Competitive bidding will be held as follows, in accordance with Article 167-6 of the Local Autonomy Act Enforcement Order (Shōwa 22, Cabinet Order No. 16) and Article 104 of the Ina City Financial Regulations (Heisei 28 Ina City Ordinance No. 17).
Note: The applicable date for unit prices for this project (design month) is July 1, Reiwa 8 (July Reiwa 8).
Bidding will be conducted twice.

1. Overview of Services
(1) Service Name: Reiwa 7 Rural Area Disaster Prevention and Mitigation Project, Ina City 4 Districts, Pond Seismic Resilience Evaluation Services
(2) Service Location: Ina City (Hanehiro Kita Wari Kita Gaito, Kita Fukuchi Haba no Tsutsumi, Ina Nishi Pond)
(3) Service Outline: Stability analysis of pond embankments N=3 locations
(4) Performance Period: Approximately 156 days from commencement (scheduled until January 29, Reiwa 9)
(5) Payment Terms:
Advance Payment: In principle, for services with a contract amount of ¥500,000 or more, advance payment can be made within 3/10 of the contract amount in accordance with the "Ina City Public Works Advance Payment Administrative Procedures Regulations" (Heisei 20 Ina City Kunrei No. 3).
2. Qualifications Required for Bidding Participants
Among those with Ina City Construction Work Bidding Participation Qualifications, the following requirements must be met at all times "from the bidding announcement date to the successful bidder determination date".
(1) Bidding Participation Qualifications (Common):
- Must not be a person falling under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order.
- Must not be subject to bid suspension measures under the "Ina City Construction Work and Other Bidding Participant Suspension Measures Ordinance" (Heisei 27 Ina City Public Announcement No. 329).
- Must be registered in the Reiwa 7, 8, and 9 Ina City Construction Consultant Services Bidding Participant Qualification Register.
- Must have no outstanding taxes in the municipality where the business is located (including the representative if it is a corporation).
(2) Bidding Participation Qualification Industry: "Geological Survey"
(3) Business Registration Requirements: Must be registered for geological survey services in accordance with the "Geological Survey Business Registration Regulations" (Shōwa 52, Ministry of Construction Public Announcement No. 718).
(4) Deployed Technician Requirements: Must be able to assign a technician with one of the following qualifications as the chief technician:
- Professional Engineer (Applied Science Department (Geology) or Construction Department (Soil Mechanics and Foundation))
- Geological Survey Technician
(5) Same Type of Work Experience Requirements: Not required.
(6) Business Office Location Requirements: Must be the head office or a branch/office within Ina City.
(7) Other Bidding Participation Qualification Requirements: Not required.
3. Bidding Procedures, etc.
Notes:
1. Viewing hours are from 8:30 AM to 5:00 PM (excluding 12:00 PM to 1:00 PM) on days other than city holidays as defined by the "Ina City Ordinance on Holidays" (Heisei 18 Ina City Ordinance No. 3).
2. Depending on the content of the questions, it may take several days to view the answers (posted on the Ina City official website). However, answers will be provided by the final answer deadline.
3. Answers to questions may include information related to cost estimation for bidding, so please submit your bid form after acknowledging the question responses by the deadline.
4. Regardless of whether you mail or bring the documents, please cut out "10 Outer Envelope and Inner Envelope Label" and attach it to the front of both the outer and inner envelopes, writing your company name, contact person's name, and contact information (phone number and FAX number).
5. The bid opening time may be delayed depending on the number of bid items or bidders on the bid opening day.
6. The scheduled date for determining the successful bidder may change depending on the status of the bid participation qualification review.
7. Bid results will be posted on the Ina City official website and will be available for viewing at the Contract Division.

4. Applicability of Local Autonomy Act Enforcement Order Article 167-10, Paragraph 2 (Minimum Reserve Price)
This bid will establish a minimum reserve price based on the "Ina City Low Bid Price Investigation System and Minimum Reserve Price System Guidelines" (Heisei 21 Ina City Public Announcement No. 43).
5. Method of Determining Successful Bidder, etc.
(1) Bid participation qualification review and successful bidder determination will be conducted after the bid opening.
(2) The bid participation qualification review will be conducted for bidders who bid within the limits of the estimated price and minimum reserve price (excluding those deemed likely to be unable to perform adequately), starting from the lowest bid price, and will continue until one bidder meeting the bid participation qualification requirements is confirmed. Therefore, those instructed by the Contract Division must submit the documents listed in "7. Bid Participation Qualification Review Documents" in person within two days (excluding holidays) from the day after the instruction.
(3) The successful bidder will be notified by FAX or phone within three days (excluding holidays) from the day after the submission deadline for review documents, in principle.
(4) Those confirmed to not meet the bid participation qualification requirements will be notified via a "Bid Participation Qualification Requirement Non-Conformity Notice" (hereinafter referred to as "Non-Conformity Notice"). Those who receive the Non-Conformity Notice may request an explanation for the reason of non-conformity in writing within five days (excluding holidays) from the day after the date of dispatch of the notice. A response will be provided in writing within ten days (excluding holidays) from the day after the date of receipt of the explanation request.
6. Re-bidding
If no successful bid candidate is found in the initial bid submitted by sealed mail (bid opening), a re-bid will be held immediately at the bid opening location as follows:
(1) The number of re-bids will be one.
(2) Bidders (or their agents) not present from the start of the initial bid opening will be considered to have withdrawn.
(3) Bids can be submitted without an envelope.
(4) Submission of a cost breakdown is not required, but must be submitted promptly after the bid opening.
(5) If the participant is the representative, a business card must be presented; if an agent is bidding, a letter of attorney must be presented before bidding.
7. Bid Participation Qualification Review Documents
(1) "Regarding the Submission of Bid Participation Qualification Review Documents" (posted on the Ina City official website; please modify and use for the current submission).
(2) Copy of documents certifying fulfillment of business registration requirements.
(3) Copy of municipal tax payment certificate for the corporation of the head office or branch/office (within 3 months) (required only if the address is not within Ina City).
(4) Copy of municipal tax payment certificate for the representative of the head office or branch/office (within 3 months) (required only if the address is not within Ina City).
(5) Copy of documents certifying the qualifications of the deployed technician.
(6) Copy of documents certifying the continuous employment relationship of the deployed technician (e.g., supervising technician's license, municipal resident tax withholding notice, employer's certificate).
8. Other
(1) For the work cost breakdown, please refer to "Regarding the Submission of Construction (Work) Cost Breakdown". The scope of submission is the entire range of the price-excluded design documents (all items).
