Outline of Work (1) Work Name: FY2025 (Carried Over) Yakushima World Heritage Center Exhibition Renovation Work [Second Announcement] (Electronic Procurement Project) (2) Work Location: 2739-343 Anbo Maedake, Yakushima Town, Kumage District, Kagoshima Prefecture (3) Work Content: Exhibition facility renovation, renovation area 448.6 sqm (4) Work Period: From the day after the contract is concluded until March 26, 2027 (Friday) (5) Work Implementation Method 1) This work will be awarded using a comprehensive evaluation and bidding system (Type I Construction Capability Evaluation) where the successful bidder is determined by comprehensively evaluating non-price factors and price, based on the construction plan, corporate technical capabilities, and engineer's abilities submitted at the time of bidding. 2) For this work, the submission of documents and bidding will be conducted through the electronic procurement system. However, if it is difficult to use the electronic procurement system, paper bidding may be substituted with the approval of the contracting party. To obtain approval for paper bidding, submit a request for approval to the department in charge as stated in item 5.(1) below. 3) This work is subject to the obligation to implement separate demolition and recycling of specific construction materials, etc., based on the "Law for the Promotion of Recycling of Construction Materials" (Law No. 104 of 2000). 4) This work is subject to the low-bid price investigation system. 5) This work allows for the assignment of an engineer to assist the chief or supervising engineer (hereinafter referred to as "assistant engineer") in order to improve the technical skills of engineers with limited site experience. (6) This work is subject to additional points in the comprehensive evaluation for companies that implement wage increases. (7) This work is subject to the "Weekly Two-Day Holiday System Work (Site Closure Type) (Complete Weekly Two-Day Holiday (Saturday/Sunday) Type I)" which ensures complete weekly two-day holidays by closing the site. 2. Qualifications for Participation in Competition (1) Persons who do not fall under the provisions of Article 70 and Article 71 of the Budget, Settlement, and Accounting Order (hereinafter referred to as "Budget Execution Order"). (2) Must be certified as having a general competitive bidding qualification for FY2025/2026 by the Ministry of the Environment and have received certification in Grade A or B for exhibition/interior finishing work by the time of bid opening. For those for whom commencement of rehabilitation proceedings has been filed under the Corporate Rehabilitation Law (Law No. 154 of 2002) or commencement of reconstruction proceedings has been filed under the Civil Reconstruction Law (Law No. 225 of 1999), re-certification of general competitive bidding qualifications must be obtained according to procedures separately established by the Ministry of the Environment after the decision to commence proceedings. (3) Must have a head office, branch office, or business office with a permit for interior finishing work or fixture work under the Construction Industry Act within the jurisdiction of the Kyushu Regional Environmental Office. (4) Must not be a person for whom commencement of rehabilitation proceedings has been filed under the Corporate Rehabilitation Law or commencement of reconstruction proceedings has been filed under the Civil Reconstruction Law (excluding those who have obtained re-certification as per (2) above). (5) Must have construction experience of completed works as the prime contractor since FY2011 that meet the requirements of 1) to 3) below. When applying as a single entity using the track record of a joint venture, it is limited to cases where the investment ratio is 20% or more. For works ordered by the Ministry of the Environment, those with a total evaluation score of less than 65 points are excluded. 1) Renovation or new construction work of exhibition facilities in natural parks (meaning parks defined in Article 2 of the Natural Parks Act), or exhibition facilities in wildlife protection centers, etc. (including water bird/wetland centers and world heritage centers). [Similar Work Experience] - Experience in new construction or renovation of exhibition facilities in museums or zoological gardens. (6) Must be able to assign a chief or supervising engineer to this work on a full-time basis who meets the following criteria: 1) Must possess either a Class 1 Architect or Class 1 Construction Management Engineer qualification. 2) Must have construction experience of completed works as the prime contractor since FY2011 that meet the following requirements (experience as an engineer in a joint venture is limited to cases where the member's investment ratio is 20% or more). However, for experience in works ordered by the Ministry of the Environment, those with a total evaluation score of less than 65 points are excluded. [More Similar Work Experience] - Experience in new construction or renovation of exhibition facilities in natural parks (meaning parks defined in Article 2 of the Natural Parks Act), or exhibition facilities in wildlife protection centers, etc. (including water bird/wetland centers and world heritage centers). [Similar Work Experience] - Experience in new construction or renovation of exhibition facilities in museums or zoological gardens. 3) If assigning an assistant engineer who meets the qualifications in 1) and has the construction experience in 2), the assigned chief (supervising) engineer must have the construction experience in 2) or, in lieu thereof, have the following construction experience (experience as an engineer in a joint venture is limited to cases where the member's investment ratio is 20% or more). Must have construction experience as a chief (supervising) engineer for exhibition/interior finishing works ordered by the Ministry of the Environment since FY2021. Furthermore, for experience in works ordered by the Ministry of the Environment, those with a total evaluation score of less than 65 points are excluded. 4) For supervising engineers, must possess a supervising engineer's license and a certificate of completion of supervising engineer training. (7) Must not have been subject to a suspension of bidding or other measures based on the "Measures for Suspension of Bidding, etc. related to Public Works Contracts" (Environmental Affairs Bureau Notification No. 9, January 6, 2001) by the Ministry of the Environment during the period from the submission deadline of the qualification confirmation application form (hereinafter referred to as "Application Form") and qualification confirmation documents (hereinafter referred to as "Documents") to the bid opening. (8) Must not be a contractor who received the design work for the work specified in 1) (1) above, or a construction company that is related to such contractor in terms of capital or personnel. (9) There must be no capital or personnel relationship between the bidders. (10) Must not be a person who has been requested by the police authorities to be excluded from public works ordered by the Ministry of the Environment, as a person whose management is substantially controlled by a member of a crime syndicate or equivalent, and such state must not be continuing. (11) Technical proposals for comprehensive evaluation must be appropriate. (12) Must not be a construction contractor who has failed to fulfill the reporting obligations specified below (excluding those for whom such obligations do not apply). - Obligation to report under Article 48 of the Health Insurance Act (Law No. 70 of 1922). - Obligation to report under Article 27 of the Employees' Pension Insurance Act (Law No. 115 of 1954). - Obligation to report under Article 7 of the Employment Insurance Act (Law No. 116 of 1974). 3. Matters Concerning Comprehensive Evaluation (1) The evaluation items for comprehensive evaluation of this work are as follows: 1) Construction Plan: Construction plan related to quality control and process control. 2) Corporate Technical Capabilities, etc. A. Corporate Construction Capabilities (a) Similar work experience (b) Construction performance (c) Awards, etc. (d) Local knowledge (geographical conditions) (e) Local contribution (activity record during disasters, etc.) (f) Status of initiatives for promoting work-life balance, etc. B. Assigned Engineer's Construction Capabilities (a) Similar work experience and position (b) Construction performance (c) Awards, etc. (d) Status of continuing education (CPD and CPDS) initiatives. C. Implementation of wage increases. (2) Comprehensive Evaluation Method 1) Standard Score: A standard score of 100 points will be given if the required conditions described in the tender documents, etc., can be met for this work. 2) Additional Points: Additional points will be given by evaluating each item shown in (1) above. 3) Evaluation Value: Comprehensive evaluation of performance, etc., presented as non-price factors and price will be conducted using the evaluation value, which is obtained by dividing the sum of the standard points and additional points obtained from 1) and 2) above by the bidder's bid price, for bidders whose bids are within the limit of the estimated price. Evaluation Value = (Standard Points + Additional Points) / Bid Price (3) Method of Determining the Successful Bidder 1) The successful bidder will be the bidder who meets all the requirements from (a) to (b) below and has the highest evaluation value calculated according to (2) above. However, if it is recognized that the contract cannot be performed in accordance with its content by the bidder who should be the successful bidder due to their bid price, or if it is recognized that concluding a contract with that bidder would be significantly inappropriate and disrupt the order of fair trade, another bidder who has bid meeting all the minimum required conditions set by the contracting party within the limit of the estimated price and has the highest evaluation value may be selected as the successful bidder. (a) The bid price must be within the limit of the estimated price. (b) The proposal must meet the minimum required conditions (standard proposal). 2) If there are two or more bidders with the highest evaluation value in 1), the successful bidder will be determined by drawing lots among them. 4. Implementation Precautions Adhere to the construction plan submitted and approved in advance during actual construction. If the approved construction plan is not followed due to the contractor's responsibility, points specified in the tender documents will be deducted from the construction performance evaluation score. 5. (3) Method of Preparation and Submission of Application Form and Documents: Prepare the Application Form and Documents in accordance with the formats and notes indicated in the tender documents and submit them via the electronic procurement system. However, with the approval of the contracting party, they may be submitted in paper form by hand or mail. If submitting by mail, only methods that leave a delivery record, such as registered mail, are permitted. The deadline for bid submission is as follows: 1) Deadline for bids via electronic procurement system: September 7, 2026 (Monday) at 9:59 AM. 2) Deadline for submission by hand: September 4, 2026 (Friday) at 5:00 PM. Submission location: Same as 5.(1) above. 3) Bid opening: September 7, 2026 (Monday) at 10:00 AM. In-person bid opening will not be held. 6. Other (1) The language and currency to be used in the contract procedures shall be Japanese and the Japanese currency, respectively. (2) Bid Bond and Contract Deposit 1) Bid Bond: Exempt. 2) Contract Deposit: Required. However, a guarantee from a financial institution or guarantee company (contracting authority: Kyushu Regional Environmental Office) may be substituted for the contract deposit. Furthermore, the contract deposit will be waived if a public works performance guarantee bond is provided or a performance guarantee insurance contract is concluded. The amount of the contract deposit, guarantee amount, or guaranteed amount shall be 1/10 or more of the contract price. However, for contracts with parties who have undergone the investigation stipulated in Article 86 of the Budget Execution Order (low-bid price investigation), the amount of the contract guarantee shall be 3/10 or more of the contract price. (3) Invalid Bids: Bids submitted by persons who do not meet the participation qualifications stated in this announcement, bids with false statements in the application form or documents, and bids that violate the conditions of bidding are invalid. (4) For contracts with parties who have undergone a low-bid price investigation, Article 35, Paragraph 1 of the separate contract draft shall be changed from "4/10" to "2/10", and Paragraphs 5, 6, and 7 shall also be applied accordingly with ratio changes. (5) Confirmation of Assigned Supervising Engineer, etc.: If a violation of the full-time assignment of the planned supervising engineer, etc., is confirmed by CORINS or other means after the successful bidder is determined, the contract may not be concluded. Replacement of the application form will not be permitted except in cases approved as unavoidable due to various circumstances. (6) For works requiring the full-time assignment of a chief or supervising engineer, when contracting at a price below the investigation standard price, an engineer meeting equivalent requirements may be required in addition to the chief or supervising engineer. (7) Requirement for Contract Creation: Required. (8) Whether to conclude a subcontract for other works directly related to this work with the contractor of this work by private contract: No. (9) Contact point for obtaining related information: Same as 5.(1) above. (11) Invalid Bids: 1) Bids submitted by persons who do not meet the participation qualifications stated in this announcement, bids with false statements in the application form or documents, and bids that violate the conditions of bidding are invalid. 2) If a successful bidder has submitted an invalid bid, the award decision will be revoked. 3) Even if a person has been confirmed to have the necessary qualifications by the contracting officer, etc., if they do not have the qualifications listed in 2) at the time of bid opening, they will be considered to not have the necessary qualifications.
