Outline of Work (1) Work Name FY2025 (Carryover) Shimokita Northwest Wildlife Protection Area Management Building Demolition Work (2) Work Location Mutsu City, Aomori Prefecture, Wakinosawa, Nanbiki (3) Work Contents Demolition Work Management Building: Wood 2-story building, Total floor area 128.88 sqm Pump House: Wood 1-story building, 1.44 sqm (4) Construction Period From the day after the contract is concluded until December 7, 2026 (5) This work is required to carry out separate demolition and recycling of construction waste and specific construction materials in accordance with the "Law for Promotion of Proper Treatment and Recycling of Construction Waste" (Law No. 104 of 2000). (6) For this work, submission of documents, bidding, etc. will be conducted through the electronic procurement system. However, if it is difficult to use the electronic procurement system, paper bidding may be substituted with the approval of the contracting party. 2. Eligibility for Participation in Competition (1) Persons who do not fall under the provisions of Article 70 and Article 71 of the Budget, Settlement and Accounting Orders (Imperial Ordinance No. 165 of 1947) (hereinafter referred to as "Budget Execution Orders"). (2) Must have been certified for general competitive bidding eligibility for FY2025-2026 for architectural work in the Ministry of the Environment, categories C and D (for persons who have filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Act No. 154 of 2002) or commencement of reconciliation proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999), re-certification of general competitive bidding eligibility based on procedures separately determined by the Ministry of the Environment after the decision to commence proceedings). (3) Not a person who has filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act or commencement of reconciliation proceedings under the Civil Rehabilitation Act (excluding those who have received re-certification in (2) above). (4) Must have experience in constructing the same type of work as specified below, completed and delivered as the prime contractor since FY2011 (experience as a member of a joint venture is limited to cases where the capital contribution ratio is 20% or more). The experience of such work excludes cases where the total evaluation score is less than 65 points. For ongoing construction joint ventures, one of the members must have experience in constructing the same type of work as specified below as the prime contractor since FY2011. 1) Same type of work: Must have experience in constructing demolition work of buildings (excluding private residences and minor works (minor works refer to works less than 5 million yen)) carried out since FY2011. (5) Must be able to assign a chief engineer or supervising engineer exclusively to this work who meets the following criteria: 1) Class 1 Architectural Construction Management Engineer, Class 2 Architectural Construction Management Engineer, Class 1 Architect, or Class 2 Architect. For the chief engineer, the person must have the qualifications specified below. 2) Must have experience in the work specified in (4) above since FY2011. The experience of such work excludes cases where the total evaluation score is less than 65 points. 3 For the supervising engineer, must possess a supervising engineer's license and a certificate of completion of supervising engineer training. (6) Must not have been subject to a suspension of designation based on the "Standards for Handling Suspensions of Designation etc. for Public Works Contracts by the Ministry of the Environment" (Notice No. 9, Environmental Affairs, January 6, 2001) from the date of submission of the application for confirmation of eligibility for competition (hereinafter referred to as "Application") and supporting documents (hereinafter referred to as "Documents") until the opening of tenders. (4) Method of Determining the Successful Bidder The successful bidder shall be the one who has submitted the lowest valid bid within the limit of the estimated price prepared in accordance with the provisions of Article 79 of the Budget Execution Orders. However, if it is recognized that the contractor may not be able to perform the contract in accordance with its terms due to the bid price of the person who should become the successful bidder, or if it is recognized as significantly inappropriate due to the risk of concluding the contract disturbing the order of fair trade, the bidder who has submitted the lowest bid within the limit of the estimated price may be chosen as the successful bidder. (5) Confirmation of Assigned Supervising Engineer, etc. If, after the determination of the successful bidder, a violation of the exclusive assignment of the planned supervising engineer, etc. is confirmed through CORINS or other means, the contract may not be concluded. Replacement of the application form will not be permitted, except in cases where it is approved as unavoidable due to various circumstances. (6) For works that require the exclusive assignment of a supervising engineer, if the contract is concluded at a price below the investigation standard price, the assignment of an engineer with equivalent qualifications may be requested in addition to the supervising engineer.
