Notice of Implementation of Restricted General Competitive Bidding
Restricted general competitive bidding (postal method) will be conducted. In accordance with the provisions of Article 167-6 of the Local Autonomy Act (Showa 22, Cabinet Order No. 16) and Article 5 of the Akashi City Contract Regulations (Heisei 5, Rule No. 10), the following is hereby announced.

1. Subject Business
(1) Business Name: Road Ledger Maintenance Outsourcing
(2) Business Location: Throughout Akashi City
(3) Business Overview:
* Consultation meetings: 1 set
* Certified route network map creation: 1 set
* Road ledger map creation: 1 set
* Other map creation: 1 set
* Road ledger statement creation: 1 set
(4) Performance Period: From the day after the contract is concluded until February 28, Reiwa 9 (2027).
2. Bidding Participation Requirements
(Participants must meet all of the following requirements.)
(1) Must be registered in the Akashi City Bidders Qualification List (Consultants) with the contract type as surveying and the industry classification as "General Surveying".
(2) Must fall under any of the following categories from ① to ④:
① Those registered with their head office in Akashi City (local contractors).
② Those with a branch, business office, etc. in Akashi City and registered to have an agent for contract conclusion at that branch, business office, etc. (quasi-local contractors).
③ Those registered with their head office in Hyogo Prefecture or Osaka Prefecture.
④ Those with a branch, business office, etc. in Hyogo Prefecture or Osaka Prefecture and registered to have an agent for contract conclusion at that branch, business office, etc.
(3) Must be registered under the Survey Act (Showa 24, Act No. 188).
(4) Must have experience as the prime contractor in completing road ledger update work (including both ledger map updates and statement updates) for municipalities with a population of 200,000 or more at the start of the work, between April 1, Heisei 28 (2016) and June 30, Reiwa 8 (2026).
(5) Must have a surveyor registered under the Survey Act who has experience in the work described in (4) above, and can be assigned as the management engineer for this work (full-time assignment is not required).
(6) Must not fall under the provisions of Article 167-4, Paragraph 1 of the Local Autonomy Act.
(7) Must not fall under the provisions of Article 3 of the Akashi City Contract Regulations.
(8) Must not have filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Heisei 14, Act No. 154) or commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Heisei 11, Act No. 225).
However, this does not apply if a decision to commence rehabilitation proceedings or a decision to approve a rehabilitation plan has been made before the application period.
(9) Must not be within the Akashi City bid suspension period.
If a bid suspension measure is received between the announcement date and the bid opening date, the participant will lose their eligibility.
(10) Must have fully paid all Akashi City taxes that were due by the day before the bid opening date.
(11) Must have fully paid national taxes (corporate tax (or income tax for individuals), consumption tax, and local consumption tax) by the day before the bid opening date.
Furthermore, if awarded the contract, must be able to submit a tax certificate proving no national tax arrears by the contract conclusion deadline.
(12) Must be able to participate in the bidding after fully understanding the contents of the design documents, special specifications, etc., and the business details.
3. Design Document Download
(1) Period: Available for download from Tuesday, July 14, Reiwa 8 (2026).
(2) Method: Please download the design document files from the Akashi City website within the above period.
If you cannot download due to communication environment issues, we will copy the files at the Road Safety Office, Road General Affairs Division. Please contact us by phone (078-918-5031) in advance and bring your own recording media such as CD-R (USB memory is not allowed).
4. Questions and Answers Regarding Design Documents, etc.
(1) Those who wish to ask questions regarding the design documents, etc., must submit a question form (specified format) regarding the design documents, etc., to the Road Safety Office, Road General Affairs Division by facsimile within the following period:

(2) Answers to questions will be published on the Akashi City website from 1:00 PM on Wednesday, July 22, Reiwa 8 (2026).
5. Bidding Participation Application
(1) Those who wish to participate must seal the following documents in an A4 size envelope (e.g., size 2) that can hold unfolded documents, and affix an address label (specified format) to the surface of the envelope.
a. Restricted General Competitive Bidding Application Form (Specified Format)
b. Bid Form (Specified Format)
c. Business Cost Breakdown Sheet
d. Business Performance Statement (Specified Format) and copies of contracts, etc., proving business performance.
e. Assigned Management Engineer Statement (Specified Format) and documents (copies) proving participation in the work described in item (4) of "2. Bidding Participation Requirements".
f. Documents (copies) proving the qualifications and employment relationship of the assigned management engineer.
g. Documents (copies) proving registration under the Survey Act.
(2) Submission of envelopes is not permitted in person.
Please mail using a method that can prove delivery by the post office and receipt by Akashi City, such as registered mail (simplified registered mail is also acceptable), as follows:
a. From 1:00 PM on Wednesday, July 22, Reiwa 8 (2026), questions and answers regarding design documents will be posted on the Akashi City website. Please be sure to check this before mailing.
b. The deadline for postal delivery to the Road Safety Office, Road General Affairs Division is Wednesday, July 29, Reiwa 8 (2026). Items arriving after this deadline will not be accepted.
Furthermore, you cannot appeal against the non-arrival of application documents due to postal accidents, etc.
c. On the day of mailing, please send the Restricted General Competitive Bidding Participation Confirmation Form (Specified Format) by facsimile to the Road Safety Office, Road General Affairs Division.

6. Bid Opening Date and Location
(1) Date and Time: Thursday, July 30, Reiwa 8 (2026), 10:00 AM (scheduled)
*Subject to change depending on circumstances.
(2) Location: Akashi City Hall, Main Building, 6th Floor, Conference Room
7. Bid Security: Exempt
8. Contract Security: Must deposit an amount equal to or greater than one-tenth of the contract amount.
However, exemption may be granted in cases falling under each item of Article 25, Paragraph 1 of the Akashi City Contract Regulations.
9. Consumption Tax Handling: Bids should be stated at 100/110 of the desired contract amount (excluding tax).
The contract will be concluded at the winning bid amount plus 10%.
Fractions of less than 1 yen will be rounded down.
10. Payment Terms:

11. Estimated Price (excluding tax): 9,073,000 yen
*Bids exceeding the estimated price will be invalid.
12. Variable Minimum Price Limit: Yes (The method set by the Finance Department Contract Representative will be applied. Bidders whose bids are less than 85% of the average of the valid bids of the 5 lowest bidders will be disqualified.)
13. Submission of a Sworn Statement Regarding Exclusion of Boryokudan (Organized Crime Groups) (Notes on Contract Conclusion):
In accordance with Article 5, Paragraph 1 of the "Akashi City Ordinance on the Exclusion of Boryokudan from Contracts", if the contract amount exceeds 2 million yen, the successful bidder must submit a sworn statement stating that they do not fall under the category of Boryokudan, etc., by the contract conclusion date. If such a sworn statement is not submitted by the contract conclusion deadline, the contract will not be concluded.
In this case, all costs incurred for bidding and contracting cannot be claimed from Akashi City and will be borne by the bidder. Please be aware of this.
Furthermore, a bid suspension measure (3 months) will be imposed in accordance with Article 2, Item 8, Sub-item (a) of the Akashi City Bidder Suspension Standards.
14. Location for Display of Contract Terms, etc.:
Akashi City Contract Regulations, Akashi City Outsourcing Contract Terms, etc., can be viewed at the Finance Department Contract Representative's office and on the Akashi City website (Bidding Corner).
15. Bidding Conditions:
(1) The bid form must arrive by the specified date and time.
(2) The bidder must not have submitted more than two bids for the same item.
(3) The bid must be signed and sealed by the bidder, and the bid content must be clear.
(4) The bid amount must be clear and not have been corrected.
(5) The bid must not be recognized as having been made through collusion or other fraudulent practices.
16. Invalid Bids:
(1) Bids submitted by persons who do not have the necessary qualifications to participate in the bidding.
(2) Bids submitted by persons who obtained qualifications through false applications.
(3) Bids that violate the bidding conditions.
17. Qualification Screening and Bid Award Decision:
(1) All bids will be temporarily held at the bid opening location, and post-qualification screening will be conducted.
(2) Qualification screening will be conducted sequentially starting from the lowest bidder. The bid award will be decided once the screening confirms that the participation requirements are met.
(3) Bid results will be posted on the Akashi City website from Friday, July 31, Reiwa 8 (2026) (scheduled).
18. Other:
(1) If any act of undue demand, etc., as defined in the Akashi City Ordinance on the Promotion of Legal Compliance, etc. (Heisei 22, Ordinance No. 4) is committed, measures will be taken in accordance with the Akashi City Bidder Suspension Standards.
(2) Those who wish to participate in the bidding for this work must first confirm their contractor code, etc., on the contractor registration list posted on the Akashi City website (Bidding Corner) before applying.
(3) Incomplete submission documents will be considered invalid. Therefore, those who wish to participate in the bidding for this work must confirm the application guide posted on the Akashi City website in advance.
(4) If the proper placement of engineers, etc., is a condition, then the proper placement of engineers, etc., will be required at the time of contract conclusion for this bid. If proper placement of engineers, etc., cannot be achieved, measures will be taken in accordance with the Akashi City Bidder Suspension Standards.
(5) If any fraudulent act, such as false statements, is discovered in the documents required for bidding participation, measures will be taken in accordance with the Akashi City Bidder Suspension Standards.
(6) Even the lowest bidder may not necessarily be the successful bidder under the variable minimum price limit system or during qualification screening. In such cases, all costs incurred for bidding, etc., cannot be claimed from Akashi City and will be borne by the bidder. Please be aware of this.
(7) For individual business owners who have their head office in Akashi City or have delegated authority to a branch, etc., in Akashi City, their residential address may be confirmed on the day of bid opening to verify their Akashi City tax payment status. Please be aware of this.
(8) Other matters related to bidding and contracts will be handled in accordance with the regulations of the Finance Department Contract Representative.
