The subject of the procurement is the organization of events and related support services for the Ministry of Environment of the Republic of Lithuania. The planned event types include: internal, external, and participation in events organized by other entities. The scope, requirements, and technical specifications of the procurement are defined in the tender documents. Services are provided throughout the territory of the Republic of Lithuania from the date of entry into force of the procurement contract until the full fulfillment of contractual obligations, but no later than December 22, 2026. Services are purchased according to the contracting authority's needs for no more than EUR 250,000.00 including VAT (maximum contract value), without committing to purchasing services for the entire maximum contract value. The supplier is responsible for the search, ordering, coordination, quality control, administration, and documentation of all services and measures related to the event. Upon receiving an order from the contracting authority, the supplier shall submit a preliminary event budget, which must include all work related to the event and the necessary subcontractor services and prices. The budget must include all supplier expenses related to the provision of services, including amounts payable to subcontractors. The contracting authority's order will be submitted in writing - by email or other form acceptable to the parties, indicating the location, time, nature, and other necessary data of the future event, as well as the requirements for the event. The procurement contract uses a mixed pricing model: fixed rate and reimbursement of contract execution costs. The mixed pricing model consists of two parts - one part of the price is calculated using a fixed rate pricing model (percentage of commission fees for event organization and support services indicated in the supplier's offer), and the other part of the price consists of the actual expenses incurred by the supplier from subcontractors (third parties). When providing services, the supplier must consider criteria that improve the environmental characteristics of the services. Payment for properly and timely provided services will be made to the supplier no later than 30 days after the supplier submits the invoice.
