7. Bid Items, etc.: Bid Bond: Waived in accordance with Article 110, Paragraph 1, Item 3 of the Suzaka City Financial Regulations. However, payment is required in the following cases: (1) When the successful bidder candidate fails to submit the bid qualification confirmation documents. (2) When the successful bidder fails to conclude the contract. (3) When required investigation documents for low bid price investigation, etc., are not submitted. (4) When the contract is not concluded, except in cases of withdrawal recognized by the procuring entity as unavoidable. Bid Amount: Bidders must write the amount equivalent to 100/110 of their estimated contract amount (excluding tax) on the bid form, regardless of whether they are a taxable or non-taxable business for consumption tax. Invalid Bids: (1) Bid forms as stipulated in Article 112 of the Suzaka City Financial Regulations. (2) Bid forms as stipulated in Article 7 of the Suzaka City Bidding Instructions (Effective April 1, 1998). Method of Determining Successful Bidder: Determination Method: (1) After reviewing the confirmation documents submitted by the successful bidder candidate, if they meet the bid qualification requirements, that candidate will be determined as the successful bidder. If not, confirmation documents will be requested from the next highest bidder who bid at or below the estimated price (excluding bidders who bid below the minimum reserve price or disqualification price), and the process will be repeated until one bidder meeting the requirements is identified. (2) If there are two or more candidates for the next highest bidder, the order of successful bidder candidates will be determined by lottery at a separately designated date and time. (3) If the bid is below the low bid price investigation standard price (excluding cases where a minimum reserve price is set), a low bid price investigation will be conducted based on the "Suzaka City Construction Project Low Bid Price Investigation Committee Establishment Guidelines" (Effective July 7, 1999) before determining the successful bidder. (4) The successful bidder will be determined within 2 days (excluding closing days) from the date of submission of confirmation documents. (5) Upon determination of the successful bidder, instructions necessary for contract conclusion will be given immediately to the successful bidder by telephone or other means.
