction Management Engineer qualification or an equivalent qualification. "Equivalent qualification" refers to the following: - Holder of a Class 1 Architect qualification. - Person certified by the Minister of Land, Infrastructure, Transport and Tourism as having an equivalent qualification. ② Must have experience in constructing the work specified in (5) above as the prime contractor, completed and delivered since fiscal year 2011. (Experience as a member of a joint venture is limited to cases where the capital contribution ratio is 20% or more). However, for ongoing construction joint ventures, it is sufficient if one of the chief engineers or supervising engineers has experience in similar work. ③ For supervising engineers, they must possess a supervising engineer's license and a certificate of completion of supervising engineer training. ④ The assigned chief engineer or supervising engineer must have a direct and continuous employment relationship, and documentation to prove this may be requested. Failure to provide such documentation may result in disqualification from bidding. ⑤ For persons other than those falling under the proviso of (2) above for ongoing construction joint ventures, a chief engineer or supervising engineer with a national qualification as specified in (1) above can be assigned. (7) Must not be under a suspension of bidding based on the "Measures Regarding Suspension of Bidding for Contracts for Construction Work, etc." (Notice No. 345, dated January 20, 2006, from the Director of Planning, Bureau of Educational Facilities) by the Ministry of Education, Culture, Sports, Science and Technology or the National Institute of Technology during the period from the submission deadline of the application and documents to the bid opening. (8) Not a contractor for design work, etc., related to the work specified in 1 above, or a construction company related to such contractor in terms of capital or personnel. (9) No capital or personnel relationship between bidders (excluding cases where all parties with capital or personnel relationships are members other than the representative of the joint venture (refer to the bidding documents)). (10) Must have a head office, branch office, or business office located within Mie Prefecture, Aichi Prefecture, or Gifu Prefecture, with a construction business license. (11) Not a construction company whose management is substantially controlled by a member of a violent group, or equivalent, and has been requested to be excluded from work ordered by the Ministry of Education, Culture, Sports, Science and Technology, and this situation continues (refer to the bidding documents). (12) Must be able to submit a letter of commitment. 3. Matters Concerning Comprehensive Evaluation (1) Method of Determining the Successful Bidder: ① Bidders shall participate in the bidding with "Price," "Technical Capabilities of the Company," "Reliability and Sociality of the Company," and "Construction System of the Company." The successful bidder will be the one who meets the requirements of (a) and (b) below and has the highest "evaluation score" obtained according to (2)④ below. (a) Bid price is within the limit of the estimated price. (b) The evaluation score is not lower than the "standard evaluation score" obtained by dividing the standard score by the estimated price. ② If there are two or more bidders with the highest evaluation score in ①, the successful bidder will be determined by lottery. (2) Method of Comprehensive Evaluation: ① "Standard Score" is 100 points, "Additional Score" is a maximum of 22 points, and "Construction System Evaluation Score" is a maximum of 30 points. ② The "Additional Score" will be calculated by evaluating each of the evaluation items in (3)① and ② below, and the sum of the evaluation points for each item will be the Additional Score. ③ The "Construction System Evaluation Score" will be calculated by evaluating each of the evaluation items in (3)③ below, and will be awarded as the Construction System Evaluation Score according to the company's construction system. ④ The comprehensive evaluation based on price and non-price factors will be conducted using the "evaluation score" obtained by dividing the sum of the bidder's "Standard Score," "Additional Score" from (2)② and ③ above, and "Construction System Evaluation Score" by the bidder's "Bid Price." Other (1) Language and Currency Used in Procedures: Japanese language and Japanese currency only. (2) Bid Security and Contract Security: ① Bid Security: Deposit required. However, it can be substituted with the provision of interest-bearing national bonds or a guarantee from a bank or similar institution. If the successful bidder fails to conclude the contract, the bid security will be forfeited to the National Institute of Technology. Bid security insurance contracts or advance commitments for contract security will exempt the bid security. ② Contract Security: Deposit required. It can be substituted with the provision of securities or a guarantee from a bank or a financial institution deemed reliable by the contracting officer, or a guarantee company (a guarantee company as defined in Article 2, Paragraph 4 of the Act on Guarantee of Advance Payment for Public Works, etc. (Act No. 184 of 1952)). (3) Invalid Bids: Bids submitted by persons who do not meet the competitive bidding qualifications specified in this announcement, bids with false statements in the application or documents, and bids that violate the bidding conditions will be deemed invalid. (4) Method of Determining the Successful Bidder: The successful bidder will be the one who submits a valid bid with the highest evaluation score within the limit of the estimated price prepared in accordance with Article 36 of the National Institute of Technology Accounting Regulations. However, if it is deemed that the successful bidder may not be able to perform the contract in accordance with its content due to the bid price, or if it is deemed extremely inappropriate because concluding the contract with that person would disrupt the order of fair trade, the bidder with the next highest evaluation score within the limit of the estimated price may be selected as the successful bidder. (5) Confirmation of Assigned Supervising Engineer, etc.: If a violation of the専任制 (full-time assignment) of the assigned supervising engineer, etc., is confirmed by CORINS or other means after the successful bidder is determined, the contract may not be concluded. (12) Regarding contracts awarded by independent administrative agencies, the "Basic Policy for Review of the Affairs and Business of Independent Administrative Agencies" (Decision of the Council of Ministers, December 7, 2010) stipulates that when contracting with a corporation that has a certain relationship with the independent administrative agency, efforts such as disclosing information on re-employment status at that corporation and transaction status with that corporation will be promoted.
