September 2, Reiwa 8 Authorized Officer for Expenditure Katsuji Banzu, Director-General, Kyushu Regional Bureau 1. Construction Overview (1) Construction Name: Reiwa 7 (Supplementary) Yakushima World Heritage Center Renovation Work [Re-re-re-re-advertisement] (Electronic Procurement Target Project) (2) Construction Location: 2739-343 Maedake, Anbo, Yakushima Town, Kumage District, Kagoshima Prefecture (3) Construction Details: Yakushima World Heritage Center: RC structure, 2 stories, total floor area 694㎡. Interior and exterior renovation work, mechanical equipment renovation work, electrical equipment renovation work: Lump sum. (4) Construction Period: From the day after the contract signing date until March 26 (Friday), Reiwa 9 (2027). (5) This construction is subject to the low-bid price investigation system. (6) For this construction, the submission of documents and bidding, etc. shall be conducted through the electronic procurement system. However, if it is difficult to use the electronic procurement system, paper bidding may be substituted with the approval of the contracting authority. For approval of the paper bidding method, submit a request for approval to the department in charge in 3.(1) below. 2. Competitive Bidding Qualifications (1) Must not fall under the provisions of Article 70 and Article 71 of the Budget, Settlement and Accounting Order (hereinafter referred to as "Budget Execution Order"). (2) Must have been certified for A, B, C, or D grade in architectural construction by the Ministry of the Environment for the Reiwa 07/08 fiscal year by the time of bid opening. For those who have filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Act No. 154 of Reiwa 14) or filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Act No. 225 of Reiwa 11), re-certification of general competitive bidding qualifications must have been obtained according to procedures separately established by the Ministry of the Environment after the decision to commence proceedings. (3) Must not be a party who has filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act or filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (excluding those who have obtained re-certification as per (2) above). (4) Must have construction experience in completed works as the prime contractor since Reiwa 23 (2011) that meet the following requirements. When applying as an individual entity with the experience of a joint venture, it is limited to cases where the investment ratio is 20% or more. For works ordered by the Ministry of the Environment, those with a total evaluation score of less than 65 points are excluded. [Same Type of Work]: Experience in architectural construction work, including new construction, expansion, or renovation. (Excluding minor works less than 5 million yen). (5) Must be able to assign a chief engineer or supervising engineer to this construction who meets the following criteria: 1) Must have qualifications as a Class 1 or Class 2 Architect, Class 1 or Class 2 Construction Management Engineer, or equivalent or higher qualifications. For chief engineers, they must possess the qualifications shown below. - Qualifications as stipulated in [Article 7, Item 2, (a), (b), or (c) of the Construction Industry Act]. (Refer to Article 7-3 of the Construction Industry Act Enforcement Regulations and Ministry of Land, Infrastructure, Transport and Tourism Notice No. 1424 (December 16, Reiwa 14)). 2) Must have construction experience in the works listed in (4) above since Reiwa 23 (2011). (Experience as an engineer in a joint venture is limited to cases where the investment ratio of the member company is 20% or more). However, for experience in works ordered by the Ministry of the Environment or related ministries, those with a total evaluation score of less than 65 points are excluded. 3) For supervising engineers, they must possess a supervising engineer's license and a supervising engineer training completion certificate. (6) Must not be subject to suspension of designation under the "Procedures for Measures such as Suspension of Designation for Construction Contracts by the Ministry of the Environment" (Ministry of the Environment Notification No. 9, dated January 6, Reiwa 13) from the submission deadline of the application for confirmation of competitive bidding qualifications (hereinafter referred to as "Application") and supporting documents (hereinafter referred to as "Documents") until the bid opening. (7) Must not be a contractor who has undertaken design work, etc. for the construction specified in 1(1) above, or a construction company related to such a contractor in terms of capital or personnel. (See tender explanation document for details). (8) There must be no capital or personnel relationship between bidders. (9) Must have a head office, branch office, or business office with a permit for architectural construction work under the Construction Industry Act within the jurisdiction of the Kyushu Regional Bureau. (10) Must not be a company that has been requested by the police authorities to be excluded from public works ordered by the Ministry of the Environment as a company whose management is substantially controlled by a member of a violent group or equivalent, and this situation must not be ongoing. (11) Must not be a construction company that has failed to fulfill its reporting obligations as defined below (excluding those who have no such obligation). - Reporting obligation under Article 48 of the Health Insurance Act (Act No. 70 of Reiwa 11). - Reporting obligation under Article 27 of the Employees' Pension Insurance Act (Act No. 115 of Reiwa 29). - Reporting obligation under Article 7 of the Employment Insurance Act (Act No. 116 of Reiwa 49). 3. (3) Method of preparation and submission of application forms and documents Prepare the application forms and documents in accordance with the forms and precautions indicated in the tender explanation document, and submit them through the electronic procurement system. However, if approved by the contracting authority, they may be submitted in paper form by hand. Bids by mail or electronic transmission (facsimile) are not permitted. The deadline for submitting bid forms is as follows: 1) Deadline for bids via electronic procurement system: 13:59 on September 30 (Wednesday), Reiwa 8. 2) Deadline for submission by hand in paper form: 13:59 on September 30 (Wednesday), Reiwa 8. The submission destination is the same as in 3(1) above. 3) Bid opening will be held at 14:00 on September 30 (Wednesday), Reiwa 8, in the bid room of the Kyushu Regional Bureau. 4. Other (1) The language and currency used in the contract procedures shall be Japanese and Japanese currency, respectively. (2) Bid security and contract security: 1) Bid security: Exempt. 2) Contract security: To be paid. However, it can be substituted with a guarantee from a financial institution or guarantee company (contracting authority: Kyushu Regional Bureau). Also, if a guarantee is provided by a public works performance bond or a performance guarantee insurance contract is concluded, the contract security will be waived. The amount of contract security, guarantee amount, or guarantee amount shall be 10% or more of the contract price. However, for contracts with parties who have undergone investigation (low-bid price investigation) as stipulated in Article 86 of the Budget Execution Order, the amount of contract security shall be 30% or more of the contract price. (3) Invalid bids: 1) Bids submitted by persons who do not have the competitive bidding qualifications indicated in the announcement, bids submitted with false statements in the application forms or documents, and bids that violate the conditions of bidding shall be invalid. 2) If a successful bidder is determined to be a person who submitted an invalid bid, the award decision shall be revoked. 3) Even if a person has been confirmed to have competitive bidding qualifications by the contract officer, etc., if they do not have the qualifications listed in 2 at the time of bid opening, they shall be deemed to not have competitive bidding qualifications. 4) If the cost breakdown is not submitted, or if the submitted cost breakdown is incomplete (e.g., blank), the bid shall be invalid. (4) Method of determining the successful bidder The successful bidder shall be the one who submits the lowest valid bid within the limit of the estimated price prepared in accordance with Article 79 of the Budget Execution Order. However, if it is recognized that the content of the contract cannot be performed satisfactorily by the person who would be the successful bidder due to the bid price, or if it is deemed significantly inappropriate to conclude a contract with that person as it would disrupt the order of fair trade, the bidder with the lowest bid price among other bidders who submitted bids within the limit of the estimated price may be selected as the successful bidder. Furthermore, for contracts with parties who have undergone low-bid price investigation, Article 35, Paragraph 1 of the separate contract draft shall be changed from "10/4" to "10/2", and Paragraphs 5, 6, and 7 shall also be applied accordingly. (5) Confirmation of assigned supervising engineer, etc. After the successful bidder is determined, if a violation of the専任制 (exclusive assignment) of the assigned supervising engineer, etc. is confirmed through CORINS or other means, the contract may not be concluded. Replacement of application forms will not be permitted, except in cases approved as unavoidable due to various circumstances. (6) For works that require the assignment of an exclusive chief engineer or supervising engineer, if the contract is concluded at a price below the investigation standard price, the assignment of an engineer with equivalent qualifications may be requested in addition to the chief engineer or supervising engineer. (7) Requirement for contract document creation: Required. (8) Whether there is a plan to conclude a contract for other construction work directly related to this construction through a discretionary contract with the contractor of this construction: No. (9) Inquiry contact for obtaining related information: Same as 3.(1) above. (10) Participation by persons not certified for general competitive bidding qualifications Persons who have not obtained the general competitive bidding qualification certification listed in 2.(2) above must obtain such certification and undergo confirmation of competitive bidding qualifications by the day before the deadline for submitting bid forms. (11) Hearing on the content of application forms, etc. In principle, no hearing will be held on the content of application forms, etc. If the need for a hearing arises, notification will be given separately. (12) Precautions regarding application forms, etc. In the examination of competitive bidding qualifications, if application forms, etc. are not submitted, or if the content of the application forms, etc. is deemed inappropriate, such as when they are prepared through consultation with other bidders regarding this construction, competitive bidding qualifications will not be granted.
