In accordance with the provisions of Article 234, Paragraph 1 of the Local Autonomy Act, a contract for public works will be concluded through open competitive tender. Therefore, we hereby announce as follows in accordance with Article 167-6, Paragraph 1 of the Local Autonomy Act Enforcement Order and Article 4 of the Hiroshima City Contract Regulations.

Project Location: Ishiuchi, Itsukaichi-cho, Saeki-ku
Project Outline: Pavement improvement work
Construction length: Approximately 120 meters
Pavement work, line marking work, temporary work: Each set
* Details are as per the design drawings and specifications (hereinafter referred to as "design drawings, etc.").
Construction Period: 90 days from the date of contract conclusion
Estimated Price: To be announced after the successful bidder is determined
Minimum Limit Price: To be announced after the successful bidder is determined
Bid Classification:
* Bidding for this project is an electronic bidding project using the Hiroshima City Electronic Bidding System.
Furthermore, bidding for this project is limited to the electronic bidding system and does not allow paper bids.
* Bidding procedures shall be in accordance with the Hiroshima City Electronic Bidding System User Agreement and the Hiroshima City Waterworks Bureau Electronic Bidding Operation Standards.
* This project is subject to electronic lottery.
Bid Participation Requirements:
Applicants must meet all of the following conditions:
Eligibility:
* Not falling under Article 167-4 of the Local Autonomy Act Enforcement Order and Article 2 of the Hiroshima City Contract Regulations.
* Certified as an eligible bidder for Hiroshima City construction competitive tenders for Reiwa 7 and 8.
* Possess an IC card in the bidder's name and have completed user registration for the electronic bidding system.
* Other eligibility requirements are as per the tender explanation document.
Certified Construction Type: Pavement Work
Grade Classification: "C" or "B"
Business Office Location: Must have its head office in Saeki-ku, Hiroshima City.
* "Head office" refers to the principal place of business under the Construction Industry Act.
Company Construction Experience: Must have construction experience as the prime contractor for the following projects, completed and delivered on or after April 1, Reiwa 13 (2001):
* Pavement projects with a contract amount (excluding consumption tax, etc.) of 50% or more of the city's design amount for this project (excluding consumption tax, etc.).
* However, construction experience as a member of a joint venture is limited to those with a capital contribution ratio of 20% or more.
* Limited to experience in the certified construction types listed above.
Technician:
(1) Must be able to assign a chief technician or supervising engineer for pavement work to the project.
If the contract amount is 45 million yen (tax included) or more, they must be assigned exclusively.
Furthermore, if a supervising engineer who is concurrently assigned under Special Rule No. 2 (meaning a supervising engineer as defined in Article 26, Paragraph 3, Item 2 of the Construction Industry Act; hereinafter the same) is appointed, an assistant supervising engineer (meaning a person who assists the duties prescribed in Article 26-4, Paragraph 1 of the same Act, performed by the concurrently assigned supervising engineer) must be exclusively assigned to the project.
However, the technician must comply with the provisions of Article 26, Paragraphs 1 to 5 of the same Act.
(2) The technician must have a direct and continuous employment relationship with the bidder as of the bid opening date, and have been employed for 3 months or more prior to the bid opening date.
However, for projects with a contract amount of less than 45 million yen (tax included), the technician must have a direct and continuous employment relationship with the bidder as of the bid opening date and have been employed from the day before the bid opening date.
(3) Concurrent assignment of technicians is permitted within the scope of the conditions described in the tender explanation document, including cases where exclusive assignment is required.
(4) If the contract amount is 20 million yen (tax included) or more, a Class 1 or Class 2 Pavement Construction Management Engineer registered with the Japan Road Construction Industry Association must be exclusively assigned to the project.
Such Pavement Construction Management Engineer must have a direct and continuous employment relationship with the bidder as of the bid opening date and have been employed for 3 months or more prior to the bid opening date.
Furthermore, the Pavement Construction Management Engineer can concurrently hold the positions of chief technician, exclusively required supervising engineer, and assistant supervising engineer.
Other:
* Contractors who have undertaken the design work for this project (Nichireki Co., Ltd.) or construction companies with a capital or personnel relationship with such contractors are not eligible to participate.
* Persons who do not meet the bid participation requirements are not eligible.
Furthermore, persons who cannot be selected in accordance with Article 28, Item 2, Items 3 (a) to (e), and Item 5 (a) of the Hiroshima City Construction Competitive Bidding Handling Regulations are not eligible.
* Participants who cannot confirm fulfillment of their obligation to join and pay social insurance (health insurance and employees' pension insurance) and labor insurance (employment insurance) are not eligible (excluding those who are not subject to the obligation to join each insurance).

Suspension of Bidding
Bidding may be suspended if it is determined that the fairness of the bidding has been compromised due to the actions of bidders or errors in the contracting authority's bidding procedures.
Invalid Bids
Bids submitted by persons who do not meet the bid participation requirements indicated in this bid announcement, bids submitted by persons who have made false statements in their application documents, bids that violate the bidding conditions, and bids submitted by persons whose application for confirmation of bid participation eligibility cannot be confirmed due to incomplete documents (including incorrect entries) shall be invalid.

* Bidding for this project is an open competitive tender with post-bid qualification confirmation.
* This project is subject to the "Two Days Off Per Week" trial (designated by the client).
* When determining the successful bidder, the bid amount entered or written by the successful bidder in the electronic bidding system or bid form, plus an amount equivalent to 10/100 of that amount (if there is a fraction of less than 1 yen, such fraction shall be discarded) will be the successful bid price. Therefore, bidders shall enter or write an amount equivalent to 100/110 of the estimated contract desired amount, regardless of whether they are taxable or exempt business operators for consumption tax and local consumption tax.
* This project is a trial project for "Procedure for Requesting Clarification of Calculations" (as described in the attached sheet of the tender explanation document (Regarding the trial of the procedure for requesting clarification of calculations)).

If 4 weeks and 8 days or more are not achieved, a negotiation for a reduction in the contract price will be conducted in accordance with Article 24 of the Hiroshima City Construction Contract Terms and Conditions, depending on the situation.
