Miyazaki City Announcement No. 424 Regarding the Implementation of General Competitive Bidding for the Purchase of Emergency Preparedness Supplies (Water Circulation Showers) We will conduct a conditional general competitive bidding as follows.
June 10, Reiwa 8 Mayor of Miyazaki City Tomonori Kiyayama Bidders must comply with the following items in addition to the relevant laws and regulations.
In this case, if there is any doubt about the specifications, you may request an explanation from the responsible department. However, you cannot raise an objection after the bid on the grounds of ignorance or uncertainty regarding the specifications.
Details 1. Matters for Conditional General Competitive Bidding (1) Goods and Quantities Self-contained Distributed Water Circulation System Outdoor Shower Kit 1 set (2) Performance of Goods, etc. As per the attached "Miyazaki City Emergency Preparedness Supplies (Water Circulation Showers) Specifications" (3) Delivery Deadline March 31, Reiwa 9 (4) Delivery Location Obokono Mori No. 1 Disaster Prevention Green Space (508-8 Kashiwabara, Miyazaki City) (5) Bidding Method Bids will be solicited for the above goods. The successful bid price will be the amount indicated on the bid form plus an amount equivalent to 10% of that amount (if there are fractions of less than 1 yen, such fractions will be discarded). Therefore, bidders shall enter the amount equivalent to 100/110 of their estimated contract desired amount into the Miyazaki City Goods Electronic Bidding System, regardless of whether they are a taxable or tax-exempt business operator for consumption tax and local consumption tax.
2. Special Contract Provisions (1) Miyazaki City shall terminate the contract in any of the following cases during the contract period for this bid.
① If the contractor violates the contract terms.
② If the contractor is found to have close ties with a violent group (meaning a violent group as defined in Article 2, Item 2 of the Act on Prevention of Unjustifiable Acts by Violent Group Members (Act No. 77 of 1991)) or a violent group member (meaning a violent group member as defined in Article 2, Item 6 of the same Act).
(2) Miyazaki City shall not be liable for any damages incurred by the contractor due to contract termination.
3. Bidder Qualifications Bidders must meet all of the following requirements.
① Must be listed in the Miyazaki City Designated Competitive Bidding Participant Qualifications List, with "Fire and Disaster Prevention Supplies" as the first preference industry.
② Must have their head office in Miyazaki City.
③ Must be able to reliably deliver the goods and quantities to be delivered.
④ Must be able to meet the performance specifications of the goods to be delivered and reliably set up the goods.
⑤ Must not fall under the provisions of Article 167, Paragraph 4, Item 1 of the Local Autonomy Act Enforcement Order.
⑥ Must not have had their bidding qualifications suspended under the Miyazaki City Bidding Qualification Suspension Guidelines (Reiwa 7, April 21, Announcement No. 368) at any time from the date of this announcement to the date of bid qualification confirmation.
4. Submission of Documents for Bid Participation Qualifications Miyazaki City will pre-screen bidders who submit bids through the Miyazaki City Goods Electronic Bidding System to verify if they meet the bid participation qualifications. If the qualifications are not met, the bid will be deemed invalid, and an invalidity notice will be sent before the bid opening.
5. Display of Contract Terms and Distribution of Specifications, etc. The place and period for displaying contract terms and distributing specifications, etc., shall be as follows. Specifications and related documents can be downloaded from the Miyazaki City website.

6. Bid Briefing Session A bid briefing session will not be held. If you have any questions regarding this bid, please submit them by email or fax by 4:30 PM on Monday, June 22, Reiwa 8. Please contact the Miyazaki City Contract Division by phone when submitting. Answers to questions will be published on the Miyazaki City website by Wednesday, June 24, Reiwa 8.

Bidding and Bid Opening (1) Bidding Location and Time ① Bid Closing Time Tuesday, June 30, Reiwa 8, 11:00 AM ② Bid Opening Time Tuesday, June 30, Reiwa 8, 11:15 AM (2) Bidders shall submit their bids through the Miyazaki City Goods Electronic Bidding System. If, for unavoidable reasons, a transition to paper bidding is necessary, please contact the Miyazaki City Contract Division by the day before the bid closing deadline.
(3) In the case of paper bidding, competitive bidding participants or their agents must be present at the bid opening.
(4) If there is no successful bidder after the bid opening, a re-bid will be held.
(5) If it is determined that fair execution of competitive bidding is impossible due to collusion or disruptive behavior by competitive bidding participants, the bid opening may be postponed or canceled.
8. Contract Security A contract security of 10% or more of the contract amount, or equivalent collateral, must be submitted or provided. However, the contract security may be waived if any of the following apply.
a. When the contractor has concluded a performance guarantee insurance contract (10% or more of the contract amount) with an insurance company, with the city as the insured.
b. When it is deemed unnecessary to require contract security due to the nature or purpose of the contract, and when there is no risk that the contractor will fail to perform the contract.
9. Matters Concerning Invalid Bids The following bids will be deemed invalid. Furthermore, those who submitted invalid bids cannot participate in re-bidding.
(1) Bids submitted by persons who do not have bidding qualifications.
(2) Two or more bids submitted by the same person.
(3) Bids submitted by a person who has received a mandate from two or more persons.
(4) Bids that violate the bidding conditions.
(5) Bids involving collusion or other fraudulent acts.
10. Method of Determining the Successful Bidder (1) The bidder who submitted the lowest bid within the estimated price will be the successful bidder.
(2) If there are two or more bidders who submitted the same lowest bid, the successful bidder will be determined by the electronic lottery function of the Miyazaki City Goods Electronic Bidding System.
