June 19, 2026 (Friday) Authorized Officer for Expenditure Authorization, Chief of General Affairs Division, Kyushu Regional Environment Office, Tadashi Akaishi 1. Outline of Work (1) Work Name: FY2025 (Carry-over) Yakushima World Heritage Center Exhibition Renovation Work (Electronic Procurement Project) (2) Work Location: 2739-343 Maedake, Anbo, Yakushima Town, Kumage District, Kagoshima Prefecture (3) Work Content: Exhibition facility renovation and refurbishment Area: 448.6 sqm (4) Construction Period: From the day after the contract signing date until March 26, 2027 (Friday) (5) Form of Work Implementation 1) This work will be awarded using a comprehensive evaluation and bidding system (Type I Construction Capability Evaluation) where the successful bidder is determined by comprehensively evaluating non-price factors such as construction plan, company's technical capabilities, and engineer's abilities, along with the price. 2) For this work, the submission of documents and bidding will be conducted through the electronic procurement system. However, if it is difficult to use the electronic procurement system, paper bidding may be used with the approval of the contracting authority. To obtain approval for paper bidding, submit a request for approval to the department in charge as described in item 5.(1) below. 3) This work is subject to the obligation of separate demolition and recycling of specified construction materials, etc., based on the Act on the Recycling of Resources in Construction Materials (Act No. 104 of 2000). 4) This work is subject to investigation under the low-bid price investigation system. 5) To improve the technical skills of engineers with limited site experience, this work allows for the assignment of an engineer to assist the chief or supervising engineer (hereinafter referred to as "assistant engineer"). (6) This work will provide additional points in the comprehensive evaluation for companies that implement wage increases. (7) This work is subject to the "Weekly Day Off System Work (Site Closure Type) (Complete Weekly Two Days Off (Saturday/Sunday) Type I)" which ensures a complete two-day weekend by closing the site. 2. Qualifications for Participation in Competition (1) The bidder must not fall under the provisions of Article 70 and Article 71 of the Budget, Settlement, and Accounting Order (hereinafter referred to as "Budgetary Order"). (2) The bidder must be certified as having a "Grade A" or "Grade B" qualification for exhibition/interior finishing work in the Ministry of the Environment's FY2025-2026 general competitive bid qualification at the time of bid opening. For those for whom a petition for commencement of rehabilitation proceedings has been filed under the Corporate Rehabilitation Act (Act No. 154 of 2002) or for whom a petition for commencement of rehabilitation proceedings has been filed under the Civil Rehabilitation Act (Act No. 225 of 1999), re-certification of general competitive bid participation qualification must be obtained in accordance with procedures separately established by the Ministry of the Environment after the decision to commence proceedings. (3) The bidder must have a head office, branch office, or business office with permission for interior finishing work or fixture installation work under the Construction Business Act within the jurisdiction of the Kyushu Regional Environment Office. (4) The bidder must not be a person for whom a petition for commencement of rehabilitation proceedings has been filed under the Corporate Rehabilitation Act or for whom a petition for commencement of rehabilitation proceedings has been filed under the Civil Rehabilitation Act (excluding those who have obtained re-certification under (2) above). (5) The bidder must have construction experience of completed works as the prime contractor since FY2011 that meet the following requirements. If applying with the construction experience of a joint venture as a sole entity, the share ratio must be 20% or more. For works ordered by the Ministry of the Environment, those with a total evaluation score of less than 65 points will be excluded. 1) The work must be the construction or renovation of exhibition facilities in natural parks (meaning information centers, visitor centers, eco-museum centers, etc.) or wildlife protection centers (including waterbird/wetland centers and world heritage centers). *Natural parks refer to parks as defined in Article 2 of the Natural Parks Act. [Construction experience of similar nature] - Experience in the construction or renovation of exhibits in museums or zoological gardens. (6) The bidder must be able to assign a supervising engineer or chief engineer who meets the following criteria to this work on a full-time basis. 1) Must hold a qualification as a Class 1 Architect or Class 1 Construction Management Engineer. 2) Must have construction experience of completed works meeting the following requirements as the prime contractor since FY2011 (experience as an engineer in a joint venture is limited to cases where the member's share ratio is 20% or more). However, for experience related to works ordered by the Ministry of the Environment, those with a total evaluation score of less than 65 points will be excluded. [Construction experience of higher similarity] - Experience in the construction or renovation of exhibits in natural parks (meaning information centers, visitor centers, eco-museum centers, etc.) or wildlife protection centers (including waterbird/wetland centers and world heritage centers). *Natural parks refer to parks as defined in Article 2 of the Natural Parks Act. [Construction experience of similar nature] - Experience in the construction or renovation of exhibits in museums or zoological gardens. 3) If an assistant engineer meeting the qualifications in item 1) and construction experience in item 2) is assigned, the planned chief (supervising) engineer must have the construction experience in item 2) or, in lieu thereof, have the following construction experience. (Experience as an engineer in a joint venture is limited to cases where the member's share ratio is 20% or more). Experience as a chief (supervising) engineer in exhibition/interior finishing works ordered by the Ministry of the Environment since FY2019. Furthermore, for experience related to works ordered by the Ministry of the Environment, those with a total evaluation score of less than 65 points will be excluded. 4) For supervising engineers, they must possess a supervising engineer's license and a certificate of completion of supervising engineer training. (7) The bidder must not be subject to a suspension of designation from the Ministry of the Environment based on the "Guidelines for Suspension of Designation for Public Works Contracts" (Notice No. 9, dated January 6, 2001) during the period from the submission deadline for the qualification confirmation application (hereinafter referred to as "Application") and qualification confirmation documents (hereinafter referred to as "Documents") until the bid opening. (8) The bidder must not be the contractor of the design work related to the work specified in item 1(1) above, or a construction company related to such contractor in terms of capital or personnel. (9) There must be no capital or personnel relationship between the bidders. (10) The bidder must not be a person or entity that has been requested by the police authorities to be excluded from public works ordered by the Ministry of the Environment, as a person whose management is substantially controlled by a member of a violent group or equivalent, and such status must be ongoing. (11) The technical proposal for comprehensive evaluation must be appropriate. (12) The bidder must not be a construction company that has failed to fulfill the reporting obligations specified below (excluding those for whom no such obligation exists). - Obligation to report under Article 48 of the Health Insurance Act (Act No. 70 of 1922) - Obligation to report under Article 27 of the Employees' Pension Insurance Act (Act No. 115 of 1954) - Obligation to report under Article 7 of the Employment Insurance Act (Act No. 116 of 1974) 3. Matters Concerning Comprehensive Evaluation (1) The evaluation items for the comprehensive evaluation of this work are as follows. 1) Construction Plan: Construction plan related to quality control and schedule management 2) Company's Technical Capabilities, etc. A. Company's Construction Capabilities (a) Construction experience of similar works (b) Construction performance (c) Awards, etc. (d) Local familiarity (geographical conditions) (e) Contribution to the region (track record of activities during disasters, etc.) (f) Status of initiatives promoting work-life balance, etc. B. Capabilities of Assigned Engineers (a) Construction experience and role of assigned engineers (b) Construction performance (c) Awards, etc. (d) Status of initiatives for continuing education (CPD and CPDS) C. Implementation of Wage Increases (2) Method of Comprehensive Evaluation 1) Standard Score: A standard score of 100 points will be awarded if the requirements described in the tender documents, etc., are met for this work. 2) Additional Points: Additional points will be awarded based on the evaluation of each item listed in (1) above. 3) Evaluation Value: The comprehensive evaluation of performance, etc., presented as non-price factors and price will be conducted for bidders within the limit of the estimated price. The evaluation value is calculated by dividing the sum of the standard points and additional points obtained in items 1) and 2) above by the bidder's bid price (hereinafter referred to as "Evaluation Value"). Evaluation Value = (Standard Points + Additional Points) / Bid Price (3) Method of Determining the Successful Bidder 1) Bidders who meet all the requirements from (a) to (b) below will be awarded the contract to the bidder with the highest evaluation value. However, if the bid price of the potential successful bidder is such that it is deemed unlikely that the contract can be performed in accordance with its terms, or if it is deemed significantly inappropriate to conclude a contract with that bidder due to the risk of disrupting fair trade order, the contracting authority may select the bidder with the next highest evaluation value among those who have bid meeting all the minimum requirements within the limit of the estimated price. (a) The bid price is within the limit of the estimated price. (b) The proposal meets the minimum requirements (standard proposal). 2) If there are two or more bidders with the highest evaluation value in item 1), the successful bidder will be determined by drawing lots. 4. Precautions for Implementation The construction plan submitted and approved in advance must be adhered to during actual construction. If the approved construction plan is not followed at the contractor's responsibility, points will be deducted from the construction performance evaluation score as described in the tender documents. 5. Other (1) The language and currency to be used in contract procedures shall be Japanese and the currency of Japan, respectively. (2) Bid Security and Contract Security 1) Bid Security: Exempt. 2) Contract Security: To be paid. However, it can be substituted by a guarantee from a financial institution or guarantee company (contracting authority: Kyushu Regional Environment Office).
