Work Overview (1) Item Classification Number: 41 (2) Work Name: FY2025 Hiroshima Prison Staff Housing Building No. 4 and other renovation works (3) Work Location: 13 Yoshijima-cho, Naka-ku, Hiroshima City, Hiroshima Prefecture (4) Work Description: Interior and exterior wall, power supply equipment, sanitary equipment installation, water supply and drainage equipment, water receiving tank expansion, and other renovation works. Eligibility for Competition (1) Not falling under the provisions of Articles 70 and 71 of the Budget, Settlement and Accounting Order (hereinafter referred to as "Order"). Minors, persons under guardianship or assistance who have obtained the necessary consent for contract conclusion fall under the special reasons in Article 70 of the Order. (2) Must have received certification of general competitive bidding qualification for construction work in FY2025-2026 from the Ministry of Justice in the industry classification (General Building Construction) for this work. (In the case of a company undergoing rehabilitation proceedings based on the Corporate Rehabilitation Act (Act No. 154 of 2002) or a company for which rehabilitation proceedings have been initiated based on the Civil Rehabilitation Act (Act No. 225 of 1999), re-certification of general competitive bidding qualification based on procedures separately determined by the Ministry of Justice after the decision to commence proceedings is required.) (3) The total score calculated when certified for general competitive bidding qualification for general building construction in FY2025-2026 by the Ministry of Justice must be 1,000 points or more and less than 1,200 points (Qualification Category B), or 850 points or more and less than 1,000 points (Qualification Category C). (4) Must have experience in renovation work of the same or similar type as this work (hereinafter referred to as "same or similar work") completed as the prime contractor since FY2011, meeting all the following criteria (experience as a member of a joint venture is limited to cases where the share is 20% or more). The construction experience will be judged on a building-by-building basis. For buildings with mixed uses, the entire building will be recognized as construction experience if the total floor area of the part related to that use and its associated common areas accounts for the majority. If the total floor area does not account for the majority, only the total floor area of the part related to that use and its associated common areas will be recognized as construction experience. ("Associated common areas" refers to areas directly and exclusively associated with that use, and does not include areas shared with other uses.) A. Same type of work (a) Building use: Apartment buildings, hospitals or clinics (including those with patient accommodation), hotels, inns, boarding houses, dormitories, child welfare facilities, maternity clinics, social participation support facilities for persons with disabilities (excluding prosthetic production facilities and information provision facilities for visually and hearing impaired persons), women's protection facilities, elderly welfare facilities, paid elderly homes, maternal and child health facilities, disability support facilities, community activity support centers, welfare homes, disability welfare service facilities (limited to those providing daily life support, independent training, employment transition support, or employment continuation support). (b) Structure: Steel, Reinforced Concrete (RC), or Steel Reinforced Concrete (SRC) (For steel structures, limited to cases where columns and beams are heavy steel as defined in Article 1, Item 3 of the Building Standards Act Enforcement Order. Similar work (a) Building use: Government buildings (including Ministry of Justice detention facilities) or offices, and theaters, cinemas, performance halls, concert halls, public halls, assembly halls, schools, gymnasiums, museums, art galleries, libraries, bowling alleys, ski resorts, ice skating rinks, swimming pools, sports training grounds. (b) Structure: Same as A(b) above. (c) Number of floors: Same as A(c) above. (d) Building scale: Same as A(d) above. (e) Construction type: Same as A(e) above. (f) Work category: Same as A(f) above. (5) Must have a supervising engineer qualification certificate and a supervising engineer training completion certificate, and be able to assign a supervising engineer exclusively to this work who meets the following conditions: A. Must be a Class 1 Architectural Construction Management Engineer or possess equivalent qualifications. B. Must have experience in the same or similar work as listed in (4) above. (Experience as a member of a joint venture is limited to cases where the share is 20% or more.) C. Must have been employed by the construction company for at least three months prior to the date of bid application. (6) The period of exclusive assignment of the supervising engineer is as follows: A. Exclusive assignment of a supervising engineer is not required from the day after the contract is concluded until the start of construction. B. Exclusive assignment of a supervising engineer to the construction site is not required from the day after the contract is concluded until the start of on-site construction (until the start of site office setup, material delivery, or temporary construction, etc.), only when clearly defined in writing between the contracting parties. C. After the completion of construction and inspection (unless the inspection is delayed due to the client's convenience) and administrative procedures, during the period when only cleanup remains, exclusive assignment of a supervising engineer to the construction site is not required, only when clearly defined in writing between the contracting parties. The date of completion of inspection is the date on which the client notifies the contractor of the confirmation of work completion. (7) Must not be subject to a suspension of bidding based on the "Notice on the Establishment and Operation of Measures such as Suspension of Bidding for Construction Contracts" dated January 23, Reiwa 7, Ministry of Justice Eigyo No. 191, during the period from the deadline for submission of the qualification confirmation application form (hereinafter referred to as "Application Form") to the bid opening. (8) There should be no capital or personnel relationship between the bidders (refer to the bidding documents). (9) Not a company for which rehabilitation proceedings have been initiated based on the Corporate Rehabilitation Act or for which rehabilitation proceedings have been initiated based on the Civil Rehabilitation Act (excluding those who have received re-certification as per (2) above). (10) Not identified by law enforcement authorities as a company substantially controlled by a yakuza or equivalent, and not deemed unsuitable as a contracting party by the Director of the Facilities Division, Minister's Secretariat, Ministry of Justice. (11) If a contract for work ordered by the Ministry of Justice was concluded at a price below the investigation standard price based on Article 85 of the Order, and the work performance evaluation score for that work is less than 65 points, then one month must have passed from the day after the notification of the work performance evaluation score until the date of the bidding announcement for work ordered by the Ministry of Justice. 3. (2) Bid bond waived. (3) Contract deposit required (Depository: Bank of Japan, Hiroshima Branch). However, the deposit may be substituted by providing interest-bearing government bonds (Depository: Bank of Japan, Hiroshima Branch) or a guarantee from a financial institution or guarantee company. Furthermore, if a guarantee bond for public works performance or performance guarantee insurance is provided, the contract deposit will be waived. (4) Invalid Bids: Bids submitted by persons who do not meet the eligibility criteria stated in this announcement, bids with false statements in the application form or supporting documents, and bids that violate bidding conditions shall be deemed invalid. (5) Method of Selecting the Successful Bidder: The successful bidder will be the one who submits the lowest valid bid within the limit of the estimated price prepared based on Article 79 of the Order. However, if it is determined that the successful bidder may not be able to perform the contract in accordance with its terms due to their bid price, or if it is deemed significantly inappropriate as it would disrupt the order of fair trade to conclude a contract with that bidder, the bidder with the next lowest bid price within the limit of the estimated price may be selected as the successful bidder. Furthermore, if the bid price of the prospective successful bidder falls below the investigation standard price based on Article 85 of the Order, an investigation will be conducted according to Article 86 of the Order. (6) Confirmation of Assigned Personnel, etc.: If a violation of the exclusive assignment rule for the assigned personnel is confirmed through the construction performance information system or other means after the successful bidder is determined, the contract may not be concluded. Furthermore, replacement of documents will not be permitted except in extremely special and unavoidable circumstances such as long-term hospitalization, death, or retirement, with approval. If it is unavoidable to change the assigned personnel due to special reasons such as long-term hospitalization after the deadline for document submission, the new personnel must be equivalent to or higher than the original assigned personnel in terms of qualifications, experience in the same or similar work, and overall evaluation, with the approval of the client.
