1. Procurement Details
(1) Title: FY2026 Nankoku Aki Road Ananai No. 1 Bridge Superstructure Construction Work Work Unit Investigation
(2) Outline and Quantity: Work Unit Investigation Work, Entire

(3) Performance Period: From the day after the contract is concluded until December 25, FY2026
(4) Performance Location: Tosa National Highway Office
(5) Bidding Method: When determining the successful bidder, the amount written on the bid form will be added to 10/100 of that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down) to determine the successful bid price. Therefore, bidders, regardless of whether they are taxable or tax-exempt entities for consumption tax and local consumption tax, must write the amount equivalent to 100/110 of the estimated contract desired amount on the bid form.
(6) Use of Electronic Procurement System (GEPS): This matter will be carried out through the electronic procurement system for the distribution of tender explanation documents, submission of certificates, bidding, and contracting. However, if it is difficult to use the electronic procurement system, paper delivery of tender explanation documents and paper submission of certificates, bid forms, and contracts may be permitted only upon request to the appointed disbursing officer.
2. Eligibility for Participation in Competition
(1) Not a person falling under the provisions of Article 70 of the Public Accounting Law concerning Budget, Settlement, and Accounts. In addition, minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for concluding the contract fall under the special reasons indicated in the same article.
(2) Not a person falling under the provisions of Article 71 of the Public Accounting Law concerning Budget, Settlement, and Accounts.
(3) Must be qualified to participate in competition in the Shikoku region, ranked in grades A, B, C, or D for "Provision of Services, etc." in the FY2025, 2026, and 2027 Ministry of Land, Infrastructure, Transport and Tourism Competition Participation Qualifications (All-Ministry Unified Qualifications).
(4) Must not have been subject to a suspension of bidding by the Director of the Shikoku Regional Development Bureau during the period from the deadline for receipt of certificates to the opening of bids.
(5) Must have directly received the tender explanation documents.
(6) Other: Persons who meet the qualifications determined by the appointed disbursing officer based on the provisions of Article 73 of the Public Accounting Law concerning Budget, Settlement, and Accounts.

Bids will be accepted starting from 9:00 AM two days prior to the bid form receipt deadline (excluding closing days).

6. Other
(1) Language and Currency: Japanese and Japanese currency shall be used for bidding and contracting procedures.
(2) Bid Bond and Contract Deposit: Exempt
(3) Requirements for Bidders: Those wishing to participate in this competition must submit certificates, etc., via the electronic procurement system by the prescribed deadline. Furthermore, they must provide explanations if requested by the appointed disbursing officer regarding the content of the certificates, etc., by the day before the bid opening date.
(4) Bidding procedures may be postponed or canceled depending on the situation.
(5) Requirement for Contract Document: Yes. This work is subject to contract procedures via the electronic procurement system. However, if it is difficult to use the electronic procurement system, the paper contract method may be used with the consent of the contracting party.
(6) Participation by those not certified in Ministry of Land, Infrastructure, Transport and Tourism Competition Participation Qualifications: Even those who have not received the Ministry of Land, Infrastructure, Transport and Tourism Competition Participation Qualifications (All-Ministry Unified Qualifications) in 2(3) above may submit certificates and bid forms. However, at the time of bid opening, they must have received certification of such qualifications and have undergone confirmation of their eligibility to participate in the competition. If the certification procedure for such qualifications is in progress at the time of submitting certificates, please attach a document confirming the status in an arbitrary format.
(7) Bids submitted by persons without bidding qualifications as stipulated in 2 or the preceding paragraph, or bids that violate the bidding rules, shall be deemed invalid.
