Work Outline (1) Work Name: Authorized Officer for Expenditure: Director of Kobe Prison, Yuichiro Kushibiki Reiwa 7 Fiscal Year Kobe Prison Laundry Factory Steam Pipe Renovation Work (2) Work Location: 120 Morita Okubo-cho, Akashi City, Hyogo Prefecture, Kobe Prison (3) Work Content: This work is the renovation of steam pipes in the laundry factory section of the administration factory building. (4) Work Period: Until January 15, Reiwa 9 (5) Major Materials and Equipment Used: Specifications, etc. (6) For matters not specified in the drawings and special specifications, "Standard Specifications for Renovation Work of Public Buildings (Mechanical Equipment Work Edition) Reiwa 7 Edition" supervised by the Director-General's Secretariat, Building Department, Ministry of Land, Infrastructure, Transport and Tourism shall apply. However, for items not covered by the Standard Specifications for Renovation Work of Public Buildings, the "Standard Specifications for Construction Work of Public Buildings (Mechanical Equipment Work Edition) Reiwa 7 Edition" supervised by the Director-General's Secretariat, Building Department, Ministry of Land, Infrastructure, Transport and Tourism, and the "Standard Drawings for Mechanical Equipment Work of Public Buildings" supervised by the Director-General's Secretariat, Equipment and Environment Division, Ministry of Land, Infrastructure, Transport and Tourism, shall apply. (7) The bidding procedures for this project will be conducted through the Electronic Procurement System (Government Electronic Procurement (GEPS) (https://www.geps.go.jp/)).
However, if it is difficult to use the Electronic Procurement System, written procedures for bid participation and bidding may be permitted with the approval of the authorized officer for expenditure (hereinafter referred to as "Paper Bidding Method" in this tender procedure).
2. Competitive Participation Qualifications (1) Persons who do not fall under the provisions of Article 70 and Article 71 of the Budget, Revenue, and Expenditure Control Law (hereinafter referred to as "Yokei-rei"). Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion fall under the special circumstances in Article 70 of Yokei-rei.
(2) Must have obtained certification for general competitive participation qualifications in the piping work category C (comprehensive score less than 850) for Reiwa 7/8 fiscal years from the Ministry of Justice (For those who have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Law (Act No. 154 of 2002) or for commencement of rehabilitation proceedings under the Civil Rehabilitation Law (Act No. 225 of 1999), re-certification of general competitive participation qualifications based on procedures separately determined by the Ministry of Justice after the decision to commence proceedings is required).
(3) Not a person who has filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Law or for commencement of rehabilitation proceedings under the Civil Rehabilitation Law (excluding those who have obtained re-certification as per 2(2) above).
(4) Not subject to a bid suspension based on the "Notice on the Establishment and Operation of Measures such as Bid Suspension for Construction Contracts" dated January 23, Reiwa 7, Ministry of Justice Accounting Bureau Notification No. 191, during the period from the submission deadline of the competitive participation qualification confirmation application form (hereinafter referred to as "Application Form") to the bid opening.
(5) No capital or personnel relationship between bidders (refer to tender explanation document).
(6) Not a company that is requested to be excluded by the police authorities as being substantially managed by a yakuza or equivalent, and not deemed unsuitable as a contract counterparty by the Director of the Facilities Division, Minister's Secretariat, Ministry of Justice.
(7) For construction work ordered by the Ministry of Justice, if the contract price was below the investigation standard price based on Article 85 of Yokei-rei and the construction performance evaluation score was less than 65 points, the period from the day after the notification of the construction performance evaluation score to the date of the tender announcement for construction work ordered by the Ministry of Justice must have elapsed by one month.
3. Acquisition Method: (a) The tender explanation document (excluding drawings attached to the tender explanation document) can be delivered at the above (1) or downloaded from the Electronic Procurement System (http://www.moj.go.jp/chotatsu_kensetsu_chotatsujyoho_homu.html). (b) Drawings attached to the tender explanation document can only be obtained at the above (1) (from 9:00 AM to 5:00 PM, excluding noon to 1:00 PM, excluding administrative holidays as defined in Article 1 of the Act on Holidays of Administrative Organs (Act No. 91 of 1988)). Please be sure to obtain them (these drawings cannot be obtained through the Electronic Procurement System mentioned in (a) above). For paper bidding, submit in person at the location specified in (1) above (excluding noon to 1:00 PM) or by mail (registered mail only, must arrive within the submission period).
(4) Tender and Bid Opening Date/Time and Location, and Tender Form Submission Method a. Tender: (a) Tender Submission Deadline: Monday, August 3, Reiwa 8, until 3:00 PM. (b) Tender Submission Method: Via the Electronic Procurement System. For paper bidding, submit in person at the location specified in (1) above or by mail (registered mail only, refer to example in 12(2) of tender explanation document, must arrive within the submission period). b. Bid Opening: (a) Bid Opening Date and Time: Tuesday, August 4, Reiwa 8, 11:00 AM. (b) Bid Opening Location: Kobe Prison, 3rd Floor Conference Room, 120 Morita Okubo-cho, Akashi City, Hyogo Prefecture, 674-0061.
4. Other (1) Language, currency, time, and units used in the procedures shall be Japanese, Japanese Yen, Japan Standard Time, and units according to the Measurement Act (Act No. 51 of 1992), respectively.
(2) Bid Bond: Waived.
(3) Contract Deposit: To be paid (Depository Bank: Bank of Japan Kobe Branch (Sumitomo Mitsui Banking Corporation Kobe Branch)). However, the payment of the contract deposit may be substituted by providing interest-bearing government bonds (Custody of Securities Depository Bank: Bank of Japan Kobe Branch (Sumitomo Mitsui Banking Corporation Kobe Branch)) or by a guarantee from a financial institution or guarantee company. Furthermore, if a performance guarantee bond for public works is provided or a performance guarantee insurance contract is concluded, the payment of the contract deposit will be waived.
(4) Invalid Bids: Bids made by persons who do not have the competitive participation qualifications stated in this announcement, bids made by persons who have submitted false information in the application form or supporting documents, and bids that violate the tender conditions shall be deemed invalid.
(5) Method of Determining the Successful Bidder: The bidder who submits the lowest valid bid within the limit of the estimated price prepared based on Article 79 of Yokei-rei shall be the successful bidder. However, if it is deemed that the contract content may not be fulfilled by the successful bidder candidate, or if it is deemed significantly inappropriate to conclude a contract with that person as it would disrupt the order of fair trade, the bidder who submitted the lowest bid among other bidders who submitted bids within the limit of the estimated price may be selected as the successful bidder.
If the bid price of the successful bidder candidate falls below the investigation standard price based on Article 85 of Yokei-rei, an investigation under Article 86 of Yokei-rei will be conducted.

(10) Participation by Persons Not Certified for General Competitive Participation Qualifications: Persons not certified for general competitive participation qualifications as listed in 2(2) may also submit an application form according to 3(3), but to participate in the competition, they must obtain certification for the said qualification and undergo qualification confirmation by the time of bid opening.
