Building Overview: (a) Central Lodge: 1-story wooden building, total floor area 248.76㎡ (b) Cooking Facility: 1-story wooden building, total floor area 67.84㎡ (c) Public Toilet B: 1-story wooden building, total floor area 50.4㎡ (d) Public Toilet C: 1-story wooden building, total floor area 50.4㎡ (e) Second Parking Lot Public Toilet: 1-story wooden building, total floor area 39.6㎡ Construction Type: Building construction, electrical equipment installation, mechanical equipment installation (4) Construction Period: From the day after the contract is concluded until February 26, 2027 (Friday) (5) Construction Implementation Method 1) This construction is a comprehensive evaluation and award method (Type II construction capability evaluation) where the contractor is selected by comprehensively evaluating factors other than price, such as the company's technical capabilities and the capabilities of its engineers, submitted at the time of bidding, along with the price. 2) For this construction, the submission of documents and bidding will be conducted through the electronic procurement system. However, if it is difficult to use the electronic procurement system, paper bidding may be substituted with the consent of the contracting authority. For consent to paper bidding, submit a request for consent to the department in charge as described in 4. (1) below. 3) This construction is subject to the obligation to implement separate demolition and recycling of specified construction material waste, etc., in accordance with the "Law for Promoting the Recycling of Materials in Construction Work" (Law No. 104 of 2000). 4) This construction is subject to the low bid price investigation system. 5) This construction allows for the assignment of engineers to assist the chief engineer or supervising engineer on a full-time basis, to improve the technical skills of engineers with limited site experience (hereinafter referred to as "full-time assistants"). Competition Participation Qualifications (1) Not applicable to individuals falling under the provisions of Article 70 and Article 71 of the Public Finance Act (hereinafter referred to as "PPC"). (2) Must be certified as a general competitive bidder for building construction (Grade B or C) by the Ministry of the Environment by the time of bid opening. For companies undergoing rehabilitation proceedings under the Company Rehabilitation Act (Act No. 154 of 2002) or reconstruction proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999), re-certification of general competitive bidding qualifications must be obtained according to procedures separately defined by the Ministry of the Environment after the decision to commence proceedings. (3) Must have a head office, branch office, or business office with a license for general building construction work under the Construction Industry Act within the jurisdiction of the Kyushu Regional Environmental Office. (4) Not a company that has filed for commencement of rehabilitation proceedings under the Company Rehabilitation Act or commencement of reconstruction proceedings under the Civil Rehabilitation Act (excluding those who have obtained re-certification as per (2) above). (5) Must have construction experience of completed works as the prime contractor since FY2011 that meet the following requirements. When applying as a sole entity using the construction experience of a joint venture, the share of investment must be 20% or more. For works ordered by the Ministry of the Environment, the total evaluation score must not be less than 65 points. (7) Must not have been subject to suspension of designation based on the "Measures for Suspension of Designation, etc. for Public Works Contracts with the Ministry of the Environment" (Environmental Affairs No. 9, January 6, 2001) during the period from the submission deadline of the qualification confirmation application form (hereinafter referred to as "Application Form") and qualification confirmation documents (hereinafter referred to as "Documents") to the bid opening. However, a guarantee from a financial institution or guarantee company (handling office: Kyushu Regional Environmental Office) may be substituted for the payment of the contract security. Furthermore, if a guarantee bond for public works performance or a performance guarantee insurance contract is provided, the contract security will be waived. The amount of the contract security, guarantee amount, or guaranteed amount shall be 1/10 or more of the contract price. However, for contracts with parties who have undergone investigation under Article 86 of the PPC (low bid price investigation), the amount of contract security shall be 3/10 or more of the contract price. (3) Invalid Bids: Bids submitted by persons who do not meet the competition participation qualifications indicated in this announcement, bids with false statements in the application form or documents, and bids that violate the conditions of bidding are invalid. (4) For contracts with parties who have undergone low bid price investigation, Article 35, Paragraph 1 of the separate contract draft shall be changed from "1/10" to "2/10", and Paragraphs 5, 6, and 7 shall also be adjusted accordingly.
