Bid Participation Qualification Requirements Bidders who can participate in the competition must meet all of the following requirements: (1) Must be a person other than those who cannot participate in general competitive bidding under the provisions of Article 167-4, Paragraph 1 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 22 of 1947; hereinafter referred to as "the Enforcement Order"). (2) Must be a person other than those who can be excluded from general competitive bidding under the provisions of Article 167-4, Paragraph 2 of the Enforcement Order. (3) Must have competitive bidding qualifications for "Well Drilling Work" in Uchinada Town for Reiwa 7 and 8 fiscal years. (4) Must not have been subject to bid suspension measures by national, prefectural, city, or town organizations in Ishikawa Prefecture at any time from the day after the deadline for submission of the bid participation qualification application to the date of the bid for this project. (Experience as a member of a joint venture is limited to cases where the share of participation is 20% or more.) (11) Must be able to assign a qualified technician for "Well Drilling" to the construction site, who has been employed for 3 months or more. 4.
