August 4, 2026 Contracting Officer: Governor of Hyogo Prefecture, Motohiko Saitou 1. Procurement Details (1) Procurement Goods and Quantity: Medium-sized school buses (touring type) for prefectural special needs schools, 7 units (2) Characteristics of Procurement Goods, etc.: The procurement goods shall have the characteristics, etc. specified in the tender documents by the contracting officer. (3) Delivery Deadline: March 19, 2027 (Friday) (4) Delivery Place: Mukogawa Special Needs School in Hyogo Prefecture, and 4 other schools (details in the specifications) (5) Tender Method: The goods in (1) above will be put up for tender. When determining the successful bidder, the successful bid price will be the amount obtained by adding 10% of the bid amount to the bid amount (if there is a fraction of less than 1 yen, that fraction will be rounded down). Therefore, bidders shall submit their bids with an amount equivalent to 100/110 of their estimated contract desired amount, regardless of whether they are taxable or tax-exempt for consumption tax and local consumption tax. 2. Eligibility for General Competitive Tender (1) Those registered in the list of eligible bidders for goods by Hyogo Prefecture (hereinafter referred to as "the Prefecture"), or those not registered but who apply to the Treasury Bureau, Goods Management Division during the application period and are certified as eligible bidders for goods by the bid opening date. (2) Those who are not subject to qualification restrictions based on the Hyogo Prefecture's tender participation qualification restriction standards in accordance with the provisions of Article 167-4 of the Local Autonomy Act Enforcement Regulations (Cabinet Order No. 16 of 1947). (3) Those who have not been suspended from bidding based on the Prefecture's bid suspension standards as of the application deadline and the bid date for the procurement. (4) Those for whom no petition for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (Act No. 154 of 2002) or commencement of reorganization proceedings under the Civil Reorganization Act (Act No. 225 of 1999) has been filed. 3. C. Date and place of tender/bid opening: Friday, September 11, 2026, 2:00 PM Bid opening room, 8th floor, Building No. 3, Hyogo Prefectural Government Building D. Deadline for submission of tender documents: Submit the tender documents directly to the place of tender/bid opening at the time and date specified in C above. However, for tenders submitted by mail or by mail services (hereinafter referred to as "mail, etc.") by a private business operator as defined in Article 2, Paragraph 6 or 9 of the Act on Delivery of Mail by Private Business Operators (Act No. 99 of 2002), they must arrive at the place specified in A above by 5:00 PM on Thursday, September 10, 2026. Bid opening date and time and place shall be the same as in (1) C above. 4. Specification confirmation: (1) Those wishing to participate in this general competitive tender must confirm the conformity of the goods to be tendered with the specifications as follows: A. Reception period: From Wednesday, August 5, 2026 to Friday, August 28, 2026 (excluding prefectural holidays) from 9:00 AM to 4:00 PM (for in-person submissions, excluding 12:00 PM to 1:00 PM). For submissions via the electronic bidding system, submit between 9:00 AM and 8:00 PM on Wednesday, August 5, 2026 to Tuesday, August 18, 2026 (excluding prefectural holidays) (however, until 4:00 PM on Tuesday, August 18, 2026). B. Reception place: Same as 3 (1) A above. C. Documents to be submitted: (a) Specification confirmation application form (b) Catalog, etc. that confirms compliance with specifications D. Submission method: Submit via the electronic bidding system, in person, or by FAX. E. Confirmation results: Will be notified by 5:00 PM on Friday, September 4, 2026. (2) Bidders shall respond if requested by the contracting officer for explanations regarding the documents submitted in (1) C above, at any time up to the day before the bid opening date. (3) Bidders shall bid with goods approved in (1) E above. 5. Other: (1) Language and currency used in contract procedures: Japanese language and Japanese currency. (2) Bid security: A bid security of 5% or more of the contract desired amount (amount obtained by adding consumption tax and local consumption tax equivalent to the bid amount) must be paid by 12:00 PM on Wednesday, September 9, 2026. However, if a bid bond insurance contract with the Prefecture as the insured is concluded with an insurance company, the insurance certificate shall be submitted in lieu of the bid security. (3) Contract security: A contract security of 10% or more of the contract amount must be paid by the contract conclusion date. However, contract security may be waived if a performance bond insurance contract with the Prefecture as the insured is concluded with an insurance company and the insurance certificate is submitted in lieu of the contract security, or if a "Pledge of Allegiance (Pledge of Allegiance Regarding Waiver of Contract Security)" is submitted, or if the contract amount is 2 million yen or less. (4) Conditions for bidding: A. Bids shall be submitted in person or by mail, etc. at the specified date and time and place, or by electronic bidding. B. Bid security of the specified amount (including provision of collateral in lieu of bid security) must be paid by the specified date and time. However, if a bid bond insurance certificate is submitted in lieu of bid security, the insurance period must extend until Friday, October 2, 2026. C. Bids submitted by a bidder or their agent for the same item shall not be more than two. D. Bids submitted by a person acting as an agent for another bidder or for two or more bidders in the same item shall not be accepted. E. Bids found to have been made through collusion or other fraudulent acts shall be invalid. F. The bid form must include the bid amount and the bidder's name, and the bid amount must be clear. If an agent is bidding, the agent's name must be on the bid form (excluding electronic bidding). G. If an agent is bidding, they must be reported to the bid executor by the start of the bidding. For electronic bidding, only pre-approved agents are permitted. H. The bid amount written on the bid form must not be corrected (excluding electronic bidding). I. Those who can participate in a re-bid are: (a) Those who participated in the initial bid and submitted a valid bid. (b) Among those whose bids were invalidated in the initial bid for violating the conditions from A to H above, those other than those invalidated for violating A, E, or O. (5) Invalid bids: Bids submitted by persons not eligible for general competitive tender as indicated in this announcement, bids that do not meet the specifications, bids submitted with false information, and bids that violate the tender conditions shall be invalid.
