Construction Overview (1) Project Name: Fiscal Year 2025 (Carryover) Yoshino-Kumano National Park Tenjinzaki Park Rest Area Shelter Improvement Construction (Electronic Procurement Applicable Project) (2) Project Location: Tenjinzaki, Tanabe City, Wakayama Prefecture (3) Construction Details: Shelter installation work 1 set (4) Construction Period: Until January 29, 2025 (Friday) (5) For this construction, submission of documents, bidding, etc., will be conducted through the electronic procurement system. Competitive Bidding Qualifications (1) Must not fall under the provisions of Article 70 and Article 71 of the Budget, Settlement, and Accounting Order (hereinafter referred to as "Budget Order"). (2) Must be a qualified general bidder in the Ministry of the Environment for Fiscal Years 2025-2026 with a "C" or "D" grade in "Building Construction" for the Kinki region as of the bid opening date. For those for whom commencement of reorganization proceedings has been filed under the Corporate Reorganization Act (Act No. 154 of 2002) or commencement of rehabilitation proceedings has been filed under the Civil Rehabilitation Act (Act No. 225 of 1999), re-certification of general competitive bidding qualifications based on procedures separately determined by the Ministry of the Environment must be obtained after the decision to commence proceedings. (3) Must not be a person for whom commencement of reorganization proceedings has been filed under the Corporate Reorganization Act or commencement of rehabilitation proceedings has been filed under the Civil Rehabilitation Act (excluding those who have obtained re-certification under (2) above). (4) Must have experience in constructing the same type of work as specified below, as a prime contractor, completed and delivered on or after Fiscal Year 2023 (for members of joint ventures, experience is limited to cases where the investment ratio is 20% or more). For ongoing construction joint ventures, at least one member must have experience as a prime contractor in the same type of work as specified below, completed on or after Fiscal Year 2023. Same type of work: Construction experience for building (new construction) projects ordered by the national government, prefectures, or municipalities. Projects less than 5,000,000 yen are excluded. (5) Must be able to assign a chief technician or supervising technician who meets the following criteria exclusively to the construction site: 1) Must be a Class 1 or Class 2 Architectural Construction Management Engineer or possess equivalent or higher qualifications. For chief technicians, they must possess the qualifications specified below. - Qualifications specified in Article 7, Item 2 (a), (b), or (c) of the Construction Industry Act. (Refer to Article 7-3 of the Order for Enforcement of the Construction Industry Act and Ministry of Land, Infrastructure, Transport and Tourism Public Notice No. 1424 (December 16, 2002)). 2) Must have experience in the work specified in (4) above since Fiscal Year 2023. However, if it is determined that the bidder who would be the successful bidder may not be able to perform the contract in accordance with its terms due to the bid price, or if it is deemed significantly inappropriate to conclude the contract with that bidder as it would disrupt fair trade order, the bidder who submitted the lowest bid within the limit of the estimated price among other bidders may be selected as the successful bidder.
