July 27, 2026 Contracting Officer, Director General of Kanto Regional Environmental Office Masanori Shoji 1. Construction Overview (1) Construction Name FY2025 (Carry-over) Sado Toki Protection Center (Breeding Cage D) Facility Renovation Work (2) Construction Location 377-4 Niibo Nagane, Sado City, Niigata Prefecture (3) Construction Details Facility renovation work for a steel-framed, 1-story breeding cage with a total floor area of 712.41 m². All items - Electrical equipment renovation (electric fence) - Mechanical equipment renovation (water supply pipes, air conditioning, ventilation) Details are in the attached drawings. (4) Construction Period From the day after the contract date to February 15, 2027 (5) For this work, the submission of documents and bidding will be conducted through the Procurement Portal and the Government Electronic Procurement System (GEPS) (hereinafter referred to as the "Electronic Procurement System"). However, if it is difficult to use the Electronic Procurement System, paper bidding may be substituted with the approval of the ordering party. (6) This work is subject to the low-bid price investigation system. (7) This work is subject to the "Weekly Two-Day Work System (On-site Closed Type) [Complete Two-Day Work (Saturday/Sunday) Type I]" which ensures two days off per week due to the closure of the site. (8) This work is subject to the weekly stance. 2. Competitive Participation Qualifications (1) Not falling under the provisions of Article 70 and Article 71 of the Budget, Settlement, and Accounting Order (Imperial Ordinance No. 165 of 1947) (hereinafter referred to as "Yokkurei"). (2) Must have been certified with general competitive bidding qualifications for FY2025-2026 for "Mechanical Equipment Work" in grades B and C by the Ministry of the Environment (for companies undergoing rehabilitation proceedings under the Corporate Rehabilitation Act (Act No. 154 of 2002) or reconstruction proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999), re-certification of general competitive bidding qualifications based on procedures separately determined by the Ministry of the Environment after the decision to commence proceedings is required). (3) Not a company that has filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act or commencement of reconstruction proceedings under the Civil Rehabilitation Act (excluding those who have received re-certification as mentioned in (2) above). (4) Must have experience in constructing the same type of work as listed below as the prime contractor, completed and delivered since FY2011 (experience as a member of a joint venture is limited to cases where the capital ratio is 20% or more). The total evaluation score for such work experience must be 65 points or more. For ongoing construction joint ventures, any member must have experience in constructing the same type of work as listed below as the prime contractor since FY2011. 1) Same type of work: Must have experience in public works to which the Standard Specifications for Public Building Construction (Mechanical Equipment Work Edition) or Standard Specifications for Public Building Renovation Work (Mechanical Equipment Work Edition) apply. The total evaluation score for such work experience must be 65 points or more. (5) Must be able to assign a chief engineer or supervising engineer exclusively to this work who meets the following criteria. 1) In addition to the qualifications for engineers to be assigned under the Construction Industry Act, must have experience as a site manager, chief engineer, or supervising engineer in the same type of work as listed in (4) above. 2) For supervising engineers, must possess a supervising engineer's license and a certificate of completion of supervising engineer training. 3) The planned supervising engineer, etc., must have a direct and continuous employment relationship. (6) Must not be subject to debarment measures under the "Procedures for Debarment from Contractual Agreements for Construction Work, etc." (Notice No. 2012255 dated December 25, 2020) by the Ministry of the Environment during the period from the deadline for submission of the competitive participation qualification confirmation application (hereinafter referred to as "Application") and supporting documents (hereinafter referred to as "Documents") to the bid opening. (7) Not a contractor who has undertaken design work, etc., related to the work specified in 1.(1), or a construction company that is related in terms of capital or personnel to such a contractor (see tender documents). (8) Must have a head office, branch, or business office with a plumbing contractor's license under the Construction Industry Act within the Kanto Regional Environmental Office jurisdiction. (9) There must be no capital or personnel relationship between bidders (see tender documents). (10) Not a company that is identified by the police authorities as substantially controlled by a member of an organized crime group or equivalent, and is subject to a request for exclusion from contracts awarded by the Ministry of the Environment, and such status continues. (11) Not a construction company that has not fulfilled the obligation to file notifications as defined below (excluding those for whom such notification obligation does not apply). - Obligation to file notification under Article 48 of the Health Insurance Act (Act No. 70 of 1922). - Obligation to file notification under Article 27 of the Employees' Pension Insurance Act (Act No. 115 of 1954). - Obligation to file notification under Article 7 of the Employment Insurance Act (Act No. 116 of 1974). 3. Other (1) Language and Currency to be Used in Procedures: Japanese language and Japanese currency only. (2) Bid Bond and Contract Deposit: 1) Bid Bond: Exempt. 2) Contract Deposit: Required. However, payment of the contract deposit may be substituted by a guarantee from a financial institution or guarantee company (handled by the Kanto Regional Environmental Office). Furthermore, if a performance guarantee bond is provided or a performance guarantee insurance contract is concluded, the contract deposit will be exempted. The amount of the contract deposit, guarantee amount, or insurance amount shall be 1/10 or more of the contract price. However, for contracts with bidders who have undergone the investigation stipulated in Article 86 of the Yokkurei (low-bid price investigation), the contract guarantee amount shall be 3/10 or more of the contract price. (3) Invalid Bids: 1) Bids submitted by persons who do not have the competitive participation qualifications indicated in this announcement, bids with false statements in the application or documents, and bids that violate the conditions of bidding are invalid. 2) If a successful bid was awarded to a bidder who submitted an invalid bid, the award decision will be canceled. 3) Even if a person has been confirmed to have competitive participation qualifications by the contracting officer, etc., if they do not have the qualifications listed in 2. at the time of bid opening, they will be considered to lack competitive participation qualifications. 4) Bids will be invalidated if the construction cost breakdown is not submitted, or if the submitted construction cost breakdown is incomplete, etc. (4) For contracts with bidders who have undergone low-bid price investigation, Article 35, Paragraph 1 of the separate contract draft shall be changed from "4/10" to "2/10", and Paragraphs 6, 7, and 8 shall be similarly adjusted. (5) Method of Determining the Successful Bidder The bidder who submitted the lowest valid bid within the scope of the estimated price established in accordance with Article 79 of the Yokkurei will be the successful bidder. However, if it is recognized that the successful bidder may not be able to perform the contract in accordance with its terms due to the bid price, or if it is recognized that contracting with that person would disrupt the order of fair trade and is extremely inappropriate, another bidder who submitted a bid within the scope of the estimated price and submitted the lowest bid may be selected as the successful bidder. (6) Confirmation of Assigned Supervising Engineer, etc. If it is confirmed after the successful bid determination that the assigned supervising engineer, etc., violates the exclusivity requirement (e.g., via CORINS), the contract may not be concluded. Substitution of the application form will not be permitted, except in cases approved due to unavoidable circumstances. (7) In cases where the assignment of an exclusive supervising engineer is mandatory and the contract is concluded at a price below the investigation reserve price, engineers meeting equivalent requirements may be required in addition to the supervising engineer. (8) Requirement for Contract Creation: Required. (9) Intention to conclude a separate contract with the contractor of this contract for other directly related works: None. (10) Contact point for obtaining related information: Same as 3.(1) (11) Participation by persons not certified with general competitive participation qualifications: Persons not certified with the general competitive participation qualifications listed in 2.(2) above may also submit applications and documents (hereinafter referred to as "Application, etc.") through 3.(3), but must obtain the certification and be confirmed for competitive participation qualifications by the day before the bid submission deadline to participate in the competition. (12) Hearing on the Content of Applications, etc.: A hearing on the content of applications, etc., will not be held in principle. If a hearing becomes necessary, notification will be given separately. (13) Precautions Regarding Applications, etc.: In the qualification examination, if the application, etc., is not submitted, or if the content of the application, etc., is deemed inappropriate, such as being created through consultation with other bidders regarding this work, competitive participation qualifications will not be granted.
