Bid Announcement
Regarding construction work ordered by Ueda City Waterworks and Sewerage Bureau, we hereby announce as follows, in accordance with the provisions of Article 167-6 of the Local Autonomy Act Enforcement Order (Showa 22, Order No. 16; hereinafter referred to as the "Order").

2. Bidder Qualification Requirements
All requirements listed in (1) below must be met.
Bids that violate the requirements will be invalid.
(1) Required Qualifications
Bidders must be registered in the "Ueda City Construction Work Bid Participation Qualification Register" (hereinafter referred to as the "Register") for Reiwa 7, 8, and 9, and meet all of the following requirements:
Work Type and Grade Classification: Mechanical Equipment Installation Work A-class, B-class
Construction Business Permit:
① Must have a permit for specific or general construction work for Mechanical Equipment Installation Work.
② If the total subcontract amount is 50 million yen or more (80 million yen or more for general building construction), a permit for specific construction work is required.
③ No permit is required for minor construction work as defined by the Construction Business Act Enforcement Order.
Supervising Engineer:
Must be able to assign an engineer as stipulated in Article 26 of the Construction Business Act (must have been directly and continuously employed for 3 months or more prior to the bid opening date).
If the total subcontract amount is 50 million yen or more (80 million yen or more for general building construction), a certificate of supervising engineer and completion of a supervising engineer training course are required.
Construction Experience: Not required
Location Classification: Must be within the city or quasi-city as registered in the Register.
Other:
① Must not fall under any of the provisions of Article 167-4, Paragraphs 1 and 2 of the Local Autonomy Act Enforcement Order (Showa 22, Order No. 16).
② Must not be subject to suspension measures under the "Ueda City Construction Work Bid Participation Qualification Suspension Measures Ordinance" (Reiwa 22, Notice No. 80) from the date of announcement to the date of award.
③ Must not be a party to an application for commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (Reiwa 14, Act No. 154) or an application for commencement of civil rehabilitation proceedings under the Civil Rehabilitation Act (Heisei 11, Act No. 225) (excluding those who have re-obtained bid participation qualifications after a decision to commence rehabilitation or civil rehabilitation proceedings).
④ Must not be a member of a violent group as defined in Article 2, Item 2 of the "Ueda City Ordinance on the Exclusion of Violent Groups" (Reiwa 24, Ordinance No. 6), or a person related to a violent group as defined in Article 6, Paragraph 1 of the same ordinance.
⑤ The following parties cannot participate in the same open competition bid:
(ア) Parties that have a parent-subsidiary relationship or a relationship between subsidiaries of the same parent company, as defined in Article 2, Item 3-2 and Item 4-2 of the Companies Act (Reiwa 17, Act No. 86).
(イ) Parties where a representative director of one company concurrently holds the position of representative director or trustee of another company.
⑥ Those without a valid "Management Scale Evaluation Results Notification / Overall Assessment Notification" cannot undertake work other than minor construction work as defined by the Construction Business Act Enforcement Order.
⑦ Must not be a party who has failed to fulfill the following notification obligations (excluding those who are not obligated to do so):
(ア) Obligation to notify under Article 48 of the Health Insurance Act (Taisho 11, Act No. 70).
(イ) Obligation to notify under Article 27 of the Employees' Pension Insurance Act (Showa 29, Act No. 115).
(ウ) Obligation to notify under Article 7 of the Employment Insurance Act (Showa 49, Act No. 116).
3. Bid Schedule, etc.
Viewing of Design Documents:
From Tuesday, July 28, Reiwa 8 to Wednesday, August 19, Reiwa 8.
Available on the Ueda City website, the Finance Department Contract and Inspection Division, and the Bidding Information System.
(Viewing at the counter is from 9:00 AM to 5:00 PM, excluding closing days.)
Reception of Questions:
From Tuesday, July 28, Reiwa 8 to Tuesday, August 4, Reiwa 8 (until 4:00 PM on the final day).
Please submit by FAX to the Ueda City Finance Department Contract and Inspection Division.
Confirmation of question arrival is required at the time of submission.
The prescribed format (posted on the Ueda City website) must be used.
Answers to Questions:
Will be posted on the Ueda City website by Thursday, August 6, Reiwa 8.
Bid Submission Method: Electronic Bidding
(1) Submitted Documents:
① Bid Form (Please write the 3-digit lottery number)
② Construction Cost Breakdown (in the prescribed format)
③ "Bid Acceptance Limit Notification Form" must be submitted if necessary.
(2) Submission Period:
From Monday, August 17, Reiwa 8, 9:00 AM to Thursday, August 20, Reiwa 8, 3:00 PM
(However, within the operating hours of the electronic bidding system.)
(3) If submitting a paper bid form instead of electronic bidding, please bring it to the Contract and Inspection Division counter by noon on the day before the bid.
The bid form must be sealed, and the bid opening date, work name, and bidder name must be written on the envelope.
(4) Bids violating the "Ueda City Electronic Bidding Implementation Ordinance" (Reiwa 22, Notice No. 137) will be invalid.
Submission of Construction Cost Breakdown:
(1) Bidders must submit a construction cost breakdown along with their bid.
Bids submitted without a construction cost breakdown will be invalid.
(2) For electronic bidding, attach the construction cost breakdown when submitting the bid form.
(3) The construction cost breakdown must be prepared in the prescribed format posted on the Ueda City website.
(4) The construction cost in the breakdown and the amount in the bid form must match.
However, a bid form stating the construction cost from the breakdown, rounded down to the nearest 10,000 yen, will be valid.
(5) Discounts on the construction cost in the breakdown are not permitted.
(6) Based on the amendment to the "Act on Promotion of Fair Bidding and Contracts for Public Works," bidders must submit a construction cost breakdown that clearly indicates material costs, labor costs, employer's contributions for statutory welfare costs, Japan Construction Pension Fund contributions, and safety and health expenses, referring to the examples provided.
Failure to do so will result in disqualification due to violation of laws and regulations, so please be aware.
Furthermore, if the direct construction cost in the breakdown of the successful bidder is below a certain level (97% of the official estimated cost), a labor cost dumping investigation will be conducted, and if there is no reasonable grounds, it will be reported to the construction G-men.
(7) For further details, please refer to "Regarding the Submission of Construction Cost Breakdown."
Notification of Bid Acceptance Limit:
If bidding for more projects than the number of available site supervisors and engineers, please submit the "Bid Acceptance Limit Notification Form" (posted on the Ueda City website) by email by the day before the bid opening.
Failure to submit the "Bid Acceptance Limit Notification Form" and subsequently refusing the bid without just cause may result in suspension measures.

Request for Review of Estimate / Inspection of Breakdown:
Bidders may file a request for review of the estimate from 9:00 AM on the day after the bid opening. The request must be submitted in writing by 3:00 PM on the second day (excluding holidays, etc.) from the day after the bid opening.
Public-use breakdown documents can be viewed during the period for requesting a review of the estimate.
4. Bid Matters, etc.
Bid Matters:
① If multiple bid forms are submitted for one bid, all bids will be invalid.
② A bid from a single participant will be considered valid and opened.
Bid Security:
5% of the bid amount including consumption tax and local consumption tax. Payment is waived.
(However, payment is required if the successful bidder does not conclude the contract.)
Contract Security:
Monetary guarantee of 10% or more of the contract amount.
(However, exemption is granted for contracts less than 5 million yen if the contractor has 2 or more years of experience with similar scale projects for the city, national government, or other local governments within the past 2 years.)
Advance Payment:
Up to 40% of the contract amount will be paid in advance.
Intermediate Advance Payment:
Up to 20% of the contract amount will be paid as an intermediate advance payment.
Partial Payment:
Partial payments will be made within the number of times stipulated by the Ueda City Financial Regulations (Reiwa 18, Regulation No. 45).

5. Priority of Design Documents, etc.
In case of discrepancies between design documents for this bid announcement, the priority for bidding and estimation shall be as follows, unless otherwise specified in the announcement for each project:
If there are discrepancies, bidders should raise questions during the question period and obtain answers from the contracting authority.

6. Method of Determining the Successful Bidder, etc.
(1) Order of Bid Award:
① You can participate in multiple open competition bids for construction work that are opened on the same day, but you cannot become a successful bidder for more projects than the number of site supervisors (engineers) you can assign.
② If you bid for more projects than the number of site supervisors (engineers) you can assign, please submit the "Bid Acceptance Limit Notification Form."
③ The order of bid opening will be as per the "Ueda City Open Competition Bid Schedule" on the bid opening date.
(2) Confirmation of bidder qualification requirements and determination of the successful bidder will be conducted after the bidding is completed.
(3) If there are two or more bidders who have submitted the same highest bid, the successful bidder will be determined based on the "Method for Determining Successful Bidder in Case of Equal Bids."
(4) The successful bidder must bring the documents listed in item 7 within 2 days, including the day of instruction.
(5) The examination of bidder qualification requirements will be conducted for those who bid at or below the estimated price, starting from the lowest bid price among the potential successful bidders, until one bidder who meets the competitive bidding qualification requirements is confirmed.
(6) The examination of bidder qualification requirements will be conducted within 3 days, including the day of submission of examination documents.
(7) If the potential successful bidder is confirmed to meet the bidder qualification requirements, they will be determined as the successful bidder and notified by FAX, etc. (including email via the electronic bidding system).
(8) This work will be executed using the "one-winner-out" system.
Projects subject to the same "one-winner-out" system as this work are shown in the following table.
The successful bidder (potential successful bidder) will be determined in the order shown in the table below. If a bidder becomes the successful bidder (potential successful bidder) in an earlier project, their bid for subsequent projects will be invalidated.
However, if applying the "one-winner-out" system results in no valid bids at the time of opening, the system will not be applied, and the bidding will revert to a normal competitive bid, including the bidder who became the successful bidder (potential successful bidder) in the earlier project. Therefore, if bidding for more projects than the number of available site supervisors (engineers), please submit the "Bid Acceptance Limit Notification Form."

7. Bidder Qualification Requirement Examination Documents
For those who submitted bids via electronic bidding, please submit by paper delivery or by email via the electronic bidding system.

a. Copy of qualifications, etc. (1 copy)
b. Copy of documents confirming the engineer's employment relationship (e.g., copy of resident tax withholding notice, etc., proving direct and continuous employment for 3 months or more prior to the bid opening date) (1 copy)
*Health insurance cards and health insurance qualification certificates are not accepted.
③ Other documents as deemed necessary by the Mayor:
