Bidding Method: This bid will be executed using the Saitama Prefecture Electronic Bidding Joint System based on the Sakado City Electronic Bidding Operation Standards, and the qualification examination for bid participation will be conducted after the bid opening. 3. Submission of Application for Confirmation of Competitive Bidding Participation Qualification: Those who wish to participate in the bidding shall submit the Application for Confirmation of Competitive Bidding Participation Qualification via the electronic bidding system within the following period. Bid Participation Format: Single enterprise. 8. Bid Participation Qualification Requirements: As of the announcement date of this bid, all of the following requirements must be met. However, those who submit a change notification to newly obtain bid participation qualifications between the announcement date and the bid award decision, or those for whom facts that make them ineligible for these bid participation qualifications have occurred, cannot participate in this bid. (1) Not falling under the provisions of Article 167-4, Paragraph 1 of the Enforcement Order. (2) Not subject to suspension of designation based on the Sakado City Notice on Suspension of Designation for Contracts Concluded by Sakado City (Heisei 8, Sakado City Public Announcement No. 27) or exclusion from contracts concluded by Sakado City based on the Sakado City Notice on Exclusion of Violent Groups from Contracts (Heisei 8, Sakado City Public Announcement No. 75) from the announcement date of this construction to the bid award decision. (3) Not a person for whom an application for commencement of rehabilitation proceedings has been filed under the Company Rehabilitation Act (Heisei 14, Act No. 154) or an application for commencement of rehabilitation proceedings has been filed under the Civil Rehabilitation Act (Heisei 11, Act No. 225). However, this excludes those who have filed a re-examination application with Sakado City with a review standard date after the decision date of commencement of these proceedings. (4) Registered in the Reiwa 7/8 Sakado City Competitive Bidding Participant List (hereinafter referred to as "Qualification List") meeting all of the following conditions: A. Registered Industry: Civil Engineering (those wishing to undertake general civil engineering work). B. Permit Classification: None. C. Ranking, etc.: Ranked as A, B, or C class in civil engineering. D. Business Performance Review: Must have undergone a business performance review under Article 27-23, Paragraph 1 of the Construction Industry Act (Showa 24, Act No. 100; hereinafter referred to as "Act") with a review standard date on or after February 28, Reiwa 7, for civil engineering, and be able to submit the comprehensive assessment notification. However, those falling under the preceding item must have undergone a business performance review with a review standard date on or after the decision date of rehabilitation or reconstruction proceedings and be registered in the city's qualification list with the comprehensive assessment notification. E. Business Office Location: Must have a business office (including head office) with contract authority in Sakado City. (5) Social Insurance, etc. (Employment Insurance, Health Insurance, Employees' Pension Insurance): Must be enrolled or exempt, with no insurance not enrolled. (6) Assigned Engineer: A. For the construction of this project, a chief engineer must be assigned. However, chief engineers and supervising engineers already exclusively assigned to other projects cannot be assigned to this project. This does not apply if the chief engineer or supervising engineer meets the requirements stipulated in Article 26, Paragraph 3, Proviso (limited to the provisions of Item 1) of the Act for the project to which they are already exclusively assigned, and also meets the requirements stipulated in Item 1, Sub-items B and C of the same paragraph for the construction of this project. Furthermore, sales engineers and specific sales engineers of business offices with contract authority in Sakado City can be assigned on the condition that there is a system for constant communication with that business office. For details on the handling of engineers, refer to the Act and the latest "Supervising Engineer System Operation Manual" issued by the Ministry of Land, Infrastructure, Transport and Tourism. B. The assigned engineer must be directly and constantly employed by the bidder. C. If the assigned engineer cannot be identified, multiple candidates (up to 3 in total) may be listed in the application for confirmation of participation qualifications. D. The assigned engineer listed in the application for confirmation of participation qualifications cannot be changed after the bid award, except in unavoidable circumstances (death, illness, retirement, etc.). (7) Site Supervisor: The site supervisor is not required to be stationed at the site during the period from the contract signing date to the commencement of site construction. Furthermore, this project will be subject to the "Handling Guidelines for Relaxation of On-site Obligation for Site Supervisors, etc.". 9. Method of Viewing Design Documents, etc.: Those who wish to participate in this bid shall view the attached design documents, etc., via the Saitama Prefecture Electronic Bidding Joint System. The successful bidder candidate must submit the following documents by 5:00 PM on Friday, September 4, Reiwa 8. If these documents are not submitted or are incomplete/insufficient, the bid submitted by that person will be invalidated. (1) Application for Confirmation of Limited Competitive Bidding (Post-Verification Method) Participation Qualification (including the following attached documents): A. Assigned Engineer's Resume (attach copies of qualification certificates). Includes documents proving employment relationship meeting the requirements of Article 8, Paragraph 6, Item B. B. Copy of the certificate of exclusive engineer attached to the construction industry permit application. D. Documents confirming enrollment in health insurance, employees' pension insurance, and employment insurance. 13. Determination of Successful Bidder by Lottery: If there are two or more bidders who have submitted the same highest bid amount, the successful bidder will be determined by electronic lottery on the electronic bidding system. 14. Contract Deposit: The successful bidder for this bid, upon becoming the intended contractor, must provide a contract guarantee of at least 1/100 of the contract amount at the time of contract signing, in accordance with the provisions of the Local Autonomy Act Enforcement Order. 15. Contract Terms, etc.: (1) Contract regulations and agreements will be available for viewing on the Sakado City website. (2) The successful bidder shall conclude a construction contract in writing with Sakado City, with the contract signing date being the seventh day from the day after receiving the notification of the successful bidder's selection. 16. Method of Obtaining Documents Required for Bid Participation: The method of obtaining documents required for bid participation is as shown in the following table. Other: (1) When participating in the bid, bidders must be thoroughly familiar with the design documents, Sakado City Competitive Bidding Participant's Handbook, and the site. (2) If the representative of the applying business office changes, a new electronic certificate must be purchased, and user registration must be completed again. Bids submitted using an electronic certificate in the name of the former representative will be invalid. If it is not possible to obtain a new electronic certificate in time, submit a "Paper Bidding Method Participation Application" to the Sakado City General Policy Department, Finance Division counter by the deadline for submitting the application for confirmation of participation qualifications and the bid form, and obtain approval. (3) Bids submitted by persons who do not meet the qualifications required for bid participation, and bids that violate the bidding conditions, will be invalid. (4) If it becomes clear that there have been any fraudulent acts in violation of the Act on Prohibition of Private Monopolization and Maintenance of Fair Trade (Showa 22, Act No. 54), the Penal Code (Meiji 40, Act No. 45), the Act on Exclusion and Prevention of Bid Rigging and Other Related Acts and Punishment of Officials for Acts that Harm the Fairness of Bidding, etc. (Heisei 14, Act No. 101), or other related laws and regulations concerning this bid, the bid may be invalidated or the contract may be canceled, and penalties may be sought, even after the contract has been concluded. (5) The successful bidder must register the construction track record information in COINS (Construction Project Management System), operated by the Japan Construction Information Center Foundation, within 10 days (excluding Saturdays, Sundays, and holidays) after the contract is concluded. (6) This construction project is subject to a survey on the working environment and wages paid for construction work for the contractor (prime contractor), etc. (7) This construction project is subject to the two-day weekend model construction project (site closure type), and its handling shall be in accordance with the "Guidelines for the Implementation of Two-Day Weekend Model Construction Projects."
