Eligible bidders for this construction work are those listed on the Hyogo Prefecture Construction Work Bidding Participant List (hereinafter referred to as the "Bidding Participant List") as stipulated in Article 81-3 of the Financial Regulations (Showa 39, Hyogo Prefectural Ordinance No. 31), and who also meet all of the following requirements. Qualification confirmation will be based on the deadline for submitting the bidding participation application form (hereinafter referred to as the "Application Deadline"). However, for post-qualification type assigned technician's exclusivity confirmation, the confirmation will be based on the last day of the submission period for bidding participation qualification confirmation documents (hereinafter referred to as the "Submission Deadline"), not the Application Deadline.
(1) Qualification Requirements:
a. Not falling under the bidding participation qualification restrictions based on the Hyogo Prefecture bidding participation qualification restriction standards pursuant to the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Showa 22, Cabinet Order No. 16).
b. The validity period of the comprehensive performance evaluation notice pursuant to the Construction Industry Act (Showa 24, Act No. 100) must extend until the scheduled contract date. If a valid comprehensive performance evaluation notice is held on the Application Deadline, but its validity period expires before the scheduled contract date, a valid comprehensive performance evaluation notice extending until the scheduled contract date must be held as of the Submission Deadline.
c. If a grading is specified in the bidding announcement, the grading for the relevant construction type on the Bidding Participant List must match that specified in the announcement. If a comprehensive performance evaluation value is specified, the comprehensive performance evaluation value for the relevant construction type on the Bidding Participant List must match that specified in the announcement. The comprehensive performance evaluation value shall be deemed to be the sum of the comprehensive performance evaluation value from the management status examination results for the bidding qualification category specified in the bidding announcement pursuant to the Construction Industry Act, and the value calculated based on the technical and social contribution evaluation points for construction work requiring grading pursuant to Article 4 of the Qualification and Grading Standards for Construction Work Bidders (hereinafter referred to as the "Qualification and Grading Standards").

b. If the same technician is to be assigned to multiple projects, and cannot be assigned due to winning another contract, bidding is prohibited. The applicant must immediately withdraw their application or bid. If this project is the first project for which the bidder becomes a successful bid candidate, they must withdraw from bidding for other projects due to becoming a successful bid candidate for this project. If they become a successful bid candidate for another project prior to this project, they must withdraw from bidding for this project due to becoming a successful bid candidate for the other project.
