We hereby announce the following limited competitive bidding (electronic bidding).

1. Matters for Limited Competitive Bidding (Electronic Bidding)
(1) Work Name
a. Relocation Property Survey and Estimation Work Consignment (Higashi Makuhari 8-1)
(2) Work Overview, Work Location, Work Period, and Industry: As described in the separate table for each work item.
(3) Estimated Price and Minimum Reserve Price: As described in the separate table for each work item.
2. Bidding Participation Qualifications
Those who wish to participate in limited competitive bidding must meet all of the following requirements.
(1) Persons who do not fall under Article 167-4 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947) and who do not fall under any of the following:
a. Persons who have been subject to a transaction suspension order by a clearinghouse within the past two years.
b. Persons who have issued dishonored bills or checks within six months prior to the bid opening date for the work.
c. Persons who have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (Act No. 154 of 2002) and for whom a decision to commence rehabilitation proceedings by the court under the same Act has not yet been made.
d. Persons who have filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999) and for whom a decision to approve the rehabilitation plan by the court under the same Act has not yet been made.
e. Persons who are in violation of the City Planning Act (Act No. 100 of 1968) within Chiba City.
f. Persons who are currently subject to a suspension of bidding or similar measures under the Chiba City Construction Contractor Designation Suspension Measures Ordinance (effective August 1, 1985) or the Chiba City Goods and Services Bidder Designation Suspension Measures Ordinance (effective August 1, 1985) between the bid participation application deadline and the bid opening date.
(2) Persons who can participate through the electronic bidding system of the Chiba Electronic Procurement System (hereinafter referred to as the "Electronic Bidding System").
(3) For cooperative associations based on the Small and Medium-sized Enterprise Cooperatives Act (Act No. 181 of 1949), those whose articles of association or rules stipulate joint bidding.
(4) Others who meet the bidding participation qualification requirements specified in the separate table for each work item.

4. Bidding Participation Procedures
Those who wish to participate in the bidding must submit the necessary documents through the electronic bidding system to the department mentioned in Section 3 within the application period and apply for bidding participation.
Submitted documents will not be returned.
However, if you are unable to use the electronic bidding system due to unavoidable reasons, please contact the department mentioned in Section 3.
If paper bidding is permitted, submit the "Application for Confirmation of Eligibility for Competitive Bidding (for Paper Bidding)" (Chiba City Urban Development Bureau Work Consignment General Competitive Bidding Implementation Guidelines (effective November 1, Reiwa 4 (2022)), Form No. 1) and the "Application for Paper Bidding Participation" (Chiba City Urban Development Bureau Work Consignment General Competitive Bidding Implementation Guidelines (effective November 1, Reiwa 4 (2022)), Form No. 2) by mail or in person, along with the following submission documents.
(1) Bidding Participation Application Period: As described in the separate table for each work item.
(2) Submission Documents: As described in the separate table for each work item.
5. Delivery of Design Documents, etc., and Answers to Questions
(1) Delivery of Design Documents, etc.: Download from the bidding information service of the Chiba Electronic Procurement System (https://www.chiba-ep-bis.supercals.jp/portalPublic/LPC0P10L_INIT_Action.do).
The delivery period is described in the separate table for each work item.
(2) Answers to Questions: The method for answering questions and the deadline for questions are described in the design documents, etc.
Please submit the question and answer form via email to the department mentioned in Section 3 by the deadline for questions.
6. Bidding and Bid Opening
(1) Bidding Period and Bid Opening Date and Time: As described in the separate table for each work item.
(2) Bid Opening Location: Higashi Makuhari Urban Redevelopment Office, 4-46-1 Makuhari-cho, Hanamigawa-ku, Chiba City.
(3) Bidding Method: Submit the breakdown of estimates attached to the bid form through the electronic bidding system to the department mentioned in Section 3.
However, if paper bidding is permitted, submit the "Bid (Quotation) Form" (Chiba City Urban Development Bureau Work Consignment General Competitive Bidding Implementation Guidelines, Form No. 3) and the breakdown of estimates in an envelope labeled with the company name or title and work name, sealed, and sent by registered mail or delivered in person.
(4) Withdrawal: Bidders may withdraw their bids during the bidding period before submitting their bid forms.
In this case, submit the withdrawal notice through the electronic bidding system to the department mentioned in Section 3.
However, if paper bidding is permitted, submit the "Bid (Quotation) Withdrawal Notice" (Chiba City Urban Development Bureau Work Consignment General Competitive Bidding Implementation Guidelines, Form No. 4) in an envelope labeled with the company name or title and work name, sealed, and sent by registered mail or delivered in person.
(5) Bid Bond: Exempt (However, if the provisions of Article 8, Paragraph 2 of the Chiba City Contract Regulations (Chiba City Ordinance No. 3 of 1965) apply, an amount equivalent to the waived portion of the bid bond will be collected as a penalty.)
(6) Invalid or Disqualified Bids: Bids falling under any of the following will be considered invalid or disqualified.
Note: The validity, invalidity, or disqualification of bids will only be confirmed for potential successful bidders after the bid opening.
a. Bids falling under any of the items in Article 7 of the Electronic Bidding Terms and Conditions (effective April 13, 2012) shall be invalid.
b. Bids falling under any of the items in Article 8 of the Electronic Bidding Terms and Conditions shall be disqualified.
7. Determination of Successful Bid Candidate, Confirmation of Bidding Qualifications, and Determination of Successful Bidder
(1) Determination of Successful Bid Candidate, Confirmation of Bidding Qualifications, and Determination of Successful Bidder: After the bid opening, the bidder who submitted the lowest valid bid within the range of the estimated price and above the minimum reserve price will be the successful bid candidate.
If the candidate's bidding qualifications are confirmed and found to be valid, that candidate will be determined as the successful bidder.
If the successful bid candidate is found to be unqualified, their bid will be invalidated, and the bidder with the next lowest valid bid will be considered the new successful bid candidate for qualification confirmation.
This process will continue until a bidder with confirmed qualifications is found.
If there are two or more bidders with the same lowest bid price, the successful bid candidate will be determined by lottery.
(2) Notification of Successful Bid Determination: After determining the successful bidder, all bidders will be notified promptly via the successful bid determination notice on the electronic bidding system.
(3) Notification of Bidding Qualification Confirmation Results: The results of the bidding qualification confirmation for the successful bidder will be replaced by the successful bid determination notice.
For those found to be unqualified, a "Notification of Confirmation Results for Eligibility for Competitive Bidding" (Chiba City Urban Development Bureau Work Consignment General Competitive Bidding Implementation Guidelines, Form No. 5) will be issued via email, etc.
8. Re-bidding: If no bids are within the estimated price range after the bid opening, a re-bid will be held.
(1) The number of re-bids will be limited to two.
(2) Bidders whose bids were invalidated, disqualified, or not submitted in the previous bidding cannot participate in the re-bid.
(3) Notification of re-bidding will be sent to those who submitted valid bids in the previous bidding via the electronic bidding system's "Re-bidding Notice" and "Notification of Receipt of Re-bidding Notice" emails.
(4) The period and date/time of the re-bid will be stated in the re-bidding notice.
(5) The bid opening location will be the same as in Section 6(2).
(6) The method for re-bidding is to submit the breakdown of estimates attached to the bid form through the electronic bidding system to the department mentioned in Section 3.
However, if paper bidding is permitted, submit the "Bid (Quotation) Form" (Chiba City Urban Development Bureau Work Consignment General Competitive Bidding Implementation Guidelines, Form No. 3) and the breakdown of estimates in an envelope labeled with the company name or title and work name, sealed, and sent by registered mail or delivered in person.
If you wish to withdraw from the re-bid, follow the procedure in Section 6(4).
9. Contract Conditions, etc.
(1) Contract Bond: Required (However, exempt if applicable under Article 29 of the Chiba City Contract Regulations.)
(2) Requirement for Contract Creation: Required.
(3) Payment Terms: As described in the separate table for each work item.
(4) Contract procedures may be suspended in case of fraudulent acts, etc.
(5) Contract conditions will be included in the design documents, etc., delivered in Section 5.
(6) The language and currency to be used in the procedures shall be Japanese and Japanese currency.
(7) Other contract conditions, if any, will be described in the remarks column of the separate table for each work item.
10. Other
(1) Bidding will generally be conducted even if there is only one applicant.
(2) The operating hours of the electronic bidding system are from 8:00 AM to 12:00 AM (midnight).
(3) If you wish to conduct a site survey for estimation, please contact the bidding department in advance.
(4) Matters not stipulated in this announcement regarding contract administration shall be governed by the provisions of the Chiba City Contract Regulations.
