Bid Participation Qualifications Applicants wishing to participate in the restricted general competitive bid must meet all of the following requirements. (1) Applicants must not fall under the provisions of Article 167-4 of the Local Government Act (Cabinet Order No. 16 of 1947) and must not fall under any of the following: A. Persons who have not passed two years since being subject to a transaction suspension by a clearinghouse. B. Determination of Successful Bid Candidate, Confirmation of Bid Participation Qualifications, and Determination of Successful Bidder: (1) Determination of Successful Bid Candidate, Confirmation of Bid Participation Qualifications, and Determination of Successful Bidder: After the bid opening, the bidder who submitted the lowest valid bid within the range of the estimated price and above the minimum reserve price shall be the successful bid candidate.
