However, if it is difficult to use the electronic procurement system, paper bidding may be substituted with the approval of the contracting authority. Competitive participation qualifications: (1) Applicants must not be subject to the provisions of Articles 70 and 71 of the Budget, Settlement, and Accounting Order (hereinafter referred to as "Budget Execution Order"). (2) By the time of bid opening, applicants must be certified as general competitive bidders for Reiwa 07/08 by the Ministry of the Environment with Grade A or B certification for nature-conserving construction projects. For those who have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (Act No. 154 of 2002) or for commencement of reconstruction proceedings under the Civil Reconstruction Act (Act No. 225 of 1999), they must have obtained re-certification of general competitive bidding qualifications based on procedures separately defined by the Ministry of the Environment after the decision to commence proceedings. (3) Applicants must have a head office, branch office, or business office with a license for civil engineering construction work or landscaping work under the Construction Industry Act within the jurisdiction of the Kyushu Regional Environmental Office. (4) Applicants must not be those who have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act or for commencement of reconstruction proceedings under the Civil Reconstruction Act (excluding those who have obtained re-certification as per (2) above). (5) Applicants must have construction experience of completed projects as the prime contractor since Reiwa 23 (2011) that meet the following requirements. If applying as an individual using the experience of a joint venture, it is limited to cases where the share ratio is 20% or more. For projects ordered by the Ministry of the Environment, projects with a total evaluation score of less than 65 points are excluded. (7) Applicants must not be subject to suspension of bidding measures based on the "Measures for Suspension of Bidding, etc. in Public Works Contracts" (Notice No. Kaihatsu 9 of January 6, 2001) from the Ministry of the Environment during the period from the deadline for submission of the competitive participation qualification application (hereinafter referred to as "Application") and competitive participation qualification verification documents (hereinafter referred to as "Documents") to the bid opening. (8) Applicants must not be the contractor for design work, etc. related to the construction specified in 1(1) above, or a construction company related to such contractor in terms of capital or personnel. (9) There must be no capital or personnel relationship between bidders. (10) Applicants must not be those who have been requested by the police authorities to be excluded from public works ordered by the Ministry of the Environment as entities substantially controlled by members of organized crime groups or equivalent, and such status must be ongoing. (11) Technical proposals for comprehensive evaluation must be appropriate. Implementation of wage increases (2) Comprehensive evaluation method: 1) Standard points: If the requirements described in the bid explanation document, etc. can be met for this construction project, 100 standard points will be awarded. 2) Additional points: Evaluate each item listed in (1) above and award additional points. 3) Evaluation value: Comprehensive evaluation of performance, etc. presented as factors other than price and price will be conducted using the value obtained by dividing the total of standard points and additional points obtained from 1) and 2) above by the bid price of the bidder (hereinafter referred to as "evaluation value") for bidders within the limit of the estimated price. Evaluation value = (Standard points + Additional points) / Bid price. (3) Method of determining the successful bidder: 1) The successful bidder will be the bidder with the highest evaluation value calculated according to (2) above, who meets the requirements of (a) and (b) below. However, if it is recognized that the contract may not be performed in accordance with its content by the bidder who would be the successful bidder, or if it is deemed significantly inappropriate to conclude a contract with that bidder due to the risk of disrupting the order of fair trade, the successful bidder may be another bidder who bid meeting all minimum requirements set by the contracting authority within the limit of the estimated price, and has the highest evaluation value. Other: (1) The language and currency used in the contract procedures shall be Japanese and Japanese currency, respectively. (2) Bid bond and contract deposit: 1) Bid bond: Exempted. 2) Contract deposit: Required. However, a guarantee from a financial institution or guarantee company (handling authority: Kyushu Regional Environmental Office) may be substituted for the contract deposit. Furthermore, if a public works performance guarantee bond is provided or a performance guarantee insurance contract is concluded, the contract deposit will be exempted. The amount of the contract deposit, guarantee amount, or guaranteed amount shall be 10% or more of the contract price. However, for contracts with parties who have undergone investigation under Article 86 of the Budget Execution Order (low-bid price investigation), the amount of the contract guarantee shall be 30% or more of the contract price. (3) Invalid bids: Bids submitted by those who do not have the competitive participation qualifications indicated in this announcement, bids with false statements in applications or documents, and bids that violate the bidding conditions are invalid. (4) For contracts with parties who have undergone low-bid price investigation, "4/10" in Article 35, Paragraph 1 of the separate contract draft shall be changed to "2/10", and Paragraphs 5, 6, and 7 shall be applied accordingly.
