Matters subject to tender: (1) Work Name: Ebetsu City Public Sewerage Pipeline Facility Renovation and Renewal Work, Part 7 (2) Work Location: Within Midori-cho, Ebetsu City (3) Work Period: From the date of contract conclusion to January 12, Reiwa 9. (4) Estimated Price: ¥15,675,000 (Bid comparison price: ¥14,250,000) (5) Work Outline: Relaying (excavation) combined sewer pipe φ250 L=31m, φ350 L=54m. (6) Other: This work is subject to the Ebetsu City Waterworks Department Zero Carbon Trial Work Implementation Guidelines, which aim to promote initiatives contributing to carbon neutrality proposed by the contractor. The contractor may propose initiatives contributing to carbon neutrality to the Ebetsu City Waterworks Department after the contract is concluded, and implement them after review by the construction supervisor. The cost of these initiatives shall be borne by the contractor. This work is also subject to the two-day weekend work implementation guidelines stipulated in the Ebetsu City Waterworks Department Two-Day Weekend Work Implementation Guidelines. For details, please refer to the special specifications. 2. Ordering Method: Individual contractor. 3. Conditions required for applicants: Applicants must meet all of the following requirements. (1) Must be listed in the civil engineering works category of the Ebetsu City Construction and Other Competitive Bidding Participant List for Reiwa 7 and 8. (2) Must have a B rank grading for civil engineering works in Ebetsu City for Reiwa 7 and 8. (3) Must have a business office in Ebetsu City, registered as an applicant or authorized representative with that business office (local contractor). (4) Must not have been suspended from bidding under the Ebetsu City Waterworks Department Competitive Bidding Participant Designation Suspension etc. Measures Ordinance (including those whose suspension period has passed by the date of this notice) from the date of this notice to the date of bid execution for this work. (5) Must not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Showa 22, Order No. 16). (6) Must have 4 or more years of business experience since obtaining permission for the construction industry type corresponding to this work under the Construction Industry Act. (7) Must have construction experience in works recognized as similar to this work (prime contractor/joint venture). (8) Must be able to assign a supervising engineer or a chief engineer with a national qualification (employed for 3 months or more prior to the application date) corresponding to the construction industry type for this work to the site, and be able to assign a site supervisor to the construction site. (9) There must be no relationship between bidders that falls under any of the following criteria. However, this does not apply to joint ventures where all members falling under the criteria are other than the representative. A. Capital Relationship: In the case of two companies falling under any of the following. However, this excludes cases where the subsidiary or one of the subsidiaries is a rehabilitation company, etc. (a) Relationship between a parent company and a subsidiary. (b) Relationship between subsidiaries sharing the same parent company. B. Personnel Relationship: In the case of two companies falling under any of the following. However, excluding case (a) when one of the companies is a rehabilitation company, etc. (a) When a director of one company also serves as a director of the other company. However, this excludes directors who are audit committee members in companies with audit committees as defined in Article 2, Item 11-2 of the Companies Act, directors in companies with nomination committees, etc. as defined in Article 2, Item 12 of the Companies Act, outside directors as defined in Article 2, Item 15 of the Companies Act, and directors who are not to execute business pursuant to the provisions of Article 348, Paragraph 1 of the Companies Act or the articles of incorporation. (3) Answers to the questions in (2) will be sent to all recipients who received the design documents under (1). 6. Bidding Method: (1) Bidding shall be conducted by mail. (Refer to the "Ebetsu City Waterworks Department Mail-in Bidding Manual".) (2) Bidders must fill in the prescribed bid form and submit it in an envelope. (Submission of breakdown of estimated costs: Required). (3) For the determination of the successful bidder, the amount obtained by adding 10% of the amount written on the bid form to that amount (if there is a fraction of less than 1 yen, that fraction shall be rounded down) will be the successful bid price. Therefore, bidders must write on the bid form the amount equivalent to 100/100 of their estimated contract desired price, regardless of whether they are a taxable or non-taxable business for consumption tax. Minimum Limit Price: This work is subject to the minimum limit price setting in accordance with the Ebetsu City Waterworks Department Minimum Limit Price System Implementation Guidelines. 8. Invalid Bids: Bids falling under any of the following shall be invalid: (1) Bids falling under any of the items in Article 12 of the Ebetsu City Contract Regulations. (2) Bids made by persons who do not meet the conditions specified in this notice. (3) Bids made by persons who have made false statements in their application documents. 9. Bid Security and Contract Security: (1) Bid security is waived. (2) The contract security deposit shall be paid in an amount of 10% or more of the contract amount for the work, in accordance with the provisions of Article 28 of the Ebetsu City Contract Regulations. However, the contract security deposit will be waived if the successful bidder falls under any of the following: A. When a performance guarantee insurance contract with the city as the insured has been concluded with an insurance company, and the insurance policy has been submitted. B. When a construction performance guarantee contract with the city as the obligee has been concluded with an insurance company, and the guarantee certificate has been submitted. C. When a guarantee contract with the city as the contracting party has been concluded with a financial institution or guarantee company, and the guarantee letter has been submitted. 10. Determination and Notification of Successful Bidder: (1) The bidder who submits the lowest bid within the limit of the estimated price (excluding those disqualified by the minimum limit price system; if there are two or more bidders with the same lowest price, the first-ranked bidder by drawing lots. Same applies below) shall be the successful bid candidate, and the award will be reserved. (The successful bid candidate will be contacted by phone.) (2) The successful bid candidate must submit the following bidding qualification review documents to the Ebetsu City Waterworks Department, General Affairs Division, General Affairs Section by the specified date. A. Deployed Technician Experience Statement. B. Proof of qualifications and employment for deployed technicians. C. Statement of Specific Relationships (Can be omitted if no changes from the one submitted during the Ebetsu City Competitive Bidding Qualification Application). * Other documents may be requested as necessary. (3) After reviewing the content of the bidding qualification review documents, if deemed to have bidding qualifications, the successful bid candidate will be determined as the successful bidder. (4) If the successful bid candidate is deemed not to have bidding qualifications, the next ranked bidder will be sequentially reviewed until a qualified person is confirmed. (5) The successful bidder will be contacted by phone. Bids from those deemed not to have bidding qualifications will be invalidated, and notification will be sent in writing with the reason. (6) If the successful bidder is deemed not to have bidding qualifications, they may request an explanation in writing within 5 days (excluding holidays) from the date of receiving the notification in the preceding item. (7) When an explanation is requested, a written response will be provided within 3 days from the date of receiving the written request. (8) If the successful bidder is subjected to Exclusion Measures before the contract conclusion, the award decision will be revoked, and the affected party will be notified. 12. Requirement for Contract Creation: Required. 13. Payment Terms, etc.: (1) Advance Payment: Yes (up to 40% of the contract amount). (2) Intermediate Advance Payment: Yes (up to 20% of the contract amount). (3) Partial Payment: No. 14. Other: (1) Bidders must comply with the Ebetsu City Contract Regulations, bidding instructions, and other relevant laws and regulations, in addition to the provisions of this notice. (2) This work is subject to mandatory separate demolition, etc., based on Article 9 of the Act on Recycling, etc. of Construction Materials (Heisei 12, Act No. 104). Therefore, when concluding the contract, the costs required for recycling, etc., the costs required for demolition work, the methods for separate demolition, etc., and the names and locations of facilities for recycling, etc., must be stated in the contract. Bidders should estimate the costs required for recycling, etc., and demolition work, referring to the specified construction waste materials and removal quantities described in the special specifications, and then submit their bids accordingly.
